Extortion racket with Gulf links smashed New Delhi, December 14 The sleuths received a complaint from a businessman that he was receiving threatening calls from the Gulf and the person was demanding Rs 50 lakh from him. The caller also gave the businessman his mobile number and asked him to arrange for the money. Based on the complaint, the sleuths questioned the businessman in detail about his adversaries and other personal friends. During questioning, the businessman told the sleuths that the caller had called him by his pet name, which only his close friends knew about. Joint Commissioner of Police (Special Cell) Neeraj Kumar said that when cross-checked with the data-base of the special cell, it was found that the said mobile number had been used in some other cases of extortion earlier; it had been re-activated after considerable time. This prompted the sleuths to collect information about the businessman’s personal friends and his employees. A list of persons, who had recently gone abroad, was also obtained. During investigation, the sleuths found that the businessman’s personal secretary, Shalini Jyoti (29), had gone to Dubai in 1996 and worked for an oil field supply company owned by the Government of Dubai. When the sleuths mounted technical surveillance on her, they found that she was in touch with the same mobile number, which was given to the businessman. “After ascertaining the facts, Shalini was arrested on December 13 and her house was searched. Some incriminating evidence of her connivance with Fazlu was seized in addition to some pornographic material,” said Kumar. Accordingly, Shalini was arrested and during interrogation she disclosed that during her stay in Dubai one Biju Koshi had organized a meeting with one Ali, who was none other than Fazlu himself. Fazlu had asked Shalini to give details about prospective businessmen in India for the purpose of extortion, for which she was promised a handsome return. When Shalini came back to India, she first gave details about her employers in Bangalore for which she was duly paid. She later moved to Delhi and started the same work here. Sleuths are interrogating Shalini to get details about her contacts and some other previous involvements. |

Sheila swearing-in today New Delhi, December 14 “I have invited her but her presence is not certain,” she told reporters after an informal meeting of her Cabinet at her residence this evening. All the ministers were present at the meeting. Besides Dikshit, the ministers to be sworn-in tomorrow are AK Walia, Haroon Yusuf, Raj Kumar Chauhan, Yoganand Shastri, Mangat Ram Singhal and Arvinder Singh Lovely. Dikshit had submitted the list of ministers to the Lieutenant Governor on Friday evening after she staked claim to form the government. She has retained three ministers and inducted two new faces. The chief minister-designate was deciding on the portfolios till late evening. The sources said AK Walia is likely to head the Department of Finance, which post was held in the outgoing Cabinet by Mahinder Singh Saathi. (Saathi lost the election from Vishnu Garden.) Haroon Yusuf, who held the portfolios of food and civil supplies, development and revenue in the outgoing Cabinet, is expected to be given charge of the Department of Power. |

BJP MLA slaps defamation notice on Dy Mayor Faridabad, December 14 The action by the MLA follows some allegations made by Ms Bhatia; she was responding to the defacing of some hoardings put up to welcome her in the town recently. At least three such hoardings, which carried the photos of the Deputy Mayor, had been defaced by unknown persons. The allegations, reportedly levelled by the Deputy Mayor, were targeted at the BJP MLA. However, the latter denied the allegations and issued a legal notice. Interestingly, the hoardings, which had carried the photo of Chief Minister Om Parkash Chautala, were not touched while Ms Bhatia’s face in the posters was smeared with black paint. Though both the leaders involved in the controversy belong to the BJP, they are perceived to be political rivals in the NIT area. |

