Cong dissidents in touch with BJP, claims leader

Senior BJP leader and former minister, Mr Balramji Dass Tandon, today claimed that some Congress dissidents and MLAs were in touch with his party.

Addressing a press conference here, Mr Tandon pointed out that his party was keeping all options open to form a government by supporting the splinter congress group of MLAs who have shown inclination to part ways with the Chief Minister, Capt Amarinder Singh. Answering a question about taking the party high command in confidence, Mr Tandon refused to divulge the details of the discussions being held at the top level. He, however, asserted that the dissident group of Congressmen was in regular touch with the BJP leadership in Delhi.

In reply to persistent queries by newsmen Mr Tandon said it was too early to disclose the exact contents of the deliberations because of the sensitive nature of the fluid political situation in Punjab. He said that the next few days would be extremely crucial which may prove to be decisive for the future of Congress party in the state.

Mr Tandon said the party had decided to approach the Central government and also made a representation to the Punjab Governor to probe charges of corruption being levelled by the ministerial colleagues of Capt Amarinder Singh. He said that the dissident Congressmen had already given enough evidence against the Chief Minister and the party would seek a CBI or independent probe to unearth the scandals of the Congress.

The BJP leader described the two years’ period of Capt Amarinder Singh’s government as darkest chapter in the history of Punjab as he had failed to undertake any development project but was instead fooling people about eradicating corruption while he and his coterie was indulging in rampant misuse of power.

Talking about the coming Lok Sabha elections Mr Tandon said the SAD-BJP alliance would sweep polls and win all 13 seats.


 

SAD for sounding red alert at airports

The Shiromani Akali Dal will approach the Union Government for sounding a red alert at all international airports in the country to check the movements of certain politicians and bureaucrats in the wake of recent developments in Punjab.

The SAD will take up the matter with the Deputy Prime Minister, Mr L.K. Advani, to ensure that these politicians and bureaucrats do not leave the country.

Ms Rajinder Kaur Bhattal, Congress dissident leader, has already levelled charges of corruption against Chief Minister Amarinder Singh and certain bureaucrats.


 

Dal Khalsa’s wake-up call on migrants’ influx

Expressing concern over the ever-increasing influx of migrant labour from UP and Bihar the radical Sikh outfit, Dal Khalsa, today decided to publish a “White Paper” showing crimes committed by them.

At a seminar, organised by the Dal Khalsa here today, it said it was a ‘wake-up call’ as the influx of migrant labour had caused serious socio-economic-cultural ramifications in the state. The Dal Khalsa warned that if the problem was not tackled immediately it would lead to anarchy and unrest in the state. “We are witnessing the explosive situation that has now developed in the northeast and Maharashtra. The Dal Khalsa alleged that certain political parties had been encouraging migration due to vote bank politics.

Quoting from the studies conducted by Punjab Agricultural University, the Dal Khalsa alleged that the origin of current migration could be traced back to the days of Green Revolution, however, the number of the migrant labour had increased manifold in the post-militancy period. The Dal Khalsa alleged that more than 22 lakh migrants had settled permanently in various parts of the state. It says that the migrants were earning about Rs 3000 crore annually and out of which they were sending back two-third of their earnings to their native places. Another study conducted by Professors of PAU stated that around 55 per cent migrants had expressed willingness to settle in Punjab permanently whereas this figure was only 11 per cent in 1983-84. With the result spirit behind the creation of Punjabi Suba stood defeated.

The Dal Khalsa leaders including Mr Harcharanjit Singh Dhami, working president, Mr Satnam Singh Paonta Sahib, vice-president and Mr Kanwarpal Singh, secretary general alleged that it was the ploy of the BJP and Congress to reduce Sikhs in minority in Punjab by bringing migrants in Punjab. The Dal Khalsa said that the outfit would make a documentary film on the activities of the migrants.


 

World Bank wants Punjab to introduce more reforms

Notwithstanding the present political uncertainty in Punjab, making the government more ‘’efficient, responsive and transparent’’, is a standard promise made in the election manifesto of every political party only to be conveniently forgotten on assuming power. Consequently, governance gets hit.

