In the first-of-its-kind move, the Manmohan Singh government has decided to introduce “Prime Minister's Awards for Excellence in Public Administration” to recognise extraordinary and innovative work done by Central and state government officers.
The awards will recognise outstanding and exemplary performance of civil servants, according to the Prime Minister's Office here.
The contribution of officers towards implementation of schemes and projects, efficiency of public delivery system, tackling corruption, reform of procedures and strengthening institutions will be taken into account while deciding the awards.
Innovation in dealing with crisis, stakeholders’ needs and involvement, extraordinary performance in dealing with crisis situations, including natural disasters, and setting high standards of service and exhibiting leadership qualities will be assessed in making the selection.
An expert committee, chaired by the Secretary (Personnel), comprising other members, including eminent persons from outside the government, will scrutinise the application forms and recommend at least 25 civil servants to an empowered committee.
The PMO said the empowered committee would be chaired by the Cabinet Secretary.
It would also consist of the Principal Secretary to the Prime Minister and eminent persons from outside the government to scrutinise the nominations and recommend the name of awardees.
Eminent persons on both committees will be selected by the Prime Minister.
The last date for receiving nominations will be July 31 and the awards will be announced on the following Republic Day.