70-yr-old woman seeks court’s intervention in confinement case Sonepat, December 14 In a letter to the Chief Justice, she has alleged that the police have done this in spite, following her complaint to the District and Sessions Judge, Sonepat, against the illegal confinement of her son in police custody on December 9. Giano Devi of Ashok Vihar has mentioned in her petition that she had purchased a plot for Rs 2.20 lakh from a property dealer eight years back; she had gone ahead and constructed a house on that plot, even before getting the sale deed registered. The plot seller is yet to complete the registration, despite her repeated pleas. She has further charged that a family in her neighbourhood, who were related to a police officer, wanted to grab the house. With this end in view, Giano Devi’s son, Arvind Chauhan, was taken into custody by the police on December 9, without any case being lodged. When she did not get any information about her son for
She alleged that her appeal to the DSJ infuriated the police and they obtained the signature of her daughter-in-law on a blank paper by threatening her with dire consequences. She has further alleged that instead of releasing her son, the police have shown him as arrested in the area of Rai Police station on December 11. The Rai police have stated in their report that a patrol party had arrested Arvind when he started running in the dark on seeing the police; the police party claimed to have recovered a pistol and two live cartridges from his possession. Kamla Market murder case with Crime Branch New Delhi, December 14 To ward off the crowd, the assailants fired a round in the air and hustled Dilip into the car at around 3.45 pm. About 45 minutes later, the white Maruti Zen car was found abandoned in Kamla market. The body of the victim was also found inside the car; Dilip had been shot in the chest. The police also recovered the registration number of the car along with a dairy containing some contact numbers of Dilip. Deputy Commissioner of Police (Crime) Deependra Pathak said: “The sleuths are in touch with the family members and friends of the victim to find out if Dilip had any business rivals. We are probing all possible angles to work out the case soon.”
Parents refuse to accept abducted daughter NOIDA: A dreaded criminal, who carried an award on his head and had abducted a young girl 18 months ago, has been arrested. But the hapless young girl’s ordeal has not ended. Having come to know that their daughter had given birth to the child of the kidnapper, the parents have decided to disown their daughter. A kidnapping report had been lodged against Kailash of Khoda colony on June 16, 2002, under Section 366 of the IPC, according to police sources. The criminal had reportedly taken the girl to his home in Sikandrabad. He told the police that he had married the abducted woman and now she was the mother of his child. The parents of the girl were called to the police station, but they refused to take their daughter home on learning that she was now mother of Kailash’s child. OC |

INITIATIVE Gurgaon, December 14 Mr Goyal, who was here to inaugurate the Haryana State Fire Fighting Training Centre cum Fire Fighting Station in Sector 37, said that there was a proposal from the Haryana government for two Metro lines. The money deposited with the Centre is for undertaking the survey of the routes for the two lines. While one route would be from Dwarka to Gurgaon railway station, the other one would be an extension of the line emanating at Shastri Bhawan in New Delhi. The state government had also deposited rupees Rs eight crores with the Centre for purchase of fire-fighting equipment. The need for the equipment is felt in view of the ever increasing number of high rises in Gurgaon. The Haryana State Fire Fighting Training Centre-cum-Fire Station has been set up at a cost of Rs 30 lakhs. The cost has been borne by the state government. Mr Goyal asserted that the INLD government, during its about four years of rule, has undertaken and completed development projects in the entire state. Eight women among sixteen injured in group clashes Sonepat, December 14 According to a report, all the injured persons were admitted to the local civil hospital and were stated to be out of danger. Lathis, knives and other weapons were freely used in these clashes by the rival groups. One of the injured youth, identified as Jatinder of Saboli village, sustained knife injuries, but is stated to be out of danger. The injured persons were identified as Sunil (18), Sanjeet (17), Manjit (24), Neetu (22), Rajbir (28), Meena (17), Surinder (22) and Sushma (23), all belonging to Kheri Manajat Village, Bala (23), Nirmala (35), Saroj (40), all belonging to Sewli village, Moorti (55), Ravinder (22), Santosh (24), Jatinder and Anoop, all residents of Saboli Village. The police have registered the cases under various sections of the Indian Penal Code (IPC) and further investigations were in progress. However, no assailant has been arrested by the police in this connection.
Prisoner injured by inmate A prisoner, identified as Dalbir of Rindhana village, sustained head injuries when he was attacked by another prisoner, identified as Sandeep of Kathura village, in the district jail here last evening. According to a report, the injured prisoner was rushed to the local civil hospital where he was administered first aid and sent back to the district jail. The trouble arose when the prisoners were being dispatched to their respective barracks after the roll call. During the roll call, both the prisoners had altercations, which led to the attack on Dalbir by the alleged assailant. Dalbir was housed in the barrack No. 13 while Sandeep was in barrack NO. 14. Sandeep wanted to shift to barrack no. 13 and had approached the jail authorities in this regard. On receipt of the information, the officials of the district jail rushed to the site and brought the situation under control. The authorities have not yet sent the report in this connection to the higher officials. |