The absence of political executive from the Punjab scene may be a recent development. But the independent opinion about governance formed by the World Bank teams visiting Punjab, since November, 2002, in a recent reports says, ‘’Punjab is generally not counted amongst the best governed states in the country. Its fiscal health, past problems with terrorism and periodic imposition of the President’s Rule have left their mark on the state’s governing machinery. Today, the functioning of the government has become a barrier to progress and modernisation of Punjab. Critical issues in administrative reforms include tackling corruption in public sector, curbing over staffing and fostering transparency through better procurement procedures, access to information and greater use of e-governance’’.

Besides other suggestions, the World Bank has desired that Punjab should pay greater attention to reforms. These reforms range from reducing over staffing to regrouping of departments to reduce administrative fragmentation and curbing of premature transfers. For transparency in transfers, it has suggested creation of a statutory civil service board for All-India and State services and computerised counselling for transfers in heath and education.

Decentralisation of administrative functions to involve Panchayati Raj institutions and allowing them to hire teachers and medical staff on contract is another suggestion. The World Bank has also suggested on greater transparency and early adoption of the Punjab Transparency in Tenders and Procurement and the Punjab Right to Information laws.

It has also suggested improvement of delivery system in major public services through business process re-engineering, e-governance, outsourcing, public-private partnership, better grievance redressal procedures, user surveys and citizens’ charter. This charter is in respect of land records, district and community hospitals, district transport offices, police services, district magistrates and municipalities.

Gender equity is also high on the agenda of good governance. There is need to reform Hindu Succession Act, 1956, to provide for equal division of inherited property. Same holds true of the Punjab Land Reforms Act, 1972, to widen the scope of the definition of family to include wives and minors to ensure property rights for women and children.

Punjab expects some action from the government on the suggested reforms for good governance as well as to accelerate the economic growth.

Meanwhile, an action plan on ‘’good governance’’ was considered by the Inter-state Council in Srinangar in August, 2003. For its implementation, a sub-committee was constituted on December 2 to draw up a blue print of action. The Deputy Prime Minister, Mr L.K. Advani is committee Chairman and Andhra Pradesh Chief Minister, Mr N. Chandrababu Naidu Vice-Chairman. The other members are the Chief Ministers of Assam, Gujarat, Karnataka, Madhya Pradesh, Orissa, Uttar Pradesh and West Bengal. This committee is to submit its report in 90 days.


 

Vedanti for preserving historical buildings

Akal Takht Jathedar Giani Joginder Singh Vedanti today underlined keeping intact the architectural beauty of historical and religious buildings at the time of kar sewa for renovation.

After addressing four religious functions in this area today, Jathedar Vedanti maintained repairing old buildings was good but destorting their old forms was bad. He said that even old trees at these historical places had special significance and these should also be kept in proper shape.

Jathedar Vedanti expressed concern over menace of drugs among youths and female foeticide in Punjab. He called for holding of seminars against drugs in villages and towns. A library opened at Dadda village. The SGPC will provide religious books in such libraries, he declared. He also called for religious functions for the celebration of fourth centenary of the installation of Guru Granth Sahib.

Jathedar Vedanti said that Guru Granth Sahib should not be installed at a place where its “maryada” could not be kept. A baptised priest should be kept and the Granth Sahib should installed properly, he remarked.

Jathedar Vedanti later addressed the first “barsi” congregation of Mr Ujagar Singh who had served as “granthi” for seven decades at Jag Palpur village gurdwara. He also addressed congregations at Khurumpur Bir Puad and Dhadda villages. 


 

Power Board to recruit 1500 engineers

The Punjab State Electricity Board (PSEB) would fill 1500 vacancies soon, said Mr Raman Bhalla, Administrative Member of the board to reporters after a state-level seminar on ‘Energy Conservation Day’ held at Thakur Singh Art Gallery here today.

Mr Bhalla said a proposal had been sent to government in this regard and vacancies including that of sub-divisional officer, Junior Engineer etc were required and would be filled soon.

