A former Haryana IAS officer, Mr J.P.S. Sangwan, who was recently arrested by the state Vigilance Bureau on corruption charges, alleged today that he was implicated in a false case to pressure him into withdrawing his election petition against two ruling INLD Rajya Sabha members.

Chautala flayed on saying no to talks

Two Opposition MLAs in the Haryana Assembly, Mr Karan Singh Dalal(RPI) and Mr Dharamvir(Congress), today criticised the state Chief Minister, Mr Om Prakash Chautala, for rejecting the offer of the Punjab Chief Minister, Capt Amarinder Singh, for a meeting on the SYL canal.

Talking to newsmen here today, Mr Dalal and Mr Dharamvir said before rejecting Capt Amarinder Singh’s offer, Mr Chautala should have taken the Opposition into confidence. Accusing Mr Chautala of not being serious about the canal, the MLAs said he should immediately withdraw from the National Democratic Alliance (NDA) to put pressure on the Centre for expeditiously taking up the construction of the canal.

Describing the all-party meeting convened by Mr Chautala as a “political gimmick”, they said they had not received any invitations for the meeting so far.

Moreover, when Mr Chautala had earlier assured the Opposition that he would work with them on the issue of the SYL, he had no right to turn down Capt Amarinder Singh’s offer without talking to the Opposition.

They alleged that since the Chautala family owned large chunks of agriculture land in Punjab, it was not interested that the river waters should flow from Punjab to Haryana.

Govt denies Net connection to Hooda

The Haryana Government is being accused of discriminating against the Leader of the Opposition, Mr Bhupinder Singh Hooda, who as per protocol, enjoys the status of a Cabinet Minister.

The issue has come to the fore following the state government’s refusal to provide the Leader of the Opposition with an Internet connection. More than two months have reportedly passed since Mr Hooda’s personal assistant wrote a letter to the government for providing an Internet and fax connection at Mr Hooda’s camp office at Sector 18 here. However, the Chief Secretary reportedly turned down the request.

When contacted, a state government official said even Mr Bhajan Lal, who was the Leader of the Opposition before Mr Hooda, did not have Internet or fax facilities at his official residence at Sector 7.

Release Nain, demands BKU

The Bharatiya Kisan Union has decided to hold a state-level meeting of its district presidents and other activists in Ladwa village in Hisar district on January 15 to draw up its strategy to intensify its agitation for the release of its jailed president, Mr Ghasi Ram Nain, and acceptance of its other demands by the government.

The decision was taken in Pabnawa village of this district today, where hundreds of BKU workers had assembled to pay homage to two activists who were killed in police firing at Nissing. BKU leaders, including working state president, Mr Dharam Singh Risaldar and Mr Phateh Singh Phatwa, propaganda secretary, and farmers garlanded the statues of the activists, Mam Chand of Pabnawa and Lakhpat of Chuhar Majra.

Though Mr Dharam Singh, Mr Phatwa and other speakers appealed from the stage to those present to maintain unity to fight the state government, which was adopting “repressive” measures to crush their agitation, disunity among BKU leaders was evident. Before the arrival of Mr Dharam Singh on the stage some speakers, including Mr Gooni Prakash, President, BKU, Ambala mandal, announced that Mr Phatwa was appointed working president by Mr Nain. However, some supporters of Mr Dharam Singh were not pleased with this announcement. During his address Mr Phatwa announced that he was authorised by Mr Nain to carry on the agitation till he (Ghasi Ram) remained in jail. He criticised the state government for its “anti-farmer” policies.

He said that they were not ready to talk to the state government till the release of Mr Nain and a decision would be taken on various issues only in the presence of Mr Nain. He clarified that no petition for the release of Mr Nain would be filed in any court. The government would be forced to release Mr Nain unconditionally. Later when Mr Dharamvir Hooda, president of the Rohtak district unit, started speaking and made an indirect attack on some supporters of Mr Nain, he was shouted down by some farmers and had to leave the stage.

The BKU condolence meeting passed off peacefully. The district authorities had made elaborate security arrangements.

