 | Kargil controversy brews NEW DELHI,
        Feb 17  The controversy over the circumstances
        which led to the Pakistani intrusion into Kargil last
        year refuses to die down with the Army now putting the
        blame squarely on three senior officers and on the other
        hand one of the officers held responsible writing to the
        President, Mr K.R. Narayanan, that the Army chief, Gen V.
        P. Malik, was trying to buy him out.
  Clintons
        offer on Kashmir WASHINGTON,
        Feb 17  In the run up to his visit to New Delhi
        next month, President Bill Clinton has said the US wants
        to be more involved in resolving the Kashmir
        issue but both India and Pakistan must agree for such a
        mediation.

         Mr N. Chandrababu Naidu, Chief Minister, Andhra
        Pradesh, has said the Indian National Lok Dal (INLD) and
        his Telugu Desam Party will work together to strengthen
        the federal spirit in the country.

        poll: NDA has edge in BiharNEW
        DELHI, Feb 17  A Doordarshan exit poll tonight
        forecast that the BJP-led National Democratic Alliance
        (NDA) will bag 118 of the 216 seats which went to the
        polls in first two phases of Bihar Assembly elections,
        while the BJD-BJP combine in Orissa is poised to secure
        56 of the 70 seats in the first phase held today.

        injured in train blastNEW
        DELHI, Feb 17  At least 10 persons were injured,
        two of them seriously in a bomb blast in the
        Lucknow-bound Gomati Express late night near Jhinjhak
        station near Kanpur in the Allahabad section of the
        Northern Railway late tonight.