Asked whether the vacancies would be filled on regular or on Ad-hoc basis, he said it would depend on government’s directions.

He said to meet growing demand of electricity in the state, which usually goes up by 10 per cent every year, the government had planned for new projects including a thermal plant at Chhattisgarh, gas and agro based projects. This has been done as Punjab lost natural resources after division in 1969 with the creation of Himachal.

He said that the board would install single-point meters outside all government residential colonies and offices to check power theft.

He said consumption of electricity from this meter would be tallied with the consumption of power. He said enforcement wing of the PSEB had already detected 13000 cases of power theft and recovered Rs 14 crore as fine in this year.

Talking about 24-hour regular power to the agriculture sector, Mr Bhalla said that it would be provided to 5500 villages by June 30, 2004 and 30,000 new tubewell connections would be given by March 31 next year.

Cassettes, CDs of Gurbani released

Compact discs and audio cassettes of Gurbani of Sikh Guru Sri Guru Angad Dev Ji in holy Sri Guru Granth Sahib were released today at Sri Darbar Sahib Khadoor Sahib. Congregation was dedicated to the fifth birth centenary of Sri Guru Angad Dev Ji. Mr Manjit Singh Calcutta, honorary secretary SGPC presided over the release ceremony.

Bani of Guru Angad Dev is compiled in 15 cassettes and same number of CDs. Bani is recited by Bhai Niranjan Singh in cassettes while in CDs it is rendered by different ragis.

The Shiromani Gurdwara Parbandhak Committee and Baba Sewa Singh, head Kar Sewa Sect, Khadoor Sahib extended cooperation in this job.

Bhai Manjit Singh, former acting Jathedar, Sri Akal Takht, Giani Kewal Singh, former Jathedar, Takht Sri Damdama Sahib and other Sikh notables were present on the occasion. More than 12 Ragi Jathas recited Gurbani on the occasion.

Baba Sewa Singh honoured the notables.


 

Evasion of sales tax detected

The Department of Excise and Taxation has been able to detect a suppressed turnover of sales tax running into crores during simultaneous inspections of business premises involved in the evasion of sales tax in all districts of the state here recently.

In certain cases the department recovered tax and penalty on the suppressed turnover. A sum of Rs 1.5 lakh was collected as tax and penalty in advance in Mansa district, Rs 3 lakh in Bathinda district, Rs 3 lakh in Ludhiana district and Rs 1 lakh in Sangrur district.

In addition to this, it was also noticed during the inspection of certain brick kiln owners in Gurdaspur district and other places that dealers were paying a meagre amount of tax whereas most of the brick kiln owners in the state were paying tax on lumpsum basis.

The department has been able to detect huge stock difference at these places. Tax would be collected on lumpsum basis from all such brick-kiln owners whereas the assessment in all remaining cases would be framed after affording due opportunity to the dealers as per the rules.

The business premises that were inspected included Kundan Steels and Jagdambey Trading Company in Mansa district, Buchho Marble in Bathinda, Mohit Enterprises in Ludhiana, Mahavir Rice Mill, an exempted unit in Mukatsar, Paras Marble in Moga, S.S Provision Store and Darshan Karyana Store in Patiala, Lucky Karyana Store in Ropar, AP Electronics in district Amritsar, Charan Dass Khullar, National Trading Company, Khurana Matting House and Bhagwan Dass Arun Kumar in district Hoshiarpur, R.K Cable Industries in Nawanshahr district, Haryana Trading Company in district Ferozepore, Anil Knitwear in Ludhiana district, Gupta Timber in Faridkot district. 


 

Fog affects normal life

The region had first thick fog of the winter season. It started on Saturday night and the entire subdivision remained enveloped by the fog till today.

Power supply to more than half of the town was suspended last night due to a technical problem, it was restored at 11 a.m. today. At night even sodium lamps and mercury lights in the streets and main roads were also not of much help in the fog. Vehicles moved at a snail's pace. Water supply was also affected due to failure of electricity.

There was no movement on roads as people were confined to their houses due to bad weather. Majority of the newspapers were distributed two hours behind schedule as the vehicles carrying them were delayed due to fog.