SPECIAL FOCUS ON SONEPAT Sonepat, December 14 According to the other decisions taken in the panchayat only the present Dada, Baljit Singh Malik, had the right to convene a panchayat of the khap. The proposed khap panchayat at Bhainswal Kalan village on December 14 was declared unauthorised. The social boycott of Dr Bir Singh Malik was ordered for allegedly appearing in the panchayat under the influence of liquor and masterminding holding of the Bhainswal Kalan khap panchayat. The mahapanchayat was convened on the plea of Saat Bas panchayat by Dada Baljit Singh Malik and it was attended by around 10,000 delegates from nearly 1400 villages of Malik gotra in Haryana, Uttar Pradesh, Delhi and Rajasthan. In the mahapanchayat, delegates form Saat Bas informed that Prithvi Singh, Banwari and Baru Ram had staged a drama in the name of panchayat in which Prithvi Singh declared himself “acting Bara” with an executive committee. He also made announcements that there would be an institutional convention of Dada in the Khap. However, on September 21 Saat Bas villagers convened a panchayat and announced the social boycott of these three persons, the delegates namely Ajit Singh, Kitab Singh, Dhara Singh, Subedar Satpal, Balraj and Dhara Singh stated. They also informed that these elements in connivance with some persons having vested interest had convened a panchayat of the khap in Bhainswal Kalan village and asked the mahapanchayat to take a decision on the validity of such anti-khap activities. All speakers in the mahapanchayat were of the firm opinion that no one should be allowed to question the authenticity of the 17 generation-long and eight centuries-old social convention of “Dada” (social head) of the Khap and the guilty persons must be socially punished so that no one in the future attempted to debate the respect and dignity of Dada institution. Then the heads of Tapas, Barahs, Satrahe and Chaugamas Ana Athgamas under the chairmanship of Sub-Dada Harkishan Malik of Lisar village in Uttar Pradesh were authorised by the mahapanchayat to take decisions on the issues raised in the mahapanchayat. They held a meeting separately and took the decisions unanimously. These were announced in the mahapanchayat and approved by the delegates by raising their hands. When Dr Bir Singh raised his hand in opposition to the decision of the Saat Bas panchayat he was pushed out of the mahapanchayat and it was announced that he had come to the panchayat under the influence of liquor. On the demand of the delegates, Dada Baljit Singh Malik announced that Gasthwala khap would celebrate Dada Ghasi Ram Jayanti every year. Dada Ghasi Ram is regarded as the most popular Dada of the khap, known for his fair and impartial decisions during pre-Independence era of thirties and forties. Meanwhile, Dr Bir Singh has reportedly got himself medically examined by a panel of three doctors to prove that he was not under the influence of liquor. |

Official apathy lead to erratic water supply Sonepat, December 14 It is stated that the drivers of the main waterworks at Murthal and the boosting stations in this city come for duty in accordance with their own convenience, and most of them remain on furlough even during duty hours. This had caused unnecessary delay in the water supply and the residents were forced to keep waiting for hours together to get water in their houses. In effect, the keymen on duty, entrusted with the job of supplying water to each zone, have kept the residents on ransom. Meanwhile, most of the saluice valves in different parts of the city have been found to be leaking profusely on account of lack of repairs by the department. In effect, the residents were receiving contaminated water, mixed with sand and earth. One of the saluice valves in Mohalla Kalan (Ram Bazar) have been found to be leaking for the past eight months or so, but no steps have been taken to repair it inspite of repeated complaints made to the officials of the PHD from time to time. Even as the residents continue to suffer, it seems the authorities of the PHD are helpless in taking action against the engineers and other officials on this issue.

at MNSS In a recent visit to the Moti Lal Sports School, Rai, the Chief Minister, Mr Om Prakash Chautala, praised the achievements of the institution. He said the school had brought laurels for Haryana as the students of this premier institution had bagged medals and awards at the various national and international sports events, including the prestigious Arjuna Award. Referring to the demands of the institution, Mr Chautala announced that international sports facilities would be provided to the students of this school. A multipurpose hall would be constructed in this institution shortly, he said. He expressed the hope that the new principal of the school, Capt V. K. Energy conservation awards presented New Delhi, December 14 Mr Geete said while about 45 per cent of the population did not have access to electricity “we were not able to meet the requirements of our industries also”. Referring to 15 per cent to 45 per cent energy saving potential of the industries, he reiterated that the solution lay in promoting conservation and restricting misuse of electricity. The function was organised to celebrate National Energy Conservation Day. These annual awards are given in recognition of innovations and achievements in energy conservation by large and medium-scale industries to raise awareness about energy conservation. This year’s award was given to Indian Aluminum Company Limited, Hirakud. One special, eight first and second prizes and 18 certificates of merit were also awarded on the occasion.
SC judgement on building terrace hailed Mr Vijender Gupta, a Corporator and Secretary of the Delhi state unit of the BJP, welcomed the judgement of the Supreme Court permitting additional construction on the terrace. In fact, this indicates the recommendations of V.K. Malhotra Committee Report for augmenting additional structure as laid down in Part- I of the report. This needs to be implemented in toto. The permission for construction of additional floor was a long-standing demand of residents in the Capital due to paucity of space and growing population. |

