Tribune News Service

Chandigarh, December 18
From the Great Wall of China to the pyramids of Egypt to the salt industry of Gujarat, students were clearly the winners at an exhibition-cum-cultural programme held at Shivalik Public School in Sector 41 here today.

Models prepared by students over the past fortnight depicted location, physical features, industry as well as culture and artefacts of various states. Rooms were allotted to the states of Jammu and Kashmir, Punjab, Haryana, Himachal Pradesh and Gujarat, and to countries of China and Egypt.

While an elaborate project of the Jallianwala Bagh and Golden Temple depicted Punjab, models of Himachal Pradesh showed favourite tourist destinations in the hills, and those of J & K depicted the topography of the state. Egypt, with its pyramids and mummies, and China, with its flourishing silk industry and the Great Wall of China, were a hit with the audience.

In the art and craft exhibition by the junior wing, embossed and stainglass paintings prepared by students proved to be the major attraction. In addition, on display were clay models, fabric painting etc.

Later, a lively cultural programme by the junior wing, began with a Saraswati Vandana followed by a Himachali dance where girls from the hills sang and danced. “Balma Delhi se kapra manga de ji” saw Haryanavi girls twirling around the stage in brightly coloured lehangas.

The Kashmiris, dressed to perfection, danced to melodious music playing in the background while the energetic bhangra was a thorough entertainer.

The principal of the school, Mr DS Bedi, was the chief guest at the function. The cultural programme by the senior wing is slated for tomorrow.

CHRISTMAS FUNCTION: Tender Heart School, Sector 33, played host to carol singers from local schools which included St Annes, St Jonh’s, St. Mary’s and St. Stephen’s, here on Tuesday, as students and staff brought the Christmas spirit.

Adding cheer to the occasion was Santa Claus who distributed individual gifts. At Mount Carmel School, Sector 47, students of the host school along with those of Carmel Convent, Sacred Heart, St Anne’s, St Stephen’s, Baptist School and St Mary’s participated in carol singing. Peace on earth, goodwill and prosperity were the themes of the carols.

Meanwhile, students of Manav Mangal High School, Sector 21, found a novel way of wishing their parents a Happy New Year. They prepared new year cards on the school premises and were taken to Sector 22 where they were taught the working of a post office. Then they posted the greeting cards to their parents.

HIGH COURT
Rs 35 cr compensation paid to MCs
Tribune News Service

Chandigarh, December 18
In a statement before a Division Bench of the Punjab and Haryana High Court headed by Mr Justice Jawahar Lal Gupta, counsel for the state of Punjab today stated that Rs 35 crore had been disbursed to the Municipal Committees as compensation for the loss suffered due to the abolition of octroi.

Counsel added that a detailed affidavit regarding the payments made to the different committees would be filed on the next date of hearing. The case will now come up on December 21.

During the proceedings, counsel for the petitioners stated that despite assurances by the state government, money had not been disbursed to the municipal committees at Gurdaspur and certain other places.

Punjab’s Principal Secretary (Finance) P.K. Verma, on the last date of hearing, had stated that the government would compensate the municipal corporations, councils and committees for the loss suffered due to the octroi abolition.

In his application, former Municipal Councillor Mathura Dass had contended that the state should not be permitted to implement the decision till alternate sources of income were provided to municipalities. Claiming that the orders had been passed after violating the High Court directions, counsel had added that as per the orders the respondents were required to place on record a copy of the decision and were expected to implement the same after obtaining court permission. The respondents had nevertheless ordered the abolition of octroi from December 1.

Two weeks given for parking lots

The High Court today granted two weeks’ time to counsel for the Union of India to file an additional affidavit specifying whether the proposal for diverting over 10 hectares of protected forest land on the Ludhiana-Ferozepur road for the construction of parking places and service lanes had been put up before the Secretary in the Ministry of Environment and Forest as required under the Forest Conservation Act.

Issuing the directions, a Division Bench of the High Court headed by Mr Justice G.S. Singhvi observed that they had asked counsel for the Union of India to indicate whether the proposal had been put up before the Secretary but in his reply counsel stated that he was not in a position to make any statement regarding the consideration of the proposal and as such he was given two weeks tome to file an affidavit on the issue.

Show cause to PRTC on losses

Legal Correspondent adds:  Division Bench of the High Court comprising Mr Justice J.L. Gupta and Mr Justice Ashutosh Mohanta has directed the Managing Director of the Pepsu Road Transport Corporation to show-cause why directions for winding up of the corporation should not be issued as it was a constant strain of the resources of the state. The Managing Director has also been asked to appear personally and file an affidavit indicating why the corporation was suffering losses and why the taxes had not been paid.

The directions were issued on the writ petition filed by Manjit Bus Service, Patiala, and others stating that the corporation was being given route permits despite the fact that it was not able to pay taxes to the tune of Rs 31.25 crore in the shape of passenger tax and road tax. It was submitted that the law provided that unless taxes were paid permits would neither be issued nor renewed and even fitness certificates to buses be not granted unless taxes were paid.

Counsel for the corporation stated that the losses had occurred primarily on account of the fact that some passengers had to be carried free.

Our Correspondent

Chandigarh, December 18
In a major decision, the Bar Council of India today lifted the ban on the Punjab and Haryana Bar Council regarding the financial decision making issue.