 

Villagers seek removal of garbage

Phagwara, December 14
Irate villagers of nearby Rawalpindi yesterday blocked vehicular traffic on the Phagwara-Hoshiarpur road and shouted slogans in protest against the stinking garbage dump there. However, the municipal contractor said three fields had been got on contract from former village Sarpanch Kulwant Singh for throwing garbage there.

The villagers alleged that the heap of garbage overspilled and was a serious threat of health.

The blockade was lifted after nearly an hour on the intervention of Mr Vijay Sharma, Executive Magistrate, and Mr Inderjit Khalyan, Block Congress president (rural). 


 

Demonstration of latest in eye surgery given

More than 100 eye doctors were apprised of the utility and application of Phaconit — the latest international level eye surgery with world’s smallest incision ranging between 1 mm and 1.2 mm — with the help of interactive Live Video Eye Surgery Demonstration at the 7th annual conference of the Punjab Ophthalmology Society at Akal Eye Hospital here today.

To surprise of delegates, public and doctors the society made visually disabled Atma Ram Bharti to inaugurate the conference, at which delegates were given saplings of different species of trees.

Three-member team, of two noted ophthalmologists Dr Daljit Singh of Amritsar, Dr Balbir Singh Bhaura and Dr Poonam, junior doctor, gave demonstration of Phaconit surgical procedure with the help of a video screen. During surgery, the team also replied to queries of 100 ophthalmologists on the use of the technique.


 

He paints with typewriter

Patiala: It is difficult to confine artistic talent. If it cannot be expressed through the medium of canvas and brushes it will find another way out. As in the case of Wazir Chand Sayal, whose creative muse draws inspiration from none other than the commonplace type writer to churn out a variety of sketches and portraits.

Sayal uses arithmetic signs and numerical symbols besides Hindi and English alphabets as strokes to create both coloured and black and white sketches of eminent personalities, landscapes and monuments. Sayal developed this passion for sketching through the typewriter way back in 1962 when he started experimenting with this form of art during his spare time in office. He retired from the State Bank of Patiala this April after putting in more than four decades of service as a stenographer.

Mr Sayal has over the past 40 years produced over a thousand sketches of well known religious, political and social personalities, including the Sikh gurus, Jesus Christ, Lord Krishna, Mahatma Gandhi, Pandit Nehru, Bhagat Singh, Tagore, Mother Teresa, Sardar Dyal Singh Majithia, Shabana Azmi, Dilip Kumar and Rajesh Khanna. Besides numerous landscapes he has also captured the Golden Temple, Red Fort and the Qutab Minar through the alphabets on his typewriter.

Encouraged by the appreciation of his art by his co workers Sayal started by `typing' portraits of senior officers of the bank in the early sixties. Over the years he acquired proficiency in this medium of expression and something that started as a mere hobby turned into a full time passion. In the year 1968 Sayal went on to bring out a six-page calendar for the bank staff which included a picture of the founder of the bank, Maharaja Bhupinder Singh, and that of the bank headquaters on the Mall Road, an annual tradition that continued till January 2003.

It takes Mr Sayal nearly 10 to 12 hours to complete a sketch on the typewriter. Though the majority of his sketches are in black and white he has used red, blue and purple ribbons besides the mandatory black in a series of 70 sketches portraying Guru Nanak Dev which were recently exhibited by the North Zone Cultural Centre at the Banasar Art gallery at the Sheesh Mahal here.

He displayed some of his portraits at the 40th annual All-India Art Exhibition held by the Academy of Fine Arts, Amritsar, in 1969 .

A six-day exhibition of his sketches was organised jointly by the State Bank of Patiala and the Haryana State Handloom and handicrafts Corporation at `The Weaver` emporium in Chandigarh in 1991.

What is truly amazing is that even after 40 years of handling the bulky machine Mr Sayal is as dedicated towards this unlikely mode of creative pursuit as ever. In fact he is now looking forward to some full time uninterrupted `type sketching' to add even more material to his already staggering collection of over a thousand sketches.

