Cell to probe sexual harassment cases

Panjab University has created a special cell to look into matters relating to “sexual harassment at workplace”.

Prof Promila Vasudeva, Department of Psychology, has been appointed as the honorary counsellor in the cell. The appointment made by the standing committee was approved by Prof K.N. Pathak,Vice-Chancellor, while acting on behalf of the university Syndicate. The appointment has also got the nod of the university senate.

Interestingly, the cell will take up cases of sexual harassment of all sections on the campus, including the teaching and non-teaching members, including the students.

Talking to The Tribune Prof Vasudeva said that “not a single case of sexual harassment had been reported in the university ever since she took over in July earlier this year.”

Professor Vasudeva said that “ informally there was sometimes talk about harassment. However, none of them had approached the cell. The complaints have to come through the university Registrar.”

Although there is absence of a separate central cell for specific handling and providing information on the cases, Professor Vasudeva said that directives on the issue had been sent to the departments individually. The list of papers also included related comments of the Supreme Court on the matter.

A faculty member said that the cell was an important link of the complainants with the university administration. The genuineness of the complaint could be verified before forwarding it to the higher authorities for final action.Back

 

100 take part in group song contest

As many as 100 students of seven schools participated in a national group song competition organised by the Bharat VIkas Parishad at Shastri Model High School, Phase 1, here today. Mr RS Chaudhary, president of the local Environment Society, was the chief guest.

The participating teams were divided in junior and senior groups. A spokesman of the parishad said the schools which participated in the song competition were Gem Public School, Government School, Desumajra, Shivalik Public School, St Soilder’s School, Mohali Public School, Sant Isher Public School and Shastri Model High School. The first team in the junior category, Gem Public School, and the first team in the senior category, Sant Isher School would participate in the state-level function being held at Bassi Pathana on October 14.

VC’s order on Ajaib Singh quashed

Allowing a writ petition filed by the Director of Centre for Adult Continuing Education and Extension, Dr Ajaib Singh, Mr Justice S.S. Nijjar of the Punjab and Haryana High Court today quashed the orders passed by the Panjab University Vice-Chancellor rejecting his nomination paper for the Senate elections. The Judge also directed Panjab University and other respondents to declare the election results forthwith.

Delivering the verdict, Mr Justice Nijjar held that the Vice-Chancellor’s orders, issued on August 17 last year, were without jurisdiction. The Judge also vacated all the interim orders passed by the Court in the case. In his detailed order, the Judge observed: “Voluminous material has been placed on record by counsel for the parties. On merits of the controversy as to whether the petitioner is an employee on the teaching side, I am of the considered opinion that this Court should refrain from making any comments....”

The case, it may be recalled, was placed before Mr Justice S.S. Nijjar after difference in opinion were expressed by Mr Justice Amarbir Singh Gill and Mr Justice V.S. Aggarwal of the High Court in separate judgements.

Seeking the quashing of the VC’s order, Dr Ajaib Singh, in his petition, had also asked for directions to the university to permit him to contest the elections after accepting his nomination papers. Claiming to have been rendered disqualified to contest the elections as a result of the order, counsel for the petitioner had contended on his behalf that the same was passed on August 17 last year even though the Syndicate had already declared him eligible for elections scheduled for September 17.

The order, he had added, was liable to be set aside as the VC had decided the question regarding the petitioner’s entitlement to contest the elections even though it was beyond the power conferred upon him under the regulations. Going into the background, he had added that the VC had set aside the Returning Officer’s decision and had rejected the petitioner’s nomination papers on the ground of his candidature being “hit by disqualification imposed by Sector 16 of Panjab University Act”.

Proceedings stayed

Issued notice on a petition filed by “self-styled President of Khalistan” Dr Jagjit Singh Chohan, Mr Justice R.C. Kathuria of the High Court on Wednesday stayed further proceedings in a complaint case filed against him by the General Secretary of the Punjab Pradesh Congress Committee’s legal cell, Mr Jagmohan Singh Saini of Patiala.

Seeking the quashing of the complaint, Dr Chohan had earlier claimed that the same was filed for attaining political mileage and publicity. Quoting a Supreme Court authority, counsel for the petitioner had added that the allegations regarding the demand for the creation of Khalistan was no offence.

Progress report sought

Directing the state of Punjab and other respondents to file a progress report in a case pertaining to the alleged issuance of fake arms licences, Mr Justice V.M. Jain of the High Court on Wednesday fixed December 3 as the next date of hearing.

Issuing the directions, Mr Justice Jain observed: “During the course of arguments, it was brought to my notice that various Punjab politicians, including MLAs, MPs and ministers had given lists of persons to whom arms licences were to be issued and the lists are currently in possession of the Jhajjar police. Counsel for the state of Punjab has submitted that the photocopies of the lists would be obtained from the Jhajjar police and thereafter the matter shall be investigated keeping in view the names in the list so that no person involved in the issuance of fake arms licences, found to be issued to fake persons at fake addresses, go unpunished”.