cartons of paintbrushes made from mongoose hair seized New Delhi, December 14 Around 12.30 pm on December 11, acting on intelligence inputs from the WTI at least 40 persons from the UP Forest Department and the UP Police Department raided three factories in Sherkot where paintbrushes made from mongoose hair were being manufactured. Five cartons of mongoose hair paintbrushes containing approximately 7,000 brushes were seized. Eleven persons involved in this illegal trade have been arrested from the three factories on December 12. Their bail was also rejected by the court. Ghosh, who took part in the raids and the seizure, says, “These brushes would have accounted for the death of approximately 3000-3500 mongooses.” He also said he suspected the seized brushes were made from the hair of the common mongoose as well as the ruddy mongoose, both protected animals. The mongoose finds a place in part II of Schedule II of the Wildlife Protection Act of India, 1972. This completely bans the use of any of this animal’s part or derivatives. Though the animas is protected under law, a thriving trade in mongoose hair paintbrushes exists even today. School and college students are the largest buyers of the mongoose paintbrush because it is easily and widely available across the country. A study conducted by the Wildlife Trust of India in collaboration with associates sometime back threw up startling facts, indicating the increased vulnerability of the species. Undercover investigations revealed the animal was ruthlessly hunted and its hair fashioned into paintbrushes used by artists and schoolchildren. The animal was hunted mainly in the
Ballia, Bijnore and Gorakhpur districts of Uttar Pradesh and Vellore in Tamil Nadu. Each animal yields about 20 grams of usable hair after the raw material is cleaned and graded for making brushes. The animals are trapped and then bashed to death or stunned. The hair is then plucked by hand, sometimes when the animal is still alive, and packed in gunny bags and sent to production centres. The Wildlife Trust of India has been running a campaign in schools and colleges in an attempt to build awareness about this issue and put an end to the demand for this brush. |

Two robbers carrying fake Press I-cards held New Delhi, December 14 The accused, Daya Shankar, alias Raju, alias Campus, alias Katta (27), and Raj Kumar, alias Gattu (25), residents of Anand Parbat, were involved in several cases of snatching and robbery in West, South-West, North-West and Central districts. The police claimed to have seized a countrymade weapon, one button-actuated knife and a stolen motor cycle (DL-4S-AJ-3331) from their possession. While the accused Raju, alias Campus, was involved in more than 16 cases of murder, attempt to murder, robbery and snatching, Raj Kumar was involved in at least 21 cases of robbery and snatching.
Gang of dacoits busted With the arrest of six persons, the East district police on Sunday claimed to have busted a gang of dacoits in the Vivek Vihar area while they were planning to strike in the area. The police also claimed to have seized one countrymade pistol, two live cartridges, three knives and one rope from their possession. The dacoits were later identified as Noor Mohammad (50), resident of Ghaziabad, Abdulla (35), Akbar (42), Nabiya Sultan (28), residents of Muzaffar Nagar, Jaan Mohammad (10) and Noor Mohammad, residents of Ghaziabad. |

Two held for rape & murder of 8-yr-old girl New Delhi, December 14 The police said the victim, a resident of Nanak Basti, Seelam Pur, was abducted by her tenants Sagir (27) and Amzad Khan (21). The accused live as tenants in the same building where the victim’s family has been residing. The accused, who confessed to having committed the crime, told the police that on Friday evening they lured the girl on the pretext of buying her sweets and raped her. Since they feared that the victim might identify them to her parents the duo had killed her, said the police. |

History-sheeter, 3 others killed in road accident NOIDA: Four persons were killed when a Maruti car hit a tractor-trailer on the road near the Alfa area under Kasna police station. One of the deceased was a history-sheeter, the police said. Two of the victims had succumbed to their injuries on way to the hospital while the other two died during treatment in the hospital. One of the dead was said to be history-sheeter Gajender while another was also involved in a number of crimes in Meerut. Gajender and Pappu along with their two friends, Tej Singh and Abdul Saiyad, were going in a Maruti car last evening. As the car was being driven at a very fast speed, the driver lost control of the vehicle and hit a tractor-trailer. As a result, Gajender and Pappu were killed on the spot. The other two, Tej Singh and Abdul Saiyad, who were badly entangled in the wreckage, were pulled out by passersby. Both of them died in Noida’s Kailash Hospital later during treatment. The main cause of the accident, the police said, was that the car was being driven at great speed under the influence of liquor. OC |