‘‘The type writer is on the verge of becoming obsolete, however, ever since the machine caught my fancy way back in the late 50s, I have never been able to shake off the addiction. Ever since the first time it replaced my pencil in 1962 I have never cared for any other medium of art’’, says Sayal. — OC


 

Tributes paid to Zail Singh’s daughter-in-law

A large number of people, including leaders of various political parties, chairmen of various boards and senior administrative officers from Punjab and other states paid tributes to Surinder Kaur, wife of Mr Joginder Singh and daughter-in-law of former President of India, Giani Zail Singh, on her antim ardas at Sandhwan village, 8 km from here, today.

Prominent among those present were Mr Balmukand Sharma, senior vice-president, PPCC, Mr Gurdev Singh Badal, senior vice-president, SAD, Mr Mantar Singh Brar, and Mr Tota Singh, both MLAs, Mr Sant Ram Singla, Chairman, Mandi Board, Mr Jasbir Singh, Chairman Punjab Agro, Mr Manmohan Singh Brar, Chairman, Sikh Gurdwara Judicial Commission, Mr Mohinder Singh Romana and Mr Makhan Singh Nangal both SGPC members, Mrs Hardayal Kaur, vice chairperson, Punjab School Education Board, Mr Uppinder Sharma, general secretary, PPCC, Mr S.S. Channi, MD Markfed, and Mr S.K. Gupta, Chairman of the Local Improvement Trust. Surinder Kaur died on December 5.


 

Rana Sodhi’s mother cremated

Ferozepore, December 14
Rajkumari (86), mother of Rana Gurmit Singh Sodhi, Political Secretary to the CM, Punjab, was cremated at her native village Mohan Ke, near Guruharsahai, with ceremonial honours. She is survived by two sons and four daughters. The funeral was attended by Capt Amarinder Singh, Chief Minister, Mr Partap Singh Bajwa, PWD Minister, Mr Ravinder Singh Sandhu, Parliamentary Secretary for Home Affairs, Mr Sunil Jakhar, MLA, Raja Randhir Singh, Secretary, IOA, and other senior political leaders of the region.

A contingent of Punjab Police performed ceremonial guard of honour, and referred their arms as a mark of respect to the departed soul. Capt Amarinder Singh, who especially air dashed here to participate in the funeral procession, expressed grief over her death.

Rajkumari, an alumnus of FC College, Lahore, also remained Municipal Commissioner of Guruharshai. Her brother Mr R.D. Budhwar was Deputy Commissioner, Shimla. Her younger son, Rana Gurmit Singh Sodhi, is sitting MLA from the Guruharshai constituency and elder son, Guru Hardeep Singh Sodhi, is a landlord of the region.


 

Freedom fighter dies at 85

Batala, December 14
Freedom fighter and a member of the Indian National Army, Gian Singh, died at his native Ghuman village in Gurdaspur district early this morning. He was 85.

Among those to pay their last respects to the freedom fighter was Subdivisional Magistrate, Gurdaspur, Amarjit Pal, who placed a wreath on the behalf of the Punjab government. Naib Tehsildar Som Datt placed a wreath on the behalf of the district administration of Gurdaspur.

The mortal remains of the freedom fighter were cremated with full state honour at his village and Gian’s elder son Surjit Singh lit the pyre. — PTI 


 

Old holy scripts consigned to flames

Twentyfive old holy scripts (saroops) of Guru Granth Sahib and hundreds of old Gurbani-related material were consigned to the flames today at Goindwal Sahib, 25 km from here.

The Gurbani scripts were brought to Goindwal Sahib in a procession led by the panj piaras. Bhai Gurcharn said these scripts had been collected from various places in the region.

Govt directed to take action against doctor

Mr D.S. Malwai, Additional Sessions Judge, today passed a stricture against the doctor who conducted the medical examination of some injured persons (complainants) and allegedly gave a false medico-legal report in connection with the injuries suffered by them.

