Yadav in judicial
custody till Dec 22 Jind, December 19 As per the details available, an FIR under Sections 409, 420, 467, 468 and 471 was registered against him on September 16, 2000, in the city police station of Jind on the complaint of Kashmir Singh, a resident of Dharamgarh village Bohli in Safidon sub-division. The complainant had alleged that Mr Yadav had used his official vehicles for personal purposes. The complainant had also alleged that the former SP had prepared fake bill of repair of these vehicles and accordingly got reimbursements. Earlier, the then Deputy Superintendent of Police, Safidon sub-division, conducted an inquiry into the allegations and found that the complaint was correct, following which, the FIR was lodged against the IPS officer. The Chief Judicial Magistrate of Jind had earlier issued warrants against Mr Yadav two months back. During this time he did not appear before the court. Yesterday morning he was taken to a local hospital for a medical check-up and subsequently produced before the court of Mr Sukaram Pal Singh. The court rejected his interim bail and remanded him in judicial custody till December 22. Mr Yadav has been under suspension by the Gujrat Government for the past two years. At the time of suspension, he was posted as DIG, Ahmedabad. When he was produced before the court of the
CJM, Mr Yadav told reporters that political vendetta had led to the case being framed against him. He said: "the Haryana Government has framed false charges against me as I had arrested Mr Ajay Chautala and Mr Abhay Chautala at Sirsa". "I was posted as SP at Sirsa at that time", he added. He also alleged, "My life is in danger from the Chautala's". |

Now stage-carriage permits for private bus operators Chandigarh, December 19 A decision to this effect was taken at a meeting of the state Cabinet here today. Under the scheme, 2073 stage-carriage permits would be granted for five years on over 700 routes all over the state. These permits would be offered to the general public, existing as well as new societies and other firms and companies. The permits would be given to full-body buses as well as mini buses having 30 to 35 seats. The passenger tax, to be charged on a lump-sum basis, would be Rs 16,000 per month for a large bus and Rs 9,600 for a mini bus. The Cabinet also decided that the rate of Tax applicable under the Local Area Development Tax (LADT) Act on petroleum-based fuel or petroleum products would be identical to the rate applicable on such products under the VAT Act. This was done in view of the adverse affect on local trade and industry of different rates of tax. The Cabinet also approved a modified definition of petrol and diesel to eliminate any possibility of tax evasion owning to different nomenclatures used for same or identical products. The Cabinet also approved the draft Punjab Courts (Haryana Amendment) Bill, 2003, to amend the Punjab Courts Act, 1918, for changing nomenclatures of Civil Judges. It was decided against bringing any legislation for checking the menace of copying during examinations. It also approved an amendment to the Haryana State Prosecution Legal Service (Group B) Rules, 2001 to reduce the minimum age from 24 years to 21 years and to do away with the condition of minimum two years’ experience at Bar for recruitment to the post of Assistant District Attorney. The Cabinet decided that its notification regarding the restoration of commuted value of pension after 15 years from the date of retirement or the actual receipt of commuted amount would be effective from March 4, 2003, instead of January 1, 1996. It also approved the recommendations made by the high-powered officers committee to remove pay anomalies arising out of the revision of pay scales in various government departments with effect from January 1, 1996. The Cabinet approved a proposal of the Haryana Industrial Training and Vocational Education Department to transfer a plot of land behind the playground of ITI, Gohana, to the Public Health Department for the construction of a boosting station as per an announcement made by the Chief Minister. The cost of this land is over Rs 9.44 lakh. |

