Irked by remarks, Cong walks out

SHIMLA, July 6 — The Opposition Congress today staged a walkout in the Vidhan Sabha in protest against certain remarks made by Dr Rajan Sushant during the general discussion on Budget.
Trouble arose when Dr Sushant, while participating in the discussion, criticised the Leader of the Congress group for terming the nuclear tests conducted by the Vajpayee government as unnecessary. He also quoted a couplet to which Mr Virbhadra Singh, Leader of the Opposition, objected. He said the remarks were directed at him and urged the Chair to expunge these from the proceedings.
Other party members also rose in his support. The Speaker, however, said that he would give his ruling after going through the record tomorrow.
Not satisfied by the ruling of the Speaker, the entire Congress group led by Mr Virbhadra Singh walked out of the House.

Mr P.K. Dhumal, Chief Minister, condemned the action of the Opposition and said there was no occasion for a walkout. Dr Sushant had not said anything against any individual for the Congress members to take umbrage.
Later, the Congress members stormed the chamber of the Speaker, Mr Gulab Singh, and repeated their demand for expunging all the derogatory and unparliamentary remarks from the proceedings.
Talking to newsmen, Mr Virbhadra Singh said that Dr Sushant had virtually hurled abuses and the Congress would not allow the ruling group to browbeat the Opposition in this fashion. He said the Speaker had assured that the derogatory remarks would be expunged. He said if he did not do so, the Congress would stall the proceedings of the House on Wednesday. He said the party members would not hesitate to enter the well of the House to disrupt proceedings.
Mr Gulab Singh said the remarks would be expunged if they were aimed against any particular member.
Dr Sushant criticised Mr Virbhadra Singh for not supporting the
Topgovernment on a vital issue like nuclear tests which concerned security of the country.
He also lambasted the Congress leader for selectively quoting figures regarding the economic growth rate. He said the fact was that the growth rate declined during his rule. In 1994-95, it was 7 per cent and came down to 6 per cent in 1995-96 and to 4.5 per cent in the following year.
Similarly, the per capita income also declined and the state slipped from the 5th to the 15th place in the country. The BJP-HVC government inherited empty coffers, huge debt liability, bad roads and strained Centre-state relations.
Earlier, initiating the discussions, Mr Virbhadra Singh charged the government with distorting facts and indulging in jugglery of figures to belittle the performance of the previous Congress government.
He said there were not only discrepancies regarding the actual Budget deficit which needed a clarification, but also much confusion had been created over the economic growth rate by wrongly comparing quick estimates for one year with revised estimate and final rate for other years. He said the growth rate which came down to minus (-2.1 per cent) in 1991-92 rose to 7 per cent in 1994-95, which spoke for the performance of his government.
He blamed the faulty recommendation of the Ninth Financial Commission for the perennial financial crisis plaguing the state. He said the commission overassessed the revenue and underassessed the expenditure which led to a deficit of Rs 416 crore during the 1990-95 period.
The Tenth Commission provided some relief, but it also ignored the additional liability on account of revision of pay scales.

He said the coalition government would also be facing the same problem. And in case it failed to secure the requisite funds from the Centre, it would have a limited option. It could either follow his policy of raising resources through market borrowings or bring the developmental activities to halt as Mr Shanta Kumar did during the 1990-92 period when the BJP was in power.
He said the claim that the Plan size had been increased by 42 per cent was not true because the actual Plan spending during 1997-98 was Rs 1220 crore and for this year, Rs 1425 crore had been earmarked.
However, Mr Dhumal intervened and said comparing the proposed size with actual spending of last year was not correct.
Mr Virbhadra Singh lambasted the government for ordering large-scale transfers and humiliating senior bureaucrats. Mr Des Raj (BJP) also spoke.

  State relief manual to be revised

SHIMLA, July 6 — The Himachal Government has decided to revise the relief manual so that adequate financial help could be provided to victims of natural calamities.
Mr P.K. Dhumal, Chief Minister, said this in the Vidhan Sabha today during the question hour. Replying to a supplementary of Mr J.B.L. Khachi (Congress), he said a committee had been constituted for the purpose and amendments would be made in the manual on the basis of its report.
Answering the question of Mr Harsh Mahajan (Congress), he said the total loss due to damage caused by heavy rain and floods in Chamba districts since January this year had been assessed at Rs 4.10 crore. The government had provided Rs 5.48 crore for the restoration of roads and other facilities and Rs 27 lakh as relief to victims.