While acquitting the accused, D.C. Singh, in a criminal case registered against him under Sections 308 and 323 of the IPC at Ballianwali police station on January 19, 2002 for causing hurt to Mr Makhan Singh and Gurtej Singh of Khokhar village, Mr Malwai directed that a copy of judgement be sent to the Secretary Government of Punjab, Health and Family Welfare Department, Chandigarh, for appropriate action against the doctor.

Mr Malwai observed that in the case, the medical evidences were procured with false reports of the doctor and even the simple injury was declared as “dangerous to life” and the doctor had admitted in the court that he had given a wrong report.

While deposing before the court, Dr Jagtar Singh, Medical Officer, Minim, Primary Health Centre (PHC), Joga, who conducted the medical examination of the injured after they were admitted to the hospital, said the injury caused to Makhan Singh on the right forearm was grievous while the injury on the head of Gurtej Singh was simple in nature. He added that he inadvertently gave a wrong opinion regarding the injuries caused to Makhan Singh and Gurtej Singh.

Mr Malwai held that Dr Jagtar Singh, by giving a false report, made the case such that it could be tried by a sessions court, which, otherwise, was not as such. 


 

3,200 cases taken up by state Lok Adalat

A special state-level Lok Adalat was organised for setting different categories of cases such as pre-litigative bank loan, labour court, matrimonial, motor accident claim, municipal act, cooperative bank loan cases and cases under Section 138 of the Negotiable Instrument Act here today. It was presided over by Mr Justice H.S. Bedi and Haryana High Court-cum-Executive Chairman, Punjab State Legal Services Authority, Chandigarh. Mr Justice Bedi inspected all courts along with Mr Harbans Lal, District and Sessions Judge, Mr H.P.S. Mahal, Member Secretary, Punjab Legal Services Authority, Mr Lok Nath Angra, Senior Superintendent of Police, Mr Paramjit Singh, Additional Deputy Commissioner, presidents of the Bar Associations of Hoshiarpur, Dasuya and Garhshanker and other office-bearers of the district.

Around 3,200 cases were taken up and 23 benches constituted for their disposal. Around 2,200 cases were disposed off and amount settled was more than Rs 6 crore.

Mr Justice Bedi disclosed that uptil now the State Legal Services Authority had organised 49 special Lok Adalats for bank loan pre-litigative cases in which more than 44,000 cases were taken up and 16,930 cases were disposed off. An amount of Rs 74 crore was settled.

One killed, 9 of marriage party hurt

One woman died on the spot and nine others of a marriage party were injured yesterday when a truck hit a Tata Sumo near Khabbe Dagnan village near here. The local police has registered a case under Sections 279, 304A and 427, IPC, against the driver of the truck who fled from the spot. The Tata Sumo (HR-01-F, 4396) was coming from Bhomma village near Batala and was going to Chhabal. Near Khabbe, Dogran village 7 km from here, it was hit by a truck (PB-05B, 9972).

Surinder Kaur (50) died on the spot while nine others were injured. They have been identified as Gurmej Singh (53), husband of the deceased, Narinder Singh (21) son of Gurmej Singh, Sonu (20), driver of Tata Sumo, Goldi (20), Kashmir Kaur (50), Dalbir Singh (54), Gurdev Singh (50), Parveen Kaur (7) and Veer Singh (55). All of them are residents of Bhoma village.

The injured were admitted to the local Civil Hospital where the condition of all of them was said to be critical as all had received head injuries.


 

Woman raped, mother-in-law killed by burglars

Pathankot, December 14
A woman was raped, her mother-in-law murdered late last night at Gharota village.

According to sources, three persons entered into the house of Parkasho Devi (70) at Gharota village and killed her with sharp-edged weapons. Her daughter-in-law, wife of an army personnel, was raped by one of the burglars.

Sources added that the burglars also took away Rs 10,000 in cash, gold ornaments, a Hero Honda motor cycle and other valuables from the house. The police has registered a case. No arrest has been made so far.


 

9 booked in rape case

Abohar, December 14
Nine persons, including three women, have been booked in connection with an alleged case of rape at Surghuri village located on the Abohar-Ferozepore road, the police said this yesterday.