Grant of money stayed

On a petition filed by a member of Gidderbaha Municipal Council, Mr Subhash Jain alleging the distribution of over Rs 1 crore in sangat darshan through the executive officers, Mr Justice N.K. Sodhi and Mr Justice Jasbir Singh of the High Court on Wednesday issued notice of motion to the respondents for December 11 and stayed the grant of money.

Police remand in rape case

A local politician and others allegedly involved in a case of rape and abduction were remanded in police custody for three days by a local court today. The accused were produced in the court this evening.

It was alleged that a local politician, Sweety Bajaj, along with Amardeep Dahia and Avtar Taari had raped a 15-year-old girl on the night of September 29.

The incident came to light when the victim made a statement before a local magistrate under section 164 of the CrPC on October 9. Then the police had arrested the four suspect — Sweety Bajaj, Amardeep Dahia, Avtar Taari and Sangeeta Gupta — in the case.

It was alleged that the 15-year-old girl was abducted by her friend, Shweta Gupta, and the latter's mother, Sangeeta Gupta, on the pretext of taking her over to their house for a birthday party. At the time the victim was alone at her house in Sector 35. It is alleged that when the victim had reached the Mani Majra residence of the Guptas, she was given a cold drink laced with a sedative. After that the victim was allegedly raped by Sweety Bajaj and two others.

The complainant, Mrs Kulwant Kaur, mother of the victim, then registered a case against the mother-daughter duo under Sections 366-A, 368, 506 and 120-B of the IPC.

Judicial custody: Eight persons allegedly involved in a case of power theft were sent to one-day judicial custody today by a local court. The accused, Harpreet Singh and seven others had also moved a bail application in the court.

The city police had registered a case against 57 residents of Khuda Ali Sher for allegedly stealing electricity through kundi connections. An anticipatory bail plea moved by all the accused in the case had already been dismissed by the court.

Beant case: The District and Sessions Judge, Mr H.S. Bhalla, today adjourned the Beant Singh assassination case for tomorrow as many of the accused today boycotted the proceeding.

The accused boycotted the court proceeding as one of the accused in the case has been on fast for the past many days. Only two accused, Navjot and Nasib, were present in the makeshift court at Burail jail.

An undertrial prisoner, Lakhwinder Singh, at Model Burail Jail has been on fast for the past several days in order to show his resentment.

Bail plea dismissed: A local court today dismissed an anticipatory bail plea moved by the accused, Anurag Bawa, in a case of cheating and fraud. It was alleged that the accused had been running a medical transcription course in Sector 34 and had allegedly cheated more than 40 students.

The case against the accused was registered on the complainant of students of the Institute. They alleged that the accused had lured them that they would get benefits after completing the course.

Continuing the glorious tradition of Patiala Gharana

Music may have been created in moments, but it often transcends the limits of time to last an eternity...and even beyond. The most sacred and lyrical of melodies reside in the treasure house of the various ‘gharanas’ of Indian classical music. As we, the little-informed listeners, unfold the mysteries of one ‘gharana’ after another, a world of wonders reveals itself to us. In this world, there is joy, peace and redemption.

Custodians of one such ‘gharana’, that traces its lineage to the legendary Ustad Bade Ghulam Ali Khan, are two maestros of Delhi — Ustad Jawad Ali Khan and Ustad Mazhar Ali Khan. They are safeguarding the heritage of Ustad Bade Ghulam Ali Khan of the Kasur Patiala Gharana and have come here as part of the Virasat series of the Society for the Promotion of Indian Classical Music and Culture Among Youth (SPIC MACAY) sponsored by The Tribune. They recalled, how, as children, they used to learn from their grandfather the basics of classical music.

“Calling music food for soul is not enough because you cannot measure music. Our ‘guru sahib’ used to say that music was God; just as you cannot restrict the divine into words and thoughts, you cannot restrict or explain music,” said Ustad Jawad Ali Khan, elder of the two brothers. Exponents of the ‘chaumuka’ style, they are now passing on their the knowledge of ‘ragas’ to their disciples. Ustad Jawad Ali Khan said, “Chaumukha style is peculiar to our tradition and it blends together various forms like ‘khayaal’, ‘dadra’, ‘tappa’, ‘chaiti’ and many others. The audience gets one divine experience after another.” The ‘khayaal’ rendition of the Kasur Patiala Gharana reflects the ‘chaumukha’ style.

The Khan brothers have performed worldwide and their music is appreciated for its meditative effect. Ustad Mazhar Ali Khan said, “Meditative effect is common to many forms of Indian classical music and ‘dhrupad’ is especially known for this.” The strength of the brothers is their elegant rendering of ‘dadras’ and ‘thumris’. Only two days ago, they had given one of their best performances at a programme organised here.

They are compiling some great compositions of their grandfather and Ustad Karamat Ali Khan, their father. Their audio album ‘Yaad-e-Sabrang’ features ‘dadras’ and ‘thumris’ that prove their expertise in weaving complex ‘taan’ patterns with amazing ease. Tomorrow, the maestros will give a lecture-demonstration to students of the Sector 33 Tender Hearts School here.
