Tribune News Service

Chandigarh, August 5
Operating theatres on the fifth floor of the PGI remained closed for the third consecutive day today after the heavy rains led to the leakage on Tuesday. Hospital officials, through a press statement, claimed that the repair work started today.

Every year the hospital authorities and patients are put to same inconvenience during the monsoon. While the PGI, every year closes the operating theatres, officials blame the old structure for the repeated problem.

Meanwhile, to cope with the rush, the PGI is using additional operating theatres of the Department of Urology and Advanced Paediatric Centre (APC) for carrying out surgeries. The list of the patients to be operated upon has been reprioritised. While the hospital is conducting emergency surgeries as usual the worst hit are the planned and other surgeries which are being rescheduled and are being conducted on the fourth floor of the hospital by extending the timings.

As a precautionary step the hospital will conduct surgeries on Saturday as well.

The officials said operating theatres located on the fifth floor would be made functional once the repair work and fumigation was completed.

Milkha sees no medal in athletics
Our Sports Reporter

Chandigarh, August 5
Flying Sikh Milkha Singh has ruled out the possibility of winning any medal in athletics in Athens Olympics-2004. He was talking to newspersons on the occasion of the preview of a documentary film — ‘The Rural Olympics’ — to be telecast by the Discovery channel.

Mr Rajiv Bakshi, Manager, Corporate Communications, Discovery Channel, said from August 9 to 13 they were celebrating the Athens games special week. The documentary is about Kila Raipur annual sports festival.

Milkha Singh said all these years, Indian athletes could not come up well and they were not capable of winning any medal in the Olympics. During the past more than three decades, Indian athletes had not shown any marked improvement at the international level. He disclosed that before Rome Olympics, he took part in at least 30 international events. That helped him in maintaining a particular timing, speed and temperament. He said how many tournaments Anju George had played before Athens. To his knowledge very few. So her chances remained 75:25 though she had worked hard, he said.

Milkha Singh suggested that our coaches should be made accountable and after every big event like the Olympics, they could be questioned about the performance of their athletes. He said the standard of athletics had not gone up and it was pity that the Indian Olympic Association was showing no concern for the same. He said in lighter vein that if he happened to contest the elections to the president of the IOA, he might not get even a single vote as it was total politics.

On the sending of a large number of officials with sportspersons for the Olympics, Milkha Singh praised the efforts of Union Sports Minister Sunil Dutt in minimising the same. He said for 80 athletes, a maximum of 10 officials were enough. But after some days, you would find scores of officials going under the IOA nomination, Milkha Singh said.

He, however, warned the Indian athletes against use of drugs and said they must train hard to achieve results and should not resort to any shortcuts.

SDM, MLA catch cops forcing drivers to buy first-aid kits
Tribune News Service

Mohali, August 5
Two policemen were caught red-handed helping employees of a private company sell reflectors and first-aid kits to vehicle owners on the Landran-Banur road here today. Interestingly, the two were caught by the MLA, Kharar, Mr Bir Devinder Singh, and the SDM, Mohali, Mr M.L. Sharma, while they were going to Raipur village this
afternoon.

The two, according to the police, would fine drivers without first-aid kits and reflectors and later insist that they buy those from the company employees who would be sitting nearby in a car with packs of such kits and reflectors. Sources added that the policemen, in collusion with the company’s employees, were operating in the area for the past three months and had cheated hundreds of vehicle drivers of lakhs of rupees.

The three company employees, who were rounded up by the police, Om Prakash from the spot, and two others, Vinod and Gurmeet Singh, from Chandigarh, told the police that they had a permission from senior police officials to sell the kits and reflectors to vehicle owners.

According to the MLA, who was travelling with a TV channel team which recorded the whole incident on camera, said the two policemen were standing on the roadside with two other persons sitting in a Maruti Car (CHK 6555). ‘‘I had seen them before also but today I decided to stop and ask what exactly they were upto. I asked them if they had any permission to stop cars and trucks which did not have first-aid kits and reflectors. They were blank. We asked some of the truck drivers who had passed the road and they told us that the policemen would stop them and demand a heavy fine. On coaxing, they would reduce the fine and pocket the fine amount. Then they would make us buy the kits and reflectors from the persons in the car,’’ said Mr Bir Devinder Singh.

The MLA, along with the SDM, caught both the policemen — Sanjay Kumar a constable at the Majat police post and Manjit Singh, a Home Guard jawan — along with the company’s employee Om Prakash and handed them over to the police.

Sources added that the company’s employee told the police that he, along with Vinod and Gurmeet Singh, worked for a Delhi-based company called ‘Flame India’ and were operating in the area with the permission of senior police officers. The first-aid kit coasted them Rs 18 and they were selling those for Rs 200 while the reflectors were being sold for Rs 100 each.

The police said a case would be registered only after due investigations were done. ‘‘We have contacted the company’s head office in Delhi. Also senior police officers, who allegedly gave permission to sell the material, have been informed,’’said a senior police officer.

Plot allotment in green belt cancelled
Kulwinder Sangha

Mohali, August 5
A few plots allotted some years ago in the Phase IX Industrial Area here have been cancelled by the Punjab Small Industry and Export Corporation (PSIEC) as these had been carved out in the green belt. Fresh allotments now have been made in this regard.

According to sources, the allotment of plots in the green area near the waterworks had been done with the approval of a committee of the corporation.

Fresh allotment letters were sent to the persons whose plots had been cancelled. The work of handling over the possession had also begun.

Development activity being carried out by the PSIEC in the area for providing basic facilities to the owners, who had been allotted plots near the waterworks, had also been stopped. The contractors, who had been allotted the work of providing roads, sewerage, water supply, stormwater drainage and streetlights in the area, have been asked to take back the earnest money deposited by them.

The PSIEC had carved out five plots (657 to 661) in a green belt near the 120- ft-high waterworks in the area four years ago. Water supply lines were passing from underneath the area and had the allottees carried out construction on the plots, the maintenance of the supply lines would have become a problem.

The local Municipal Council had opposed the PSIEC for carving out plots in the green belt and requested the corporation to carve out plots in another area which was more suitable.

In a letter dated June 7 to the Managing Director, PSIEC, the council president, Mr Kulwant Singh, had pointed out that a master plan had been handed over to the council at the time when the Phase IX Industrial Area was handed over to it for maintenance.

According to the master plan, a tubewell, a watertank and some housing quarters were constructed in the waterworks area and the rest of it had been left as green area. The plots in question did not exist in the master plan.

Mr Arun Goel, Managing Director, PSIEC, told The Tribune today that the corporation had been making wrong allotments and this was being done repeatedly. Plots were being carved out in green belts. He said he had made a suggestion to the Board of Directors at a meeting recently that all green belts should be frozen. The board members had agreed to his suggestion. Thereafter, orders had been given to “freeze” green belts all over Punjab and no plot would from now onwards be allotted in the green belts, considered lungs of the area.