Ms Paramjit (name changed) had lodged a complaint that while she was returning home from the fields today morning, some women of the same village took her to their residence as they wanted to discuss some important matter. On reaching their home she was asked why she had delivered a love letter written by someone to their daughter. Ms Paramjit clarified that the boy had told her that the girl had forgotten homework in the school, thus it was important to deliver the paper as half-yearly exam was in progress. She believed the boy and delivered the paper to the girl in good faith.

According to the complainant, she was pushed inside a room. The outer gate of the house was bolted from inside. They handcuffed her with a piece cloth and another piece of cloth was put into her mouth at gun-point. Then she was brutally raped as the relatives of the girl wanted to teach her a lesson for delivering the love letter. She was threatened of dire consequences if the matter was reported to anyone. As she was under a state of shock she disclosed the incident to her family after three days.

The police said Mehar Singh and his wife, Jagir Singh and his wife, Makhan Singh, Santo Bai, Gulzar Singh, Hari Singh, and Hansa Singh had been booked under Sections 376, 511, 354, 323, 342, 148, 149 of the IPC and 25/27/54/59 of the Arms Act.


 

Three booked for duping

The city police has booked Jatinder Singh, son of Vaid Onkar Singh of Sector 37, Chandigarh, Daljit Singh, alias Jeona and his brother Inderjit Singh, alias Raja, sons of Mehar Singh of the Panjpeer locality here, under Sections 420 and 120-B of the IPC for allegedly duping 12 residents on the pretext of providing employment to them in Canada.

The SSP, Mr H.S. Chahal, said this afternoon that the police was trying to nab the alleged culprits.

The SSP has taken the action on a complaint made jointly by some residents of Panjpeer, Dharam Nagri and Balluana village of this subdivision. They have alleged that the nexus between the son of the “sex specialist” and a folk singer of SAS Nagar in this case of “kabootarbazi”. Jatinder Singh had been reportedly assisting his father on their visits at a guest house outside the Municipal General Bus Stand here to treat persons having sex-related problems. The son claims expertise in homoeopathy.

The residents have complained that they had got passports issued for going abroad. A resident of their locality Panjpeer had joined hands with a medico son of a Chandigarh-based sex specialist, luring them with jobs in Canada. They allegedly took Rs 1.5 lakh from each applicant as advance money of the Rs 4 lakh deal. The son, claiming expertise in homoeopathy, had widely publicised through local newspapers and pamphlets.

As there was a considerable delay in sending them to Canada, the complainants became impatient and found they had been duped. 


 

Undertrial escapes, three cops booked

Mansa, December 14
Subegh Singh, who had been facing a judicial trial in a criminal case registered against him for his alleged involvement in the smuggling of narcotics, escaped from police custody while he was being brought back to the Central Jail, Bathinda, after a hearing at the court of Additional Sessions Judge here on Friday.

Police sources said Subegh Singh escaped from the custody of police from the court premises. A case has been registered against three policemen, including Head Constable Joginder Singh, Head Constable Tarsem Lal and Special Police Officer with Punjab Home Guards, Iqbal Singh, at the city police station under Sections 223 and 224 of the IPC.

Mr Kapil Dev, SSP, Bathinda, said the policemen, who were found responsible for the escape, would be placed under suspension.


 

2 killed in road accident

Bathinda, December 14
Two occupants of a canter were killed here today when their vehicle hit a truck after going out of control due to running over the corpse of a cow which was lying on the Bathinda-Barnala road.

Sources said the two, Jagdev Singh, owner of the canter, and Krishanjit Singh, driver, died on the spot after a truck hit their vehicle. The driver of the truck is undergoing treatment at the Rampura Phul Civil Hospital. The deceased belonged to Jethuke village of the district.

The police has registered a case.

College honours Surjit Pattar

Noted Punjabi poet Surjit Pattar and popular comedian Balwinder Bicky, better known as Chacha Raunki Ram, were today honoured by the local Mohan Lal Uppal DAV College for their outstanding contribution to the Punjabi language.

