The District Primary Education Programme (DPEP) was implemented in seven educationally backward districts of Haryana, Bhiwani, Gurgaon, Hisar, Jind, Kaithal, Mohindergarh and Sirsa with the main objective of improving efficiency in the process of production and distribution of teaching learning materials (TLM).

Besides construction of classrooms and new schools, opening of non-formal alternative schooling centres, teachers training, research-based interventions, there was provision for development of teaching learning material. The TLM was meant for guidance of teachers and not children.

Training on TLM at the district level and block level had been imparted and about 19,000 teachers in all seven districts of Haryana trained in the preparation and
use of TLM.

To meet the demand raised by primary teachers, two books "Nanhe Kadam Vigyan Ki Ore" and "Pitara Khole Ank Bole" had been written on Science and Mathematics, respectively.

The scrutiny of records in January 2003 of the Haryana Prathmik Shiksha Pariyojna Parishad revealed that under the TLM component, the parishad got printed 12.03 lakh copies of these two books, "Nanhe Kadam Vigyan Ki Ore" (6.03 lakh copies) and "Pitara Khole Ank Bole" (6 lakh copies) at a cost of Rs 2.96 crore against 18,455 sanctioned posts of teachers in these seven districts during 2000-02.

During these two years, 76,000 books were distributed. The cost came to Rs 0.19 crore. This shows that an excess expenditure of Rs 2.77 crore was incurred on publishing books more than the requirement.

Records indicated that these excess copies of TLM were got printed by creating an artificial demand on the plea that it would be provided to students too. Printing of excess TLM resulted in an expenditure of Rs 2.77 crore.

The Commissioner, Education, had ordered fixing responsibility as the demand for TLM was not checked to ascertain whether the material was actually meant for children or not, but no action had been taken as of, September 2003.

Under another scheme of providing textbooks free of cost to students under the DPEP, the Parishad requested the Controller, Printing and Stationery (P&S), to intimate the rates for printing of "Tarang" for Class-II on 70 GSM paper with a cover of 210 GSM imported Art card.

The Controller intimated that in Haryana the text books were being printed on 60 GMS white-cream woven paper with a cover of 130 GMS paper at the rate of Rs 10.50 per copy.

The parishad, however, ignoring the advice of the Controller, got 1,98,745 copies of the said book printed from the open market through a Chandigarh-based private firm on 70 GMS Maplitho paper with a cover of 220 GMS art card and paid Rs 57.60 lakh (March 2001 to September 2001) at the rate of Rs 28.98 per copy.

The test-check of records of the parishad in January 2003 revealed that the Parishad itself felt subsequently (March 2002) that the books meant for children for Class-II were to be used only for one academic session and, therefore, such high specifications of paper and cover were not desirable.

As a result it decided to get the textbook of next year printed as per the specifications given by the Controller.

Thus, by getting the textbook on 70 GSM Maplitho paper with a cover of 220 GSM Art card in violation of the specification prescribed by the Government during 2001-02 from the private firm, the parishad incurred an extra expenditure of Rs 36.73 Lakh.
