Medical college staff protest from December 15
Our Correspondent

Ludhiana, December 13
The Association of Teaching Staff of Lord Mahavira Homoeopathic Medical College and Hospital will start its protest dharna in front of the Principal's office from December 15.

Dharna will be staged during the recess hour only. The agitation has been planned to protest against the non-implementation of pay scales recommended by the Central Council of Homoeopathy (CCH).

The teachers said at present the faculty was getting 16-18 per cent of the recommended salary.

They said three rounds of meetings with the management and the Principal had been held earlier to implement the recommended pay scale, but due to the adamant attitude of the management, nothing concrete had come out of the talks.

Resentment prevails among the teaching staff of the college over what they term as the "poor pay package" offered by Baba Farid University of Health Sciences (BFUHS).

The faculty members alleged that failure of the University authorities, to give them any assurance had forced them to resort to such action.

The Association of Teaching Staff had, time and again, complained to the university that the pay scale offered in the homoeopathic medical college was "unbelievably meagre" in comparison to the scale recommended by the Centre Council of Homoeopathy and Government of Punjab. The teachers alleged that they were getting a salary which was less than what was being given to a watchman or sweeper in government sector on basis of the Fourth Pay Commission.

The Assistant Professors were drawing total salary offered to storekeepers and clerks, while the salary given to the senior Professors and Head of the Departments was less than salaries of Superintendents.

The salary does not contain any Dearness Allowance (DA) or other emolument and is given as consolidated. They said this callous attitude of authorities was not acceptable to them.

It is also learnt that the issue of the pay-scale of homoeopathic doctors was thoroughly discussed, but dropped at the Academic Council Meeting held at the university in May 2003.

The Academic Council had even asked the private colleges to give their views regarding the pay-scale of these college teachers, but to no avail.

The sitting bar president, Mr Harish Rai Dhanda, paraded them before the mediapersons in a press conference organised here today to show his command over the legal fraternity. The six elected executive members are: Mr Rajesh Mouraya, Mr Wazir Singh, Mr Ravinder Kumar Arora, Mr Gurjinder Sahni, Mr Narinder Kumar Bansal and Mr Mukesh Karwal.

The other four candidates who paved the way for them by withdrawing their nomination papers are Mr Raj Kumar, Mr Paramjit Sehmbi, Mr Ajay Arora and Ms Vijay Sharma. During the press conference Mr Dhanda declared that as per the constitution two members are to be nominated by the executive members. He claimed that the newly elected executive members have decided to nominate Ms Vijay Sharma and Mr Sanjeev Garg for the new session.

Addressing the mediapersons, Mr Harish Dhanda said that certain bad elements have vitiated the atmosphere of Bar. Keeping this in view, the young lawyers decided not to contest the elections and to elect the executive members unanimously so that a proper fight be given to such elements, who are lowering the dignity of the Bar. He claimed that Mr Bagai is the right person to lead the DBA “and that’s why we have decided to extend full support to him”.

Mr Dhanda also paraded all the sitting office-bearers of the DBA except his staunch opponent Mr Sandeep Kapoor, joint secretary of the DBA, to show his strength. Mr B.P. Singh Gill, Vice-President, Mr T.P.S. Dhaliwal, Secretary, Mr Rakesh Bhatia, finance secretary etc. were produced before press to establish that the majority was with their group.

Mr Dhanda and Mr Bagai claimed that their sole motive is to restore the dignity of the Bar and to teach a lesson to the persons who have created disturbance in the Bar and responsible for putting the dignity of the Bar at stake.