HPSC to fill gazetted posts in boards, corpns Chandigarh, December 19 A note accompanying the state administration's request to Raj Bhavan for promulgamation of the ordinance said the state government had accepted the request of the Power Utilities to authorise the HPSC to make recommendations for making appointments against the posts of SDE and other gazetted positions. "These posts are to be filled urgently and the HPSC can be authorised to make recommendations to fill these and some other similar posts in various corporate bodies by amending the existing enactment on this subject. Since the state legislature is not in session and a session is unlikely to be convened immediately, the amendment to the Act is proposed to be carried out by promulgating an ordinance under Article 213(1) of the Constitution of India". The amendments, which were approved by the Cabinet at a meeting here on November 22, came into effect on December 11 with the mandatory approval of Raj Bhavan. The Haryana Public Service Commission (Additional Functions) Amendment Ordinance, 2003, defines corporate bodies as the Haryana Electricity Regulatory Commission, Haryana Vidyut Prasaran Nigam Limited, Haryana Power Generation Corporation Limited, Uttar Haryana Bijli Vitran Nigam Limited, Dakshin Haryana Bijli Vitran Nigam Limited and any other corporation or a company under the administrative control of the state government. The ordinance added the HPSC would make recruitment only to posts that carry an initial pay of Rs 8000 or above. However, the commission would not engage itself if anyone was to be recruited for six months or less. The commission would neither recruit the Executive Officer of a municipal committee under the Haryana Municipal Act, the ordinance stated. In a related decision, the state Cabinet, today empowered the Haryana Staff Selection Commission for making recruitments to Class III posts in the state public sector undertakings, boards, corporations, local bodies and cooperative institutions. Reacting to the state government step, Mr Bhupinder Singh Hooda, Leader of the Opposition in Haryana, said it was borne out of Chief Minister Om Prakash Chautala's plan of filling vacancies in boards and corporations "by illegitimate means". "The recent directive of the Supreme Court to order a CBI probe to the in recruitment of JBT teachers was a pointer to this fact", Mr Hooda said. |

Vote-bank politics encourages encroachments Rohtak, December 19 The trend triggered by similar encroachments in towns is spreading like a virus. Though the district administrations launch aggressive campaigns from time to time to get the encroachments vacated, there has been no improvement in the situation. This is mainly because unlike in towns, the sarpanches and panches are reluctant to annoy encroachers since the margin of victory in panchayat polls is so low that even one annoyed family can tip the scales against them. What generally happens is that the task of clearing the occupied areas is left to the panchayats. However, more often the panchayats send false reports to the authorities that the encroachments have been cleared. If the administration happens to notice that the situation is otherwise, the stock reply is that these are fresh encroachments and will be removed in due course. The most affected are villages with Punjabi-speaking migrants who settled here after the partition. Since, they have migrated to the towns, the common areas around their dwellings are occupied by members of the dominant communities. In Rohtak district
Gugheri, Bainsi, Chandi and Madina are prime examples of vanishing public property. A similar situation exists in other districts too. The first to be occupied were open spaces around village wells. With the advent of piped water supply, these wells fell in disuse. Unscrupulous villagers living near the wells were quick to grab the land around these first by tying their cattle there and later fencing the area. Likewise, the ring roads or phirnis built at a great cost by the government around the villages to provide easy access to all residential areas in the villages have become narrower with the passage of time. Villagers are now using the roads for tying cattle. In many villages, residents have built permanent mangers effectively reducing the width to half. However, the most malicious encroachments are around the cremation grounds. The areas are now being used for preparing and storing cow dung cakes by families who have blocked entry to these spaces to other villagers. Several villages now have extremely narrow approaches to cremation grounds. The village ponds so crucial for rural lifestyle are also shrinking. The modus operandi in this case too is the same – first tether cattle and then raise structures. The smaller ponds cause much inconvenience to the cattle in summers. However, human greed is taking precedence over cattle health. Villagers say they themselves cannot object to these encroachments as this will certainly mean provoking a neighbour. They want the panchayats to do the job. |

Nurse arrested at Bahadurgarh Chandigarh, December 19 Dr B.S. Dahiya, Director-General, Health, said here today that a team of health officials accompanied by the police raided the residence of ANM Santosh Hooda, and seized a huge quantity of medicines meant for free distribution among poor patients. The raid was conducted following complaints against Mrs Hooda, who was working at the Parnala health sub-centre. The team also seized equipment for terminating pregnancy. It also found many women patients at the clinic-cum-residence of the accused. Dr Dahiya said all Civil Surgeons had been directed to identify officials engaged in illegal medical practice and take action against them. He said a special task force also caught Dr Meena Taneja, owner of the Meena Taneja Maternity and Diagnostic Centre, Bahadurgarh, while allegedly conducting a sex determination test on a 14-week pregnant woman after receiving Rs 1,450 from her. Dr Taneja allegedly performed ultrasonography on the woman, who was a decoy patient. The doctor did not issue any receipt. Dr Dahiya said 20 cases had been registered so far under the Pre-Natal Diagnostic Technique Act and 40 ultrasound machines sealed. |

