Five ultras among 7 killed

Srinagar, December 5
Five militants, including a top ultra of Al-Badr outfit, and two civilians were killed since last night in militancy-related violence in Kashmir valley, where militants carried out an abortive grenade attack on a BSF post in Anantnag district, official sources said today.

Militants hurled a grenade at a BSF picket manned by the troops of 90th Battalion at Neelu village in Kulgam, about 75 km from here, but the device missed the intended target and exploded on the roadside causing no harm, the sources said.

A self-styled district commander of Al-Badar, Abu Lukman of Gujranwala, Pakistan, was killed along with his bodyguard in a gunfight with troops at Kandi in Kupwara district, they said.

The encounter broke out when the troops raided the village following specific information about presence of some top militants, sources said adding some arms and ammunition were recovered from the slain militants.

Two more militants were killed by troops in an encounter at Dardsun village of Kupwara today, they said. Arms and ammunition were recovered from them.

In another encounter, security forces killed an unidentified militant during house-to-house searches at Malwan village in Anantnag district, sources said.

They said militants shot dead a civilian identified as Mohammad Abdullah Sheikh at Gadwada in Kupwara district early today.

Sheikh was killed on the charge of being an informer of security forces.

Another civilian, a tailor by profession, was killed on similar charge by ultras near Zandwan in Beerwah area of Badgam district, sources said. — PTI

Ammunition recovered from Hill Kaka area

Mountainous terrain of Hill Kaka in the border district of Poonch is again being used by Pakistan’s ISI for launching terrorists into Jammu and Kashmir and for maintaining the supply of sophisticated arms and ammunition.

The area was supposed to have been cleared of the concrete hideouts of the terrorists by the Army three months ago when an operation was launched there, but according to reports explosives and ammunition of AK-47 rifles was recovered last week in the Hill Kaka area. This includes the explosive PE-3A, 750 rounds of AK-47 and 15 detonators.

These recoveries have been made after the ceasefire announced by Pakistan. Various organisations have expressed doubts whether Pakistan was misusing the ceasefire for pushing in trained terrorists because the high passes have already started getting blocked by snow.

Most of the infiltration by terrorists has been taking from this point which is an access to the ridge of the Pir Panjal ranges from where the militants have been climbing down to the Kashmir Valley and Poonch, Rajaouri, Udhampur and Doda districts of Jammu. The range touches the Chamba and Lahaul-Spiti districts of Himachal.

The Army in an operation recently in the area discovered concrete bunkers built by terrorists on the route leading to Hill Kaka from the Line of Control.

While the gun has been silent on both sides since November 25 on the eve of Id, but reports of encounters between the security forces and the infiltrators in the Poonch and Rajaouri districts have been received.

During the operation ‘Baraub’ recently, the Army sent paratroopers to neutralise terrorists who had infiltrated in the Gurez-Tilel sector of Kashmir with arms, ammunition and war-like stores.

Shabir backs Umar Farooq on unity move

Shabir Ahmed Shah chief of the Democratic Freedom Party (DFP), has extended support to Maulvi Umar Farooq, chairman of the Awami Action Committee and a senior leader of the APHC, in his task of bringing about reconciliation among various groups of separatists.

Recently, Maulvi Umar and Shabir Ahmed Shah spent more than two hours together for working out a peace plan. The meeting between the two had taken place after the APHC (Abbas) had invited Mr Shah to rejoin the APHC. Mr Shah confirmed that he had not yet accepted the suggestion for joining the APHC.

"I suggested to the APHC leaders and others that first of all they should come under one umbrella, so that we represent the people of Kashmir during any bilateral or tripartite talks," he told this correspondent today.

Mr Shah said, "Our plan was to bring leaders of various separatist groups to a negotiating table but neither the JKLF chief Mohammed Yaseen Malik nor Mr Geelani participated in the meeting which was hosted by me and Muolvi Farooq".

Mr Shah, whose DFP stands split, said, "I have not received any formal invitation from the APHC (Abbas) leadership for rejoining the conglomerate. I will think over it when I get something in writing."

He said "whatever roadmap or solution for the Kashmir issue the APHC or any other group has in mind has to be first discussed with the people of the state and it should have their support and all separatists."

International status likely for Srinagar airport

Srinagar airport is likely to get the status of an international airport and a container freight station (CFS) is proposed to be opened here for the benefit of trade and industry.

This was stated here today by Mr S.S. Bedi, Chief Commissioner of the Chandigarh zone of the Central Excise and Customs, while talking to mediapersons.

Mr Bedi said that declaring Srinagar as an international airport was under government consideration. He said the CFS would function like a dry port which would provide raw material to trade and industry at their doorstep.

Mr Bedi reached here this morning after reviewing the central excise and customs arrangements at Attari railway station at Amritsar where the rail service between India and Pakistan was expected to be resumed.

He said the baggage X-ray machines at Attari railway station were being serviced and the officers concerned would be trained to be polite with passengers reaching from Pakistan.

Independent body to process land settlement records

Jammu, December 5
An independent body would be constituted in Jammu and Kashmir for processing land records and carrying out settlement works.

The new organisation, headed by a Settlement Commissioner, would be exclusively assigned the task of settlement, Revenue Minister Hakim Mohammad Yasin said after chairing a meeting to decide on the matter yesterday.

He said, with the constitution of the independent body, settlement of land records which were pending for the last 18 years could be completed within a stipulated time frame. At present, settlement works are progressing in 20 tehsils of the state of which eight fall in Jammu division and 12 in Kashmir division.

The minister directed officials to arrange adequate manpower and infrastructure for computerisation of land records in four tehsils by the end of March.

Measurement work has been completed in 814 villages of Jammu and 623 in Kashmir. — PTI

Bakkarwal, Gujjar students on tour

Lt-Gen Ashok Kapur, GOC of 16 Corps, today flagged off a group of Gujjar and Bakkarwal students on a tour to Chandigarh, Delhi and other places. The flag-off ceremony was done at Akhnoor.

The tour has been sponsored by the Army under its operation “Sadbhavana”.

The 100 students of Classes VI to X and 15 teachers from the districts of Poonch, Rajouri, Doda, Jammu, Kathua and Udhampur will also be taken to Agra, Jaipur and Ajmer.

General Kapur said that such tours were being organised to give the students a rich insight into mainstream India which would inculcate in them a sense of pride and nationalism.

9 killed in bus accident

Jammu, December 5
Nine persons were killed and 28 others injured when a passenger bus rolled into a nullah near Chenani in Udhampur district today. According to the police, six persons died on the spot.

The critically injured persons have been shifted to the medical college here for treatment.

The bus was on the way here from Gandoh and the driver is learnt to have lost control while negotiating a turn.