Ex-IAS officer Sangwan disputes vigilance case

A former Haryana IAS officer, Mr J.P.S. Sangwan, who was recently arrested by the state Vigilance Bureau on corruption charges, alleged today that he was implicated in a false case to pressure him into withdrawing his election petition against two ruling INLD Rajya Sabha members.

Talking to newsmen here, Mr Sangwan, who is closely related to BJP MP from Sonepat Krishan Singh Sangwan, said he sought voluntary retirement from the IAS on March 13, 2002, to contest the Rajya Sabha elections. But his nomination papers, proposed by all opposition parties, were rejected on the ground that he was still holding the office of profit.

The Union Ministry of Personnel and Training, which was the competent authority to accept or reject the request of IAS officers for voluntary retirement, had accepted Mr Sangwan’s request for voluntary retirement with effect from March 13, 2002.

Mr Sangwan alleged that the Haryana Government thrice requested the Union Ministry to reconsider its decision. Describing the state government’s action as motivated, Mr Sangwan said vide its letter of November 14, the ministry conveyed to the Chief Secretary of Haryana that “there is no scope for any reconsideration in the matter.”

He alleged fearing that his election petition might be accepted by the Punjab and Haryana High Court, the Chautala Government implicated him in a false case immediately after the receipt of the Union Ministry’s letter. There was no complainant against him. The bureau registered the case against him quoting a “CID source report”. The allegations against him pertained to his quasi-judicial powers under the HUDA Act, against which an appeal could be filed. He said his successors had also been exercising these powers and no action had been taken against them.

Mr K. Koshy, an IPS officer of the 1973 batch, was today posted as Director of the State Vigilance Bureau, Haryana, relieving Mr M.S. Malik, DGP, of the additional charge.

The state government also issued the transfer and posting orders of four other IPS officers. Mr Sanjay Bhatia, Commandant, 2nd Battalion, Haryana Armed Police, Madhuban and Mr Raghbir Singh, SP, State Crime Record Bureau, Madhuban, will swap their posts.

Mr Ved Parkash, Commandant, 4th Battalion, HAP, Madhuban, has been transferred as SP, Commando, Newat, Karnal, against a vacant post.

Mr R.C. Misra, SP, Excise and Taxation, Haryana, will hold additional charge as the Commandant, 4th Bn, HAP, till further orders.

Acting on a petition filed by the Managing Director of Gurgaon-based Anupama Institute of Management for restraining the state of Haryana and other respondents from registering a first information report on the basis of an alleged false report, a Division Bench of the Punjab and Haryana High Court on Tuesday summoned the record.

Mr Devender Gupta, in his petition, had earlier contended that on June 9 last year, the Vigilance Bureau was asked to hold an inquiry into the alleged tampering of record against a superintendent in the office of Haryana’s Director of Technical Education on the allegation of changing the number of seats from 30 to 60. He had added that the report was false.

Going into the background of the case, counsel submitted that the All India Council of Technical Education had granted approval to the institute for conducting course in management with an annual intake of 60 seats.

Sanskrit award instituted

The Haryana Sanskrit Academy today announced an annual award of Rs 1 lakh for those making outstanding contribution to Sanskrit literature. The decision was taken at a meeting of the HSA held here today under the chairmanship of Chief Minister, Om Prakash Chautala.

It was also decided to lay the foundation stone for a complex of the academy later this month at the Mansa Devi shrine complex in Panchkula. The two-acre complex would also house the offices of the Haryana Sahitya Academy, the Haryana Urdu Academy and the Haryana Punjabi Academy. A museum would also be developed adjacent to the complex.

The Chief Minister also released a book ‘Gayatri Rahasya’, written by Mr R B Langyan, Deputy Commissioner of Fatehabad, He also released a journal of the Sanskrit Academy called ‘Hari Gandha’ and a special issue brought out by the Urdu Academy in memory of late Kaifi Azmi.

Mr Chautala also presided over a meeting of the Urdu Academy to review the national and state awards schemes of the HUA. It was decided to retain the national award of Rs 1 lakh named after Urdu poet Hali instead of giving away various awards. It was also decided to retain two state- level awards of Rs 21,000 each.