BJP welcomes SC decision on schoolteachers Sirsa, December 19 Replying to a question in reaction to Leader of Opposition Bhupinder Hooda’s demand for resignation of the Chief Minister, the BJP leader said that by accepting the resignation of BJP leaders, accused of corruption, Prime Minister Atal Bihari Vajpayee had set a code for others to follow. To another question about difference of opinion on the Central and State BJP leadership over the INLD, Prof Ganeshi Lal said that the Haryana BJP was performing the role of the watchdog by extending support to INLD. However, the statement of BJP’s central leadership was based on the attitude of the INLD MPs in Lok Sabha. Patton tank installed at War Heroes Ambala, December 19 Mr Gautam said not only would this tank be a reminder of the triumph of the Indian Army over the Pakistani forces, but would also epitomise the bravery of our soldiers. The tank was earlier placed at the Ambala City bus stand. Later, it was shifted to a HUDA park in Ambala City from where it has been shifted to the War Heroes Memorial Stadium. Sudan not to make vulgar programmes Ambala, December 19 Talking to mediapersons in Ambala, he said that he would never shoot an episode or a music video displaying vulgar scenes. Sudan, who hails from Ambala, said that he had worked as an assistant director in Punjabi films as well as Hindi films, including “Gadar”. “I have directed ‘Saas Bhi’ and ‘Shaka Laka Boom Boom’,” he added. A resident of Baldev Nagar, Sudan said that he joined Bollywood after resigning from the Air Force. “I was enamoured of this field. So, I started work as an apprentice. It was very hard work,” he said. He observed that those who struggle were not properly treated. In Chandigarh to shoot a music video, he said that he had shot two songs of the music album Desi No.1. We are working for Universal, which has till now worked with Daler Mehndi and Malkit Singh,” he said. “I got special camera from Mumbai for the shooting,” he added. Sudan has studied in Government School, Baldev Nagar, and then he did a course in electronics from ITI, Ambala City. Thereafter, he joined the Air Force. He did his BA from Kurukshetra University through correspondence. To a query, Sudan said that there was no interference of the underworld in serials. He lamented that people in North were not professional towards their work and they did not reach in time. “The important lesson which I have learnt in Mumbai is not to rely on anyone for work. One must gain expertise to handle any situation,” he said. J.B. Civil-military liaison conference held Ambala, December 19 The Deputy Commissioner, Ambala, Mr D.D. Gautam, and the Sub Area Commander, Brig D.C. Katoch, jointly chaired the conference. Senior district administration and Army officials were present on the occasion. The issue of drainage in Ambala Cantonment was discussed. Mr Gautam said a Rs 3-crore project had been drawn up to widen Gurguria nullah. The Army officials raised the issue of traffic bottlenecks near the railway station and the main bus stand. Mr Mohammad Akil, SP, suggested that autorickshaws should be allowed to be parked within the periphery of the railway station so that passengers did not have to hunt for a vehicle after disembarking from trains. He also asked the Roadways official to issue challans to bus drivers if they stopped their vehicles on the main road instead going to the main bus stand. The progress of the Kali Paltan bridge was also discussed. The Chief Works Engineer, Col Puneet Sethi, said the work was ahead of schedule and it would be completed by next February. Other issues discussed in the meeting included encroachments in the Army area, construction near ammunition depot, increase in water supply to the Army area and problems of power in the cantonment area. |

Call to declare holiday on Mahavir Jayanti Ambala, December 19 Mr Ajay Jain, general secretary of the Citizen Council, Ambala Cantonment, in a statement said here today that Lord Mahavir had conveyed the message of non-violence to the people throughout the world. When she did not come back the family started searching for her in the village. When they were crossing near a “kachha kotha” in the village, they heard the sound of her crying. When they entered the ‘kotha’, they found that a resident of the same village, Jaswant, was attempting to rape her. They caught the accused on the spot and handed him over to the police. |

in village clash Hisar, December 19 According to the police, Satpal, his brother Harpal, his wife Guddi and brother’s wife Dhanno Devi were working in the fields last evening when Dharm Raj, a resident of the same village, and more than a dozen of his associates suddenly attacked them with sharp-edged weapons and sticks. They allegedly slit the throat of Sat Pal, who died on the spot. Harpal, Guddi and Dhanno received serious injuries in the clash. The assailants fled the spot after the incident.
