NEW DELHI, Nov 5 — India and Russia today signed a major defence protocol for joint manufacturing and licensed production of Sukhoi-30 combat jets, missile and anti-missile systems, submarines and sale of long-range bomber planes and airborne early warning systems (AWACs).

CBI arrests Bihar Minister
PATNA, Nov 5 — The CBI today arrested Bihar Minister for Road Construction Iliyas Hussain, four transporters and an assistant after conducting simultaneous searches on their houses at 24 places in Patna, Calcutta and Hazaribagh in connection with the multi-crore bitumen scam.

CHANDIGARH, Nov 5 — The Punjab and Haryana High Court today stayed for three weeks the operation of its judgement handed down yesterday setting aside the appointment of the Punjab Lok Pal, Justice Harbans Singh Rai, to enable the Punjab Government to approach the Supreme Court against this judgement.
