| Planning Board reconstituted Tribune News Service CHANDIGARH, July 13 The Haryana Government has reconstituted the State Planning Board with the Chief Minister as its chairman, to assess the level of development in important sectors of the state as a whole as well as for various districts and regions. The board will also assess the financial, manpower and material resources and organisational and institutional capabilities, determine the properties for the state in the light of the overall national objectives and keeping this in view formulate a long-term perspective plan for the most effective and balanced utilisation of the state resources. It will also assist the State Government in the formulation of the Five-Year Plan and Annual Plans, suggest policies and programmes for removing the imbalances prevailing in various regions in the state and to assist in the formulation of district plans/area plans, review the implementation of plan projects and other development schemes. The other functions of the board include making critical appraisal of on-going programmes. Mr Kailash Chand Sharma will remain Deputy Chairman of the State Planning Board. The Finance and Planning Minister, the Chief Secretary, the Principal Secretary to Chief Minister, Financial Commissioners and Secretaries of Planning, Finance, Industries and Social Welfare Departments and Commissioners and Secretaries of Development and Panchayat and Agriculture Departments will be its official members. Mr I.D. Swami, former MP, Mr S.K. Mishra, Mr Sahib Singh Saini, and Mr Jatinder Singh (Khurdban village in Kurukshetra district) will be its non-official members, The Officer on Special duty, Planning Board, will act as member-Secretary of the board. |

claims From Our Correspondent ROHTAK, July 13 Prof Sher Singh a former Defence Minister and prohibition activist, has urged the Prime Minister, Mr Atal Behari Vajpayee, to take steps to solve the long-standing disputes between Haryana and Punjab. In a letter to the Prime Minister recently he appealed to him to take up the issue regarding the sharing of river water and the transfer of the Hindi-speaking areas of Haryana in lieu of Chandigarh with both states. Describing it as proper time to sit down and sort out all misunderstandings and settle the claims of both states amicably, the former minister said it was unfortunate that some Akali leaders and minister were trying to create unnecessary tension with a view to getting political mileage. He has asked the Prime Minister to go through the reports of the Shah Commission and the Rajiv-Longowal accord of 1985 before taking any decision in this regard. He claimed that former Prime Minister Rajiv Gandhi had agreed to the transfer Fazilka and Abohar to Haryana. The Prime Minister should show "will and courage" to solve these disputes so that there was no heart burning among the residents of Haryana and Punjab, he added. |
| ITI classes yet to begin From Ashwani Dutta YAMUNANAGAR: Industrial Training Institute, Sadhaura, Yamunanagar district, is awaiting the opening ceremony for the past eight months. The foundation stone of the ITI was laid by a former Minister of Industrial Training and Vocational Education, Haryana, Mr Tajender Pal Mann, on March 2, 1995. The building and workshop was constructed by the Public Works Department (Buildings and Roads) utilising the funds of Shivalik Board amounting to approximately Rs 40 lakh. Ten trades were declared open by the minister at the function which was presided over by Mr Sher Singh, former Chairman, Marketing Board, Haryana. The dignitaries had declared the starting of the ITI from 1996. It is reliably learnt that the building was taken over by the ITI Department on November 11, 1997. Since then two employees of the ITI, Yamunanagar, have been deputed as chowkidars there. Ten rooms, one Principal's office, one general office and one main workshop have been built so far. Residents allege that due to an MLA of the Opposition party from Sadhaura, the government is not serious about the opening of the ITI and neglecting the public demand. There is no suitable ITI in the surrounding area of 50 km. The nearest ITIs are at Ambala City and Yamunanagar. Sadhaura had been declared a backward area. The ITI here will educate trainees of Sadhaura and Naraingarh. It is felt that the new session of training at the ITI to start from August '98 is unlikely to begin due to the non-seriousness on the part of the government. On February 24, 1994, Mr Bhajan Lal, former Chief Minister, had announced that an ITI would be opened at Radaur in Yamunanagar district, but till date nothing has been done in this regard. |
| Certified seeds for farmers Tribune News Service CHANDIGARH, July 13 The Haryana Seed Development Corporation has revised the projections for providing quality seeds production during the year 1998-99. The Corporation will provide 2,48,510 quintals of certified seeds to the farmers during the current year, which includes 28,207 quintals during kharif and the remaining 2.20 lakh quintals during rabi. This was disclosed by Mr Karam Singh Dalal, Agriculture Minister, Haryana, here today. He said last year the corporation had produced 1,53,536 quintals of certified seeds out of which 13,536 quintals were distributed during kharif and 1.40 lakh quintals during rabi. He said the corporation planned to sell 3,10,610 quintals of certified seeds during 1998-99 out of which 2,48,510 quintals were being produced by the corporation itself and the rest were being provided by Iffco, Kribhco and private agencies. Mr Dalal said in order to create an additional storage capacity, the corporation had constructed seed stores at Hisar, Tohana and Yamunanagar at a cost of Rs 53 lakh, having storage capacity of 40,000 quintals. |