Besides another Rs 30 lakh had been released from the Chief Minister's relief fund for Bharmour and Chamba areas. He said the Deputy Commissioner had been directed to identify alternative land for the
Toprehabilitation of the people affected due to sinking of villages.
Mr Dhumal informed Mrs Viplove Thakur that the government proposed to strengthen the water sports training centre at Pong Dam by constructing another complex with multiple facilities. A sum of Rs 27.56 lakh had been already released for the purpose.
The Chief Minister told Mr Ram Lal Thakur that a fresh survey was being conducted to identify the Bhakra dam oustees who had not been rehabilitated so far. He said the need for survey was arose as the report submitted by the committee set up for this purpose had detected 780 pending cases out of which only 28 cases pertained to original oustees. He said if additional land was required for the rehabilitation of the left-out oustees, the government would consider carving out more sectors in Bilaspur town. The issue of converting the plots allotted to oustees on lease into free hold is also under consideration.
Mr Ramesh Chaudhary, Irrigation and Public Health Minister informed Mr Praveen Sharma that works, costing Rs 1.83 crore, were allotted to contractors without calling tenders in Rohroo, Nerwa and Rampur division of the department from January 1994 to February 26, 1998. Mr Dhumal also introduced the bill to amend the Himachal Pradesh War Awards Act, 1972.

  Exploit hydel potential: Sukh Ram

SOLAN, July 6 — The Himachal Vikas Congress chief, Mr Sukh Ram, while addressing the delegates' session, organised as part of the party's first anniversary celebrations here today made a strong plea for the exploitation of the state's 22,000 MW hydel power potential, promotion of tourism for tackling the unemployment problem and creation of adequate marketing infrastructure for Himachali cash crops.
He urged upon the state government to get the 50 per cent subsidy on mini and micro-hydel projects restored from the Centre. This subsidy had been got sanctioned by him, especially for the hilly regions, while he held the union Non-conventional Energy portfolio some years back. Additionally, the state government should initiate a scheme of providing 25 per cent grants to such projects.

In addition to raking in sizeable revenues for the state exchequer through enhanced production of power, this step would give the ruralites access to cheaper electricity. A logical benefit of this would be that the villages would stop cutting trees for extracting fuelwood. Indirectly helping preserve the ecology.
Tourism had a vast economic and employment generation potential. A judicious apporach to the expansion of state's tourism would provide lucrative self-employment to the state's seven lakh unemployed youth.
He regretted that India's share in the 60 crore annual international tourist traffic was a meagre 21 lakh. Out of this only 51,360 foreign tourists visited the state.
The HVC chief also made a plea for the creation of a marketing infrastructure to end the farmers' exploitaition at the hands of middlemen.
Mr Sukh Ram thanked the Himachalis for their support to him and his party. He said that the party had a strength of over two lakh now. It had, during its debut in the general election bagged five seats and was a close second in 14 other segments of the state legislature.
The Congress rebel and Independent candidate from the Solan constituency who gave a fright to the winning Congress candidate and the second placed BJP candidate by emerging a close third, announced the formal induction of his 3,000 supporters into the HVC.
Over 60 leaders of the BJP and the Congress, including Bhagat Ram Chauhan, ex-MLA and senior vice-president of state BJP, Surat Ram Chauhan and Sundar Singh Chauhan, both former presidents of the BJP Kumarsain, Kishori Lal Verma, former general secretary of Samajwadi Party and Ishwar Dev Kanwar, vice-president cantonment board, announced their joining the HVC.
Mr Inder Singh Thakur, HVC general secretary moved the political resolution, which described the recent resignation of Mr Sukh Ram as Public Works Minister, as "an act of political farsightedness designed to ensure a stable government in the state." It also said that the HVC had the "historic responsibility of putting an end to autocratism, despotism, nepotism and caste, creed and region based politics of the former
TopCongress government".
It also demanded a C.B.I. enquiry into the "conspiracy hatched against Mr Sukh Ram for tarnishing his clean public image" and appealed to the intelligentsia and working class to support the HVC for strengthening Himachal Pradesh.
Mr Ranjit Singh Verma, a former Industries Minister, moved the economic resolution which regretted that the previous governments had adopted the development models of the plains for the hill state. It stated that a suitable, topography based pattern of development should be evolved for Himachal. This resolution also emphasised the need for making the state's bureucracy accountable to people.

SHIMLA, July 6 — Mr Shanta Kumar, a former Chief Minister and MP from the Kangra constituency, called on Mr Ananth Kumar, Union Civil Aviation Minister, at Delhi today and urged him to resume air service between Gaggal and Delhi.
The BJP leader told the Union Civil Aviation Minister that there were only three airports in Himachal Pradesh and at present flights were operational only in Jubbar-Hatti (Shimla) and Bhuntar (Kulu) airports only. He said the
Top lack of airlink between Kangra and Delhi had adversely affected tourism in the state. Kangra, being the seat of the Dalai Lama, attracted tourists from all over the world, he said.
Mr Shanta Kumar urged the Minister to subsidise the airfare between Shimla and Kulu which was at present Rs 8000. He said Himachal being a special category state, the fare should be subsidised on the pattern of North-East so that more tourists could travel by air to Himachal Pradesh.
He also pleaded for starting the Delhi-Kangra, Kulu-Leh and Chandigarh-Kangra-Shimla flights. He urged the Centre to rename the Gaggal Airport as Kangra Airport, as Kangra had historical importance and was a well-known place.
