Deemed varsities
befooling students WITH the University
Grants Commission (UGC) declaring that the off- campus study centres
being run by two deemed universities-Rajasthan Vidyapeeth, Udaipur,
and Institute of Advanced Studies in Education, Sardarshahr, were
running without the mandatory approval, the future of hundreds of
students enrolled at these centres across Himachal Pradesh is at
stake. A letter no.F-1-3/2004(CPP-1) dated June 8, 2004, written in
response to a communication sent by the Students Federation of India’s,
Shimla faction, clearly states that while these two institutes have
been declared deemed universities under section 3 of the UGC Act
,1956, they could run the said courses at their own headquarters and
no off-campus centre had been approved by the UGC. While this has put
at stake the future of thousands of students across the state
receiving vocational education in various streams like art and craft,
homeopathic and para-medical courses, even those having obtained their
degrees have little scope of procuring employment. It is learnt that
there were as many as 24 institutes running art and craft courses and
five running para-medical icourses. In Solan two institutes running
various courses in homeopathy and art and craft as well as paramedical
sciences affiliated to the two institutes have been taking students
since the past few years. Interestingly, another institute, Maa
Saraswati Institute of Paramedical Sciences running at Nalagarh
suddenly closed its operations last year in September leaving the
students in the lurch. A case of 420 was later registered against it
by the students. students of Himalayan institute of Art and Craft and
Paramedical Sciences supposedly affiliated to Sardarshahr Deemed
University have spent more time on the road in the past one year ,
trying to get an NOC from the state government after the latter
refused to grant it recognition as the legal department found the Another institute, Solan Homoeopathic Medical College
and Hospital , is operating as an off- campus centre of Rajasthan
Vidyapeeth, Udaipur. its case for recognition was rejected by the
state government due to lack of infrastructure by a government
committee. it had sought permission from the central council of
homeopathic medicine, Government of India, bypassing the mandatory
state government’s approval. Not only this it has increased its
seats without the necessary approval. In yet another case as many as
19 nodal centres were opened by a Chhattisgarh-based Shri Rawatpura
Sarkar Deemed University in the state. Inquires later revealed that
the said centre had forged the signatures of the director, education ,
in May 2003 and had sought an NOC from the deputy director (education)
to open study centres. Now with a view to tightening its noose
around such private institutes running vocational education courses,
the State Council of Vocational Training (SCVT) has initiated a
process of streamlining the process. While directing these not to make
fresh admissions for the current session, the director of technical
education, Mr R.D. Pawar, has issued instructions for all such
institutes to apply to the directorate for grant of recognition. As
many as 220 institutes have already sent their case to the
directorate, revealed Mr Pawar. |

IIIT the backbone of infotech THOSE
of us in north India who have grown up on conventional engineering streams like
civil, mechanical electrical and electronics hardly know about a class
institution that has come up in Allahabad, preparing students
exclusively for the new age science — the information
technology. Like the IITs and the IIMs, the institution, called the
Indian Institute of Information Technology, Allahabad, is fully funded
by the Central Government and is ranked among the best in the country
in the field of IT. With an intake capacity of just 120 students and
teacher-student ratio at about 1:10 the "triple IT"
Allahabad, as it is popularly called, is one of the most sought-after
institutions among the All-India Engineering Entrance Exam (AIEEE)
examinees of southern states, particularly Andhra Pradesh, Karnataka,
Kerala and Tamil Nadu. And this is because it’s fee structure is
peanuts as compared to the high-profile private infotech institute of
Hyderabad opened by a corporate house. Started on August 12, 1999 with
the objective to help India enhance its technological strength in
Information Technology, it was conferred "deemed university"
status a year later. The Institute is fully residential, providing
hostel accommodation to each student. The IIIT-A edge: Being
new it is technologically up-to-date and has a sharp, cutting-edge
curricula, including system analysis and design, software engineering,
networking, management and bioinformatics. Each semester spans 15
weeks of studies that include theory courses, projects, assignments,
quiz, tutorials and term paper etc. The summer training is facilitated
by the Institute at the end of each even semester, in a leading
industrial establishment. The director of the Institute Prof M.D.