| Telecom Dept draws flak Tribune News Service FARIDABAD, July 13 The working of the Department of Telecommunications in Faridabad came in for sharp criticism yesterday at the "aamne saamne" programme organised by the Lok Swaraj Andolan in Sector 15. Mr Gurdip Singh, General Manager, Telephones (GMT), was there to answer the questions of the subscribers. The subscribers alleged that there was corruption at all levels in the department and the behaviour of the employees was discourteous. They were fed-up with the department. There was no transparency in the working or accountability in the Telephone Department. The Telephone Advisory Committee did not represent the subscribers as the nominations were made on political considerations, it was alleged Another complainant said it took several months to get telephones shifted to new premises and at least a week to set right the fault. That too was done after the payment of "suvidha shulk". A retired Brigadier accused the department of ignoring the rural areas where most of the telephones were lying dead and there was nobody to listen to their grievances. Mr Gurdip Singh tried to satisfy the subscribers. A number of questions however, remained unanswered. This forced one of the participants to say that they had not come to listen to the "excuses" but wanted to know about the concrete steps being taken to solve the problems being faced by them. In his opening remarks, Mr Gurdip Singh said the capacity of telephone exchanges at Faridabad and Gurgaon would be increased to 35,000 in the current financial year and 90 per cent of the waiting list would be cleared. Two new services of I-Net and Integrated Services Digital Network (ISDN) would soon be introduced. This would facilitate digital connectivity, video conferencing, call number identification and quick data transfer. The GMT said jelly-filled cables were being laid to facilitate uninterrupted service. |

Chowdhury, Vice-Chancellor, Haryana Agricultural University, has expressed concern over the losses caused by imbalanced use of chemical fertilisers. While addressing the valedictory session of the two-day training course on "Efficient management of fertilisers for increased crop yield" here today, he said contrary to popular perception among the environmentalist that continuous application of chemical fertilisers causes impoverishment of land and soil fertility both these losses are created mainly due to the inadequate and imbalanced use of chemical fertilisers. Professor Choudhury said there was no excessive use of chemical fertilisers but inadequate and imbalanced use of chemical fertilisers was certain. He urged the participants to educate the farmers about the integrated use of organic manure, green manure, biofertilisers and chemical fertilisers. Organised by the Department of Soil Sciences, HAU, in collaboration with the Potash and Phosphate Institute of Canada (India programme), the training programme was attended by more than 50 participants comprising district extension specialists and soil scientists working in regional and national soil testing laboratories and research institutes. During this training programme, eminent scientists Dr Sam Portch, Dr G. Dev and Dr K.N. Tewari from the Potash and Phosphate Institute, Canada, Dr Jagan Nath and Dr Bharat Singh, Professors, Soil Sciences, HAU, acquainted the participants with the newer researches and advances in the field of fertiliser management and their impact on the overall development of agriculture. Dr M.S. Kohad, Professor and Head, Soil Sciences Department, while proposing a vote of thanks appealed to the participants to impress upon the farmers to follow certain commandments for maintaining and further enhancing land fertility. He said the type of nutrient needed for the soil, its adequate quantity, proper time and method of application, use of high-yielding varieties, control of pests and diseases, post-harvest management coupled with good crop husbandry practices were the key issues to which farmers would have to be exposed. | Plea to HUDA by coop societies Tribune News Service CHANDIGARH, July 13 The Confederation of Housing Societies has urged the Haryana Urban Development Authority (HUDA) to give preferential treatment to those group housing societies who had applied for land in 1995 in the allotment of land under the newly floated scheme. A delegation of the confederation led by its president, Mr S.K. Jain, met the Chief Administrator, HUDA, Mr R.P. Raghavendra Rao, here today in this connection. The delegation said these group housing societies were refunded their application money due to a change in the policy of the government. Therefore, they should now be given preference in the allotment of land. The confederation suggested that alternatively HUDA should acquire chunks of land falling in between the land purchased by house building cooperative societies in Saketri and Bhainsa Tibba villages falling within the Mansa Devi Complex master plan. While after development this land should be allotted to societies registered in 1990 and 1995, the land owned by the house building cooperative societies could be developed by HUDA for them after taking development charges from the societies. These steps, the confederation pleaded, would ensure the development of the area on the HUDA pattern and would put a stop to unauthorised and haphazard construction. |
