PCMS flays government
Our Correspondent

Ludhiana, February 1
The PCMS Association has flayed the “discriminatory” policy of the Punjab Government for providing benefit of four years to ad hoc/short-term service for regularisation of service of PCMS doctors. The association has urged the Principal Secretary, Department of Health, to provide this benefit to all eligible PCMS doctors on an equal footing.

In a press note issued here yesterday, Dr Hardeep Singh, state president and Dr Balwinder Kumar, district general secretary of the association, said the Sandhawalia committee had decided in 1989 to regularise all PCMS doctors who had served for four years on an ad hoc/short-term basis.

As per committee recommendations, many doctors benefited while others were denied the same. The PCMS Association has demanded regularisation of service of all such eligible doctors who had completed four years in service.

The PCMS Association has also demanded a check in undue delay in routine service matters.

DC’s warning to disc jockeys, others
Tribune News Service

Ludhiana, February 1
The district administration has warned all disc jockeys (DJs) and music system owners to strictly abide by his orders issued under Section 144 of the Criminal Procedure Code to check the problem of noise pollution. They have been directed not to play amplifiers from 10 pm to 6 am following the orders of the Supreme Court.

These instructions were given at a meeting convened here today by Mr Anurag Verma, Deputy Commissioner, which was attended by DJs and owners of sound systems and band parties.

Mr Verma told them that earlier such direction had also been given to the owners of the marriage palaces. The orders have already been publicised and stipulate that the noise level at the boundary of the public place, where loudspeaker or public-address system or any other noise source is being used, shall not exceed 10 dB(A) above the ambient noise standards for the area or 75 dB(A), whichever is lower.

No one can beat a drum or tom-tom or blow a trumpet or beat or sound or any instrument or use any sound amplifier at night, except in public emergencies.

It was also ordered that the peripheral noise level of privately-owned sound system shall not exceed by more than 5 dB(A). There shall be complete ban on bursting sound-emitting firecrackers between 10 pm and 6 am.

Mr Verma directed the marriage palace owners that whenever the marriage palace is booked by any party they should serve a copy of the orders passed by him to the person and take a receipt from him in writing. They should also inform him in writing that he will be responsible in case of any violation of these orders.

Similarly, before letting any DJ or sound system entering the marriage palace they should take down the exact name and address of the DJ system/music system owner and should also serve a copy of orders and tell him in writing that he will be responsible in case of any violation of the orders.

In case the marriage party or organisers of the function insist to continue plying these systems beyond 10 pm at high pitch and refusing to comply with the court orders the DJ/sound system owner shall be duty bound to inform the nearest police station or at Police Control Room number 100. If any violation of the orders is made then the sound instrument making such noise shall be confiscated.

The DC asked Mr Gurpreet Singh, SP (D), to sensitise all SHOs in this regard. The SHOs concerned should take prompt action on receipt of any information regarding violation of these orders. Further, the PCR teams should also be directed to conduct checking in this regard.

He also appealed to those present that as responsible citizens they should voluntarily comply with these orders so that the residents do not face any problem.

In an effort to lead by example, Satluj Club and Lodhi Club, which are controlled by the district administration, had stopped their sound amplifiers at 10 pm, he added.

Mr Verma also directed the owners of the band parties to ply the bands at the extreme corner of the roads, so that there should not be any kind of blockade of roads on the passing of the marriage parties.

He also appealed to the families who are going to celebrate marriages in future at marriage palaces to voluntarily comply with these orders and not to insist upon DJ.

The SP(D) addressing the meeting asked the band parties not to move the band in the middle of the roads and keep the distance as minimum as possible. He also told the DJ/sound owners to directly inform him on the phone in case any person continue to pressurise them to play the system beyond the fixed time.

The meeting was attended, among others, by Ms Amrit Gill, SDM (East), and Ms Anupam Kaler, Assistant Commissioner (General).