Tewari, a known expert on solid state physics, proudly claims that the
IIIT-A is the first institution of its kind in the country and says it’s
comparable with any world class IT institutions in the world. Says
he: "The institute is equipped with the state-of-the-art
laboratories with class hardware and software backed by optic fibre
backbone of LAN and WAN. The networking infrastructure consists of
CISCO 3600 router, modem and around 50 switches providing LAN and WAN
facilities to around 600 users. The institute’s strong networking
is supported with around 100 servers, 4-SGI workstations and a number
of hi-end computer for installing, testing and bench-marking. These
servers are configured to function as DNS server, staff domain
controller, student domain controller, root domain controller, file
server, mail server, gateways, firewalls on both Linux and Windows
operating system. The institute has its own web server running on both
Linux and Windows operating system." Programmes B.Tech:
M.Tech: The Institute also runs Master’s programme in (1) Bio-Informatics, (2) Intelligent System, and (3) Wireless Communication & Computer. All GATE (Graduate Aptitude Test for Engineering) qualified M.Tech students are provided an assistantship of Rs 5000 per month. Sine IIIT-A is fully residential, its hostel rooms are provided with all modern civic amenities, including personal computers in each room. From second semester each student is provided with a PC in his hostel room where he may be able to work on them for 24 hours. With broadband and library automation, the students can log on to the library from their cosy rooms in the campus. To ease fee burden on poor students the institute awards about 50 merit/means scholarships to B.Tech students, each worth Rs. 1500 per month for one year. Out of these, 26 scholarships are awarded by the institute six by the Indain Overseas Bank, five by the Allahabad Bank and two by Vijaya Bank. The Board of Governors of the Institute have allowed financial assistance to students through an ‘earn-while-you-learn’ scheme by engaging the poor and meritorious students in projects, research, teaching, lab works and other aspects of Institute’s functioning wherever possible. About 150 students benefit each year through this scheme. Placement: The institute has a superb
placement record. "This makes the students market savvy and
prepare them for quick placement. Some of the leading corporations
which have absorbed our pass-outs include Wipro, HCL, TCS, IBM,
Motorola, Aptech, Digital, Global Soft etc.", says Dr Tewari. In
fact, he is so confident about the future that he says the IIIT would
be the nerve centre of IT in the Third World. |

Indian schools
comparable with SCHOOL education in
India is as good as anywhere else, says Prof Malessa of Brandenburg
University, Germany. Malesssa frequents India to conduct classes every
now and then specialising in science and engineering. Following are
the excerpts of an interview with him. Q: What do you think of the
standard of education in India compared to Germany? A: I was
surprised to find such high standards in schools as well as in
colleges and universities. Especially, the school education in
mathematics and chemistry, in which I was interested most as a
chemist, was on the same level as it is in Germany. Chemistry, which
is more and more neglected in German schools, specially in the past
few years, sometimes seems to have a higher standard in India.
Colleges/universities are seen from the theoretical approach
comparable to German levels. Practical education in laboratories
offers better conditions in Germany. Surprising, however, is the high
degree of automisation of mechanically, at times not too costly, test
stands in colleges. Q: What is your impression of the education
system in India and how do you compare the Indian and German systems
of education? A: The system is close to the English/American
system and compatible to the systems in most industrial nations of the
world. There is the high number of women in engineering and science
departments. Additionally, the good behaviour of students (perhaps
changing in the past two years) must be mentioned. Didactic efforts of
lecturers have been intensified in Germany in the past years. Q:
And your evaluation of the Indian student in India as well as Germany? A:
I have no special experience with Indian students in Germany. Asian
students (Chinese, Vietnamese) in Germany show commitment. They
overcome cultural and lingual problems with their dedication to
work. Q: What, according to you, are the good, bad and improvable
points in the Indian education? A: Indian education is of
international level (Higher schools/colleges/universities). However,
let me repeat a question a college boy asked me: If there is good
education in India, why is Indian economy not as successful as, for
example, the Chinese? It is the Indian way of education — to aspire
for formal degrees and qualifications and not succeed in business. Is
it the Indian way of improvisation instead of fundamental organisation
as we do in Germany? I don`B4t know. But in India things are changing.
Perhaps, it is the beginning of a fundamental success in economics. |