12 orphan girls selected for NCC battalion

The Seven Haryana Battalion NCC, in a first ever gesture of its kind in the country, today enrolled 12 orphan girls, opening for them the channels of their recruitment into the Armed Forces. These girls from Shardhanand Orphange here will get regular NCC training under the First Haryana Girls Battalion NCC in Ambala city.

Seven Haryana Battalion NCC Commanding Officer Lieut-Col Dinesh Gupta said this would provide to these girls ample job opportunities. They would also get various concessions offered by the NCC.

NCC Director-General Lieut-Gen B.K. Bopanna during his visit to the orphange in October last year had expressed his desire to enroll these girls into the Haryana battalion NCC as a special case.

Lieut-Col Gupta said a revamp in the training syllabus for girl cadets, introducing combat training for them, and an increase in their strength by 15 per cent was in the offing.

He said a proposal to introduce combat training for girls, those holding ‘C’ certificate of the NCC could get direct entry into the Army, was under consideration of the Defence Ministry. He said the NCC training for girls in the Army was primarily focussed on “signelling” and first aid.

He said the new syllabus would include battle drill, obstacle courses, field craft, weapon trining and point to point marches. The increase in the strength of girls cadet, he said accounted for 15 per cent of the enrolled strength. The endeavour was to raise this strength to 30 per cent over the next three years and finally to 50 per cent. UNI

Bungalow owners to meet George

A paradoxical situation has arisen within Ambala Cantonment as bungalow owners seeking that resumption process be stopped, otherwise they will be rendered ‘homeless’.

With the announcement that all bungalows would be resumed soon, bungalow owners are running from pillar to post to ensure that they continue to live there.

An Army officer says that the bungalows are going to be resumed for the zonal plan which includes the married officers accommodation plan. “The resumption process is on the documentation stage. The bungalow owners will be given compensation on case-to-case basis for the building only. The land does not belong to the bungalow owners,” he adds.

Bungalow owners are now going to meet the Defence Minister, Mr George Fernandes, later this week, to plead their case. They will be accompanied by bungalow owners from Ferozepore and Jalandhar.

Mr Raj Kumar Aggarwal, a bungalow owner, says: “It needs to be examined in detail whether the resumption of the bungalows, thereby uprooting thousands of civilian inhabitants, is the only option available to the Army to fulfil its land needs, especially in light of the fact that the Army is holding thousands of acres of surplus land.”

Another bungalow owner states: “In the case of Ambala Cantonment, the Army is holding more land than the land held by the municipalities of Ambala Cantonment and Ambala City put together. The anomaly of the demand is amply demonstrated by the fact that about 200 acres of land shall be released by resuming all 104 bungalows, while thousands of acres of land is lying unused with the Army at Ambala Cantonment.”

Bungalow owners stress that to assess the genuine need of the Army for land, an independent land audit may be carried out. “It is necessary that representatives of the civilian population of cantonment be made a party to the land audit,” a bungalow owner says. “Bungalows resumed earlier are either lying dilapidated or are being misused for non-military purpose,” he claims.

“The Army projects that it needs land for married officers accommodation plan. They already have surplus land available with them where they can create accommodation quickly. The Army projects that they have a ready infrastructure in roads, telephones and electricity for its plan. But why do they forget that this infrastructure is as important to the civilians as to the Army?,” a bungalow owner asks.

“The whole process of resumption is being kept a secret. Going on behind our backs without any involvement of the aggrieved party or the elected MP, without any public debate, without any declared policy of the government on Defence land and without any independent land audit for the realistic assessment of the Defence needs,” another owner observes.

Haryana revises electoral rolls

Haryana has over 1.22 crore general voters and over 23,000 service voters. This has been revealed after a special summary revision of the electoral rolls of all Assembly constituencies in the state with January 1 as the qualifying date for enrolment of voters.

The Chief Electoral Officer, Mrs Urvashi Gulati, said the existing rolls were published as the draft rolls on November 7, 2002, for inviting claims and objections. She said over 1.05 crore voters had so far been issued photo identity cards.

Nagar kirtan taken out

5 dacoits held

The police crime branch here has arrested five members of a gang of dacoits while they were planning to commit a dacoity at a cardboard factory at Salpaani village in this district.

They admitted that they broke open the locks of a readymade garments shop at Shastri Market here on the night of December 20, and stole readymade garments.