| Hisar residents' plea to Chancellor Tribune News Service ROHTAK, July 13 The government proposal to convert Guru Jambheshwar University into a "residential university" has caused dismay among academicians and residents of Hisar town. Prominent citizens of Hisar, in a prayer faxed to the Governor today, said: "We strongly protest and request the honourable Governor to please stop this retrograde step. We are of the opinion that creating a new institution requires very hard work but to destroy it, takes a stroke. Any move to reduce the power and jurisdiction of GJU will be taken as an offence to the people of Hisar." The signatories to the faxed petition include Dr Kamal Gupta, president, BJP, Hisar, Mr Gauri Shankar Jain, president, Rotary Club, Dr S.S. Khurana, a former president of the Lions Club, Dr R.S. Singhal, president, Haryana Agricultural University Teachers Association, Dr Inderjit, president, IMA, Hisar, Dr N.K. Khetarpal, patron, Punjabi Sanskriti Patrika, Dr Ramesh Agarwal, president, Bharat Vikas Parishad, Mr Gaurishankar Attri, a former president of the Bar Association, and Ms Sneh Lata, a former MLA. The teaching and non-teaching employees of the university submitted separate petitions to the Governor at Chandigarh today, seeking his intervention. The university teachers have requested the Governor, who is also Chancellor of the university, to constitute a committee of academicians to suggest ways of managing higher and technical education in Haryana. They have argued that it will be in the interest of technical education in the stare that all technical colleges are affiliated to the university, especially created to meet the needs of technical education. Financial assistance to Guru Jambeshwar University has been decreasing since its inception. From October, 1995, to October, 1996, it received Rs 9.71 crore as assistance. During 1996-97, the financial assistance was reduced to Rs 7.70 crore and further decreased to Rs 5.64 crore in 1997-98. For the current financial year, it has been reduced to a pitiable Rs 4 crore. |
| Farmers block traffic From Our Correspondent AMBALA, July 13 More than 100 farmers of the Naggal assembly constituency blocked traffic near Matheri Sekhan village on the Ambala-Hisar road for more than two hours today to press for acceptance of their demands. The agitating farmers lifted the blockade only after an assurance by the Deputy Commissioner, Mrs Navraj Sandhu, that their demands would be accepted. A memorandum in this regard was submitted to the Deputy Commissioner by the president of the district youth wing of the Haryana Lok Dal (Rashtriya), Mr Jasbir Malour. The memorandum said the farmers had to resort to an agitation as power supply was not regular from the Chaurmastpur power house. It said lack of power affected the sowing of crops. The farmers sought withdrawal of cases registered against villagers relating to violence at the Chaurmastpur power station recently. Mr Malour demanded compensation for farmers whose crops and houses had suffered damage in the floods last week in the Naggal assembly constituency. |
| Cops' equipment stolen From Our Correspondent ROHTAK, July 13 Anti-subversion equipment worth more than Rs 5 lakh belonging to the Haryana police was stolen from a police vehicle near Sampla yesterday. According to the police sources, the equipment used to check explosive and arms on the occasion of VIP visits, which was loaded in two suitcases in a Tata Mobile vehicle of the police, was taken away by certain unidentified persons when the vehicle was parked by the policemen on the road between Sampla and Rohad last evening. The policemen who were on their way to Delhi from Chandigarh had to stop after their vehicle broke down as the result of collision with a truck. The policemen who reportedly received some minor injuries had halted the vehicle to get first aid and refreshments from a road side dhaba. It is learnt the equipment included some sophisticated were valued at more than Rs 5 lakh. A case under Section 379 and 427 of the IPC has been booked. Meanwhile, in another case a youth driving a Maruti car was shot at by another person near the Sadar police station at Bahadurgarh last evening. The injured identified as Sanjay of Dayanand Nagar locality, was admitted to the PGI here. A case has been registered. |

According to official sources, the action followed a complaint of Mr Ajit Singh Malik, a local lawyer, alleging that he was manhandled by the constable when he had gone to the police station to see his friend. Members of the District Bar Association, it may be recalled, have been on an indefinite strike since July 9 to press the demand for the arrest of the constable and the registration of a case against him. |
| Bank to give Rs 37.05 cr as crop loan From Our Correspondent PANIPAT, July 13 The Central Cooperative Bank, Panipat, will disburse Rs 37.05 crore as crop loan amongst farmers in the district during the current kharif crop season through its 12 branches and 75 primary cooperative credit and service societies. Out of this, about Rs 26 crore has been disbursed so far. This was disclosed by the Chairman, Harco Bank, Mr Om Parkash Jain, here today. Mr Jain said a sum of Rs 28 crore was advanced as crop loan during last kharif crop season as against a target of Rs 33 crore to the farmers in the district by the bank. He further said the bank had earned a profit of over Rs 2.02 crore till March 31, 1998, against a profit of Rs 11.77 lakh in 1993-94. Since its inception, the bank also advanced loans to rural artisans, small shopkeepers, mini dairy owners, weavers and industrial societies etc to set up their own ventures on easy instalments. Mr Jain said agriculture inputs like fertilisers, improved seeds and pesticides were available in the mini bank in sufficient quantity. |
| HCTU to go on strike from Aug 11 Tribune News Service KARNAL, July 13 The Haryana Teachers Union has decided to go on an indefinite strike from August 11 if its demands are not met by then. A meeting of the Haryana College Teachers Union (HCTU) presided over by Mr Davinder Singh Dhaliwal, president, at Dyal Singh College last evening decided that all college teachers in Haryana would proceed on casual leave en masse on July 21. It was decided that the union members would participate in the "march to Parliament" to be organised by AIFUTU. The teachers would also go on leave on August 8 and sit in dharna in front of the office of the Director, Higher Education, at Chandigarh for regularisation of salaries and grant of pension. The union decided to intensify its agitation for the implementation of the UGC recommendations. |
