India unveils draft N-doctrine
PM to have power to release N-arms
NEW DELHI, Aug 17— India’s draft nuclear doctrine today declared that its forces shall be deployed so as to ensure their survival against surprise attacks and asserted that any nuclear strike against it shall invite punitive retaliation with nuclear weapons to inflict "damage unacceptable to the aggressor’’.

1,173 killed in Turkey quake
ANKARA, Aug 17 — At least 1,173 persons were killed and thousands injured in today's earthquake in Turkey, according to state-run Anatolian news agency. The quake, measuring 6.7 on the Richter scale, struck at 3:02 a.m. (0130 a.m. IST). It was centred near the northwestern city of Izmit, some 90 km east of Turkey's biggest city, Istanbul.

CPI to build third front
NEW DELHI, Aug 17- The Communist Party of India today described the desire for a two-party system as a "wishful thought" saying that "the BJP rule has not been an alternative to the Congress rule nor can the Congress again become an alternative rule to the BJP".

NEW DELHI, Aug 17 — The National Democratic Alliance overcame its teething troubles today when the Janata Dal (United), formed by the amalgamation of two present ruling partners — the Samata Party and the Lok Shakti — and a breakaway group of the Janata Dal headed by Mr Sharad Yadav, finally reached seat-sharing arrangement with the Bharatiya Janata Party for the 1999 Lok Sabha elections.

NEW DELHI, Aug 17 — The Congress today announced that the AICC Secretary, Ms Selja, who was to be fielded from Sirsa reserved Parliamentary constituency in Haryana, will not contest.
