Dengue — prevention is the best option
Tribune News Service

Chandigarh, July 18
With some suspected dengue fever cases being reported in the region, Fortis Heart and Multi-Specialty Hospital, Mohali, today outlined precautions and health safeguards citizens of the region should take to prevent the diseases.

  • Keep the area around you clean and dry. Ensure that there is no water in unused water-coolers, old tyres, flower-pots etc.
  • The dengue mosquito bites in daytime. Make sure that you are adequately protected from mosquitoes.
  • Cover your arms and legs and wear loose fitting cotton clothes.
  • In case nose bleeding starts, hospitalisation is a must.

Dr Bela Sharma, Consultant, Internal Medicine, Fortis, says, “Dengue is a viral fever and is spread by the aedes aegypti and aedes albopictus mosquitoes. It is also known as break bone fever because of the severe body aches. Dengue has a short incubation period — usually two or seven days. The symptoms of the disease include a sudden, high-grade fever, severe headache, nausea and vomiting, loss of appetite, rash and deep muscle and joint pains.

“The rash usually shows up three or four days after the start of the symptoms and begins on the torso, spreading out to the face, arms and legs. Dengue becomes dangerous if haemorrhage starts — external or internal. Nose bleeding is one of the main symptoms of dengue haemorrhagic fever. With dengue haemorrhagic fever the blood cells are crippled and bleeding starts in gums, the skin or the intestinal tract.

“With the shock syndrome, blood pressure drops precipitously. As a result blood fails to meet metabolic demands of the cells in the body. Hospitalisation is a must in case such a complication occurs. Diagnosis is clinched by ELISA or RT-PCR test. Treatment is symptomatic, as there is no vaccine for dengue as yet. Dengue is not always dangerous as it is generally present in the milder form, but one needs to get worried if bleeding starts.

“Prevention is the best option in case of dengue. The aedes mosquito likes to bite in the morning and afternoon, often indoors or in the shade. During daylight hours, in areas where mosquitoes are present, keep your hands and legs covered. You can wear loose fitting cotton clothes to remain cool in this hot weather. The aedes mosquito likes to breed in relatively fresh water such as may be found in water-coolers, empty tyres, flower pots, etc. Make sure that the area around your house is kept clean and dry.

PUDA not to give licence to Mohali MC chief’s company
Tribune News Service

Mohali, July 18
The Punjab Urban Planning and Development Authority (PUDA), has reiterated its decision not to give licence to a company of the Mohali Municipal Council President to develop and sell prime land in Mohali. While an appeal filed by the company against PUDA’s earlier decision is scheduled for hearing with the Secretary, Department of Housing, Mr K.B.S. Sidhu, tomorrow, the Chief Administrator, PUDA, Mr A.S. Chattwal, has clearly stated that the authority will stand by its decision not to grant the licence.

PUDA’s stand is likely to bring it into direct confrontation with the Minister of Housing and Urban Development, Mr Raghunath Sahai Puri, who had in a highly controversial decision taken in October, 2003, gone out of his way to grant permission to the company — Janta Land Promoters Limited (JLPL) — to change the land use of over 120 acres in Mohali. The company, owned by Mohali Municipal Council’s President Kulwant Singh was, however, refused a license by PUDA on June 15, 2004.

Upholding these reasons, the reply filed by the CA, PUDA, to the Secretary dated July 2, 2004, states: There were grave deficiencies in JLPL’s proposal. “...the competent authority was completely justified in rejecting the application of the appellants (JLPL). It is once again reiterated that the application was not only incomplete but also has serious flaws with regard to not only the connectivity with the adjoining areas but also basic defects which would at a later point of time turn the proposed colony into nothing better than a slum,” stated the reply.

The Punjab State Industrial Export Corporation (PSIEC), which had been asked to provide connectivity to the proposed colony by the JLPL, has also made it clear that its connectivity will cost the JLPL Rs 83 crore. Besides this the JLPL will also pay for the maintenance and upkeep of PSIEC roads and infrastructure being used buy the developer. Sources in the PSIEC pointed out that the PSIEC would be using the money earned from the developer on setting up better industrial infrastructure in Mohali.

Through the minister’s orders, the JLPL was allowed to buy large tracts of land already notified under the Punjab Regional and Town Planning and Development Act, 1995, as the Local Planning Area, (LPA), SAS Nagar, meant for the expansion of Mohali. The land also falls within the periphery controlled area of Punjab. The minister allowed the changes despite being advised against it by both the then Secretary of his department, Mr G.S. Sandhu, and the then Chief Administrator (CA), PUDA, Mr Suresh Kumar. Both had made it amply clear, in writing, that the change of land use should not be permitted.

PUDA’s latest reply also points to the fact that 12 acres out of the 120 acres for which land use change was allowed by the minister belongs to the Forest Department and the JLPL has not procured the necessary permission from the department to use forest land for private commercial ventures. Also some part of the land that the JLPL proposes to develop is in fact owned by the PSIEC on which the JLPL has no control.
