Patients suffer due to ‘shortage’ of VIPs
Chitleen K. Sethi
Tribune News Service

Chandigarh, November 21
In a city like Chandigarh there is certainly no dearth of people who are caring enough and go out of their way to try and help those who are less fortunate than themselves. But then on the other hand, there are stark examples of absolute heartlessness and indifference among institutions to be even aware of the conditions some human beings like you and me are existing, right under their nose.

The situation is even worse when these institutions are in a position to help them with all that it takes, be it comfort, care or even money. But they don’t do it simply because a large number of other things come in the way of their list of priorities.

A simple act of inauguration, the cutting of a ribbon by any one of the city VVIPs is all that is coming between the living condition of two unidentified patients who are residing, or rather kept, in one of the dingy lightless rooms of the Rotary serai of the PGI.

Lifeline, a social service organisation of the city, runs a portion of this serai and had got constructed a hall which was to keep those unidentified people found in the city. After having received care and declared healthy, these people were being sent to some other help homes in the city.

The hall which was housing these patients was closed for renovation some months back, and after the renovation was completed, it was locked to be officially inaugurated ‘as soon as possible’.

It has been over a month now and the inauguration is still pending. In the meantime, there have been at least three patients who have been kept at a small filthy dark room probably constructed as parking area for cycles etc. While the Lifeline people decide when to inaugurate the hall, one of the patients has already left the place and the room is now housing two people.

The PGI authorities deny any knowledge of the fact that the hall is awaiting inauguration and is, as a result, kept locked when, in fact, these two patients can be shifted to the hall where they will be atleast more comfortable till Lifeline decides to get it inaugurated.

Doubtlessly the sevaks or helpers employed by Lifeline to take care of these patients — both of whom are in a mentally unaware state — are taking good care of them, and feel that it really doesn’t make a difference of what state they are kept in. “If a facility is available for certain individuals in the serai then they should be provided with it with or without having been inaugurated.” stated a PGI official.

And as is the case many a time, its not the PGI’s fault. Maybe to the extent that the PGI authorities lack a system of regular visits to places which are built to provide comfort to those who come to the PGI for treatment. An officer conceded that had any one of their administrative officers visited the place, it would have been a matter of minutes to have changed things.

The sight is painful. These two people who cannot form a single comprehensible statement have no idea whether the room they are kept in is dark or the place is infested with mosquitoes or that its is cold. One of them is being treated and has a urine bag attached to him which he carries around whenever he gets up and walks. They have no toilet training memory so they have to be guided to the bathrooms and sometimes they relieve themselves in the room itself. The two sevaks are on their toes constantly trying to help them with whatever they can but one cannot help but get the feeling that all they wait for is death, not inauguration.

‘This range can be the best’
Arvind Katyal

Chandigarh, November 21
“The backdrop of the clay-pigeon-shooting ranges is beautiful and with a little modification, this new range can be ideal for hosting international competitions,” says an Arjuna Awardee, Manavjit Singh Sandhu, the Commonwealth and Asian Games medalist, who is here to take part in the double-trap clay-pigeon-shooting event.

Manavjit along with other top shooters of the country like RBS Rathore, Zorawar Singh, Birendeep Sodhi, Ronjan Sodhi,Vikram Bhatnagar, Azam Khan among others were here to participate in the 31st National Games. Manavjit shot into limelight when in the Asian Games at Bangkok in 1998, he won bronze medal followed by a silver medal in the Commonwealth games. His father, Gurbir Singh Sandhu, was also a reputed shooter. Manavjit was conferred with Arjuna Award last year, while his father was awarded with Arjuna Award for his life time achievement this year .

Manavjit said many of his fellow shooters have now stationed themselves at Delhi since this area was earlier not being served by any clay pigeon ranges. He was happy at the way the training imparted by Italian coach M. Dradi. He was of the strong opinion that this range can be developed on international lines. He said the choe at the back where the ‘birds’ fall was in consonance with sky and the distance was soothing for a bull’s eye. He said the present trap machines were best.

Manavjit hope to win more laurels for the country in the next Asian Games, Commonwealth Games and in the Afro-Asian Games. When the trap shooting was on, it was an amazing sight to watch hundreds of students of adjoining Government College, SAS Nagar, who after hearing the high pitched gun shots swung to watch this unique event. As one of the boys was heard saying, ‘I will stop playing basketball and would love to start this sport which seemed quite vibrant and challenging’.

Admn’s move criticised
Our Correspondent

Chandigarh, November 21
Various trade unions of the city today criticised the Chandigarh Administration for its decision to allow plying of private AC buses in the city, cutting down of staff in the Government Press and privatisation of the Electricity Department.

Allowing of private buses in the city is nothing but a step towards privatisation of the Transport Department, said leaders of the trade union, at a joint meeting of the Federation of UT Employees and Workers, Chandigarh UT Subordinate Services Federation and Chandigarh Subordinate Services Federation UT (INTUC), here today.

The leaders also alleged that the Administration was cutting down the staff of the Government Press in name of surplus, where as the Staff Inspection Unit report say that there is no surplus in the Press. Move to privatise the Electricity Department was termed by the leaders as anti-people.

Mr Bhag Mal Rana of Federation of UT Employees and Workers warned the Administration of an agitation if it went ahead with its decision.