Acting on an application moved by the Punjab and Haryana Bar Council for the use of council funds for development work, the Chairman of the Bar Council India(BCI), New Delhi, Mr D.V Subbhray, empowered it take decision on financial matters.

The Punjab and Haryana Bar Council had filed an application before the BCI that a majority of the council members were with it. Therefore it should allow the use funds for the welfare of advocates.

Talking to Chandigarh Tribune, the secretary of the Punjab and Haryana Council, Mr C.M Munjal, said the council received the information late in the evening.

It may be recalled that the Bar Council of India, New Delhi, had restrained the Bar Council of Punjab and Haryana from taking decision on financial matter after taking note on a petition filed by its eight members. The BCI further directed that it will not deal with any policy matter and will not implement any decision taken on any financial matter after October 10.

The eight members of the council in the petition moved before the council had challenged the election of the Chairman of the Bar Council of Punjab and Haryana and Vice-President and the constitution and reconstitution of various committees of the bar council.

Mann, Navneet, Kanwaljit to star in ‘Jee Aayaan Noon’
Parbina Rashid

Chandigarh, December 18
After taking the Punjabi pop scenario by storm, Harbhajan Mann is all set to create some sensation in silver screen. He has been signed for the lead role in Punjabi film “Jee Aayaan Noon” by Manmohan Singh, the famous cinematographer, who is directing the movie that has been launched by T-Series, the music company.

“All the acting for my videos as well as facing the live audience during my stage performances have given me the confidence to act in movies,” says Harbhajan. “Besides, I am in good hands”, he says referring to the team that comprises stalwarts like Manmohan Singh, Baldev Gill, who has written the script and the dialogues, Babu Singh Mann, the lyricist and music director Jaidev Gill.

Above all the subject of the film which is a love story whose plot revolves around India and Canada is close to his heart as the singer-turned-actor had spent a major part of his life in Canada. This big budget film will be shot at different locales in India and Canada.

Now that the star singer has shifted his focus, what is to be expected by his music lovers ? “As I take over one year to record one music album, working in films should not affect the quality of my work as far as music is concerned,” says Harbhajan.

Harbhajan, who will be singing the songs for “Jee Aanyaan Noon” will be singing a duet for the first time. Though the singer had given a shot at playback singing for a Hindi film, “Papa the great”, in a song sequence a couple of years ago, he is not interested in doing so any more.

Harbhajan’s tenth album “Haye Meri Billo” is just out in the market. The album is a mixture of foot-tapping dance numbers and romantic sentimental songs that includes numbers like “Karke Desh Begana”, “Yaad Jehi Aondi”, “Nazar Lag Jaaye Naa” besides the title song “Haye Meri Billo.”

Meanwhile, Navneet Nishan (Tara), who takes pride in calling herself as the Punjabi kudi, is back in town and that too, to act in a Punjabi film “Jee Aanyaan Noon” being launched by T-Series.

“I have been waiting for the last 10 years of my life for something big to happen in the Punjabi movie scene to which I could be a part, and it has finally happened with T-Series taking the initiative to launch this big budget Punjabi film,” says an excited Navneet, who has come back to the city after a long gap of 15 years.

Navneet who left the city even without completing her two years with Indian Theatre Department about 15 years ago, did not get much time for her fans here except for a few fleeting visits. “I left the Indian Theatre Department in 1985 to join the National School of Drama in Delhi and after that headed straight to Mumbai,” says Navneet.

Even though she was flooded with offers even when she was in her final year in NSD, Navneet took time to take her pick. “I started my career with modelling for jewellery,” she says. Her romance with the small screen started with a role in tele-serial “Chanakya” but it was her title role in “Tara” that shot her into limelight.

“Even though I have acted in different roles in different serials and films, the stamp of Tara stayed on, which is still hard to shake off,” says Navneet. She had acted in a negative role in another tele-serial “Andaz” and a few comic roles in Hindi feature films, including the much acclaimed “Raja Hindustani”.

“Even in ‘Jee Aanyaan Noon’ I will be playing a comedy role,” says Navneet who did not reveal much about the role she would be playing in the movie. “But when it comes to my personal preferences, I like sentimental roles,” she confides.

Navneet who has keen interest in all kind of art forms, including paintings, is however not interested in working on stage. “The mindset has changed over the years,” says Navneet. “Theatre is too much of hard work and I have definitely gone lazy over the years,” she says.

Navneet’s forthcoming Hindi films are “Han maine bhi pyar kiya” and another one whose title has not yet been fixed. She will also be working for Ravi Rai’s serial “Parwaz”, which will be on air in January.

Kanwaljit Singh who has mega serials like Buniyaad, Saans and Darrar to his credit, is one happy person to be starring in the much-talked about Punjabi film “Jee Aanyaan Noon” produced by Bhushan Kumar and Kishan Kumar of T-Series music company. “This is the first time I am doing a Punjabi film because of it’s thought-provoking subject matter,” says Kanwaljit. “I could not say no when Manmohanji read out my role to me,” he adds.

Kanwaljit shot to fame after his memorable performance in “Buniyaad”. It was followed by “Darrar” and “Saans”. “This is the period in which I established my acting talent”, he says.

Has this Punjabi man come permanently back to his roots? “I am certainly not going to be confined to regional films,” says Kanwaljit. He has recently signed two films, one with Raman Kumar and another with Deepak Shivdasani. However, in both the films he will be playing the character roles.” I am too old to be playing hero now,” he says.
