F&CC okays bylaws on polythene use
Tribune News Service

Chandigarh, October 23
The Finance and Contract Committee (F&CC) of the Municipal Corporation of Chandigarh today approved bylaws on polythene banning its use in foodstuff, and set up a four-member committee to assess the performance of the MCC. The committee, empowered to clear projects up to Rs 20 lakh, also cleared two tubewells in Sector 12 and recarpeting of various roads in different sectors, apart from purchase of cement for further projects.

The committee, however, rejected giving Rs 1 lakh for a survey project to a company of Ahmedabad which was to assess the performances of 10 corporations of big cities, including Chandigarh.

The four-member committee announced by the F&CC comprises Mr R.K. Aggarwal, Mr Pushpinder Singh, Officer on Special Duty to the Chief Engineer of the MCC, Mr I.S. Sonkhey and Ms Surya Pandit. The committee rejected permission to dig up roads for cable laying by cable operators and asked the corporation to realise tax from cable operators and taxi operators.

A storm water project for Janata Colony and a road dividing Sectors 33 and 44 were also approved, among other things.

The draft polythene policy banned the use of it for foodstuff and below thickness of 20 microns but permitted milk companies to carry on with their packing believing that it would be safe for use. The bylaws have reduced the jail term in case one is found to be using polythene bags for banned purposes to one month and the penalty to mere Rs 5,000.Back

Sanitation drive sparks off row
Tribune News Service

Chandigarh, October 23
The Union Territory Administrator, Lieut-Gen J. F. R. Jacob (retd), and the city Mayor, Ms Harjinder Kaur, today jointly launched a month-long sanitation drive from the Mayor’s ward in Sector 34, sparking off a controversy.

The Mayor managed her projection as an active first citizen of the city with General Jacob terming her a “hard-working” Mayor and even a section of the BJP opposed to her being present in the function to launch the drive. The other section was also present.

General Jacob also gave assurances on the demands of parking problems in Sector 34 and the Administration taking care for the cleanliness of its reserved land all over the city. He said that the area would soon be maintained by the Municipal Corporation.

The drive joined by the Engineering, Horticulture and Public Health Departments of the corporation began from Sector 44 on October 18 without any formal launch, prompting the Mayor’s opponents to term it as an election stunt and an effort to project her as a sincere Mayor.

A BJP councillor, seeking anonymity, said that the Mayor had launched her election campaign at the expense of the corporation and the Administration had become part of the campaign. However, Ms Kaur ensured the presence of councillors of both factions of the BJP with the leader of the party, Mr Des Raj Tandon, former Mayors, Ms Kamla Sharma and Mr Keval Krishan Adiwal, and the BJP’s adhoc committee convener, Mr Yashpal Mahajan, in the function. A Congress activist, Mr Kamaljit Singh Punchhi also expressed similar sentiments.

Ms Kaur’s own party man and the Deputy Mayor, Mr Mohinder Singh, said the Mayor was habitual of inaugurating the ongoing drives as she did in Sector 41’s Community Centre which had been functioning since June 24.Back