Punjab Social Welfare Minister Joginder Singh Mann, who was the chief guest at the college function, presented them a trophy, a shawl and a scroll each. Mrs Promila Uppal, chairperson of the college, Mr Y.D. Jigyasu, Principal, and Mr Vikas Uppal, a senior member of the Managing
Committee, were also present.

Mohan Sapra, a veteran poet, was also felicitated.

Mr Mann also distributed prizes among meritorious students at the first prize distribution function of the college. He also gave a grant of Rs 1 lakh to the college.

Surjit Pattar and several other poets took part in a kavi darbar, which was organised today on the occasion of the first Balwinder Rishi yadgari sanman samaroh by the Navchetna Sahit and Kala Manch, Punjab, and Mohan Lal Uppal DAV College.

The first Balwinder Rishi Memorial Award for ghazal and nazam was presented to Barjinder Chauhan and Bhagwan Dhillon. The award carried a Rs 2,500 prize each, a citation and a trophy, it was presented by Mr Joginder Singh Mann, Mr Y.D. Jigyasu, Kendri Punjabi Lekhak Sabha general secretary Avtar Jaura and Prof Surjit Jaj, general secretary of the manch.

Besides Pattar, the poets who took part included Barjinder Chauhan, Sukhwinder Amrit, Sardar Panchhi, Bhagwan Dhillon, Sushil Dosanjh, Uminder Johal, Ajaib Kanwal, Jaswant Hans, Mohan Sapra, D.R. Dhawan, Hardial Sagar, Dev Dard, Mr Harwinder, Darshan Buttar, Rajinderjit, Jaswinder, Trilochan Lochi, Shabdish, Dr Anoop Virk and Surjit Jaj.

Singer and music director Gurdip recites two poems of Rishi, who died last year.


 

Eight primary schools sans teachers

As many as 40 posts of JBT, head teachers and centre head teachers are lying vacant in educational blocks of I and II of Fazilka. As a result teaching has been affected in the schools of remote border areas. Moreover there are six such primary schools in villages of Dhani Amarpura, Kanwanwali, Noor Mohammad, Dhani Ram Singh, Mansa and Dhani Visakha where no regular teacher has been posted eversince the establishment of these schools.

Mr Raj Kishore Kalra, general secretary, Government Secondary and Primary Teachers Union, District Ferozepore, says these schools are being run by rotatory deputation of one teacher from nearby schools. The lone teacher has to take care of about 50 to 100 students upto class fifth.

Besides these in primary schools of border village of Khanpur and Thangni, there are two sanctioned posts for each school, but these posts have been lying vacant for the past three months. These posts fell vacant as the teachers retired from service.

One post each out of two sanctioned posts in Government Girls Primary School, Fazilka (number I and II) City School, branch school and primary schools of villages of Kerian, Shamsabad, Dona Nanaka, Fasta Kalan, Saidoke Uttar, Mohar Jamsher, Rana, Jhuge Gulab Singh and Lalowali are lying vacant. As such these 14 primary schools have virtually become a single teacher schools.

Likewise primary schools of villages of Mauzam, Sureshwala, Wariampura, Abdul Khalid, Gharumi, Chananwala and girls school of Fazilka town are without head teachers. Along with this of the seven centre head teachers four posts in Government Primary Schools number II and III of Fazilka town and villages of Salemshah and Karnikhera are lying vacant.

Similarly in primary Educational block I of Fazilka 16 posts of J.B.T. teachers, seven head teachers and one centre head teacher are lying vacant. Mr Kalra disclosed that the Education Department, Punjab, in its fresh instructions has directed against filling any vacancy.

Bank organises cultural evening

An all-India inter zone cultural programme was held at the State Bank of Patiala here yesterday. The Managing Director of the local branch, Mr A.K. Das, inaugurated the programme.

The main attraction of the cultural evening were group songs, dances, giddha, bhangra, skits and classical dance presented by the Delhi, Chandigarh, Bathinda, Jalandhar, Haryana and Patiala zones.

Appreciating the efforts made by the cultural committee, Mr Das said there was a need to encourage cultural and sports activities.
