Hooda gets first-hand
experience of EDUSAT
Panchkula, September 13 His day in the city began with a visit to the studios of EDUSAT at the District Institute for Education and Training (DIET) where he got first-hand experience of the functioning of the programme. On his itinerary was quizzing teachers in various districts of the state about the benefits of EDUSAT, attending a lecture on celebrated English poet William Wordsworth as also interacting with students, the real beneficiaries of the programme. At the studios of the EDUSAT programme, Mr Hooda interacted with the teachers in governments schools at Chiri and Rohtak through the two-way audio-visual system of EDUSAT. In reply to a question, he was informed by the teachers that the introduction of EDUSAT had made learning interesting for the students. To another question from the Chief Minister, the teachers appreciated the introduction of the semester system while another one complemented him for taking revolutionary steps for promotion of education. The Deputy Chief Minister, Mr Chander Mohan, and the Education Minister, Mr Phool Chand Mullana, also interacted with teachers of government schools in Panchkula and Ambala through EDUSAT. The Chief Minister attended a lecture on William Wordsworth by an English lecturer, made available through satellite to government colleges of Panchkula, Jhajjar, Barwala, Hisar, Tohana, Loharu and Gurgaon. He also saw how students put questions to the lecturer who was in the studio at the DIET, Panchkula, and got prompt replies. During his visit to the Government College, Sector 1, the Chief Minister sat with the students in a classroom to listen to a lecture being beamed through EDUSAT. He expressed satisfaction over the introduction of the programme. Mr Hooda said he had urged the Prime Minister, Dr Manmohan Singh, to visit the state to formally launch this programme. The Financial Commissioner and Principal Secretary, Education, Mr.
R.S. Gujral said the education programme would be implemented in a phased manner to cover 9000 primary schools for the subjects of English, mathematics, general science and general knowledge. It would have two independent channels of science and arts for 1250 senior secondary school. The programme would also cover technical institutes and benefit government and aided colleges with the help of the Indian Space Research Organisation. The project would cost about Rs. 1.50 crore. He said at present, it was covering 62 government colleges and 154 senior secondary schools on a trial basis. He said the two ongoing trial channels would be stabilised within a month and three channels would be functional in a year. Mr Gujral stated that all resource persons teaching the students through the system would be government teachers and would be trained in their tasks. The scripts of their lectures were evaluated before they were permitted to deliver lectures at the studio. The Higher Education Commissioner,

Violations galore at Hansraj Public School
Panchkula, September 13 The school authorities, unmindful of the bylaws of the Haryana Urban Development Authority (HUDA), have gone ahead with allotting rooms to resident students without the mandatory occupation certificate. The school authorities possess a partial occupation certificate for the hostel building, given in 2003 after the hostel building came up and a part of it was occupied. At present, the hostel, the mess, the principal’s residence and a guest house are all housed in this building, yet to get the nod for safety from HUDA. Sources in HUDA said after an applicant applies for a completion certificate, a team of the department carries out an inspection of the area, for which everything has to be according to plan. However, before the inspection, the school will also have to demolish temporary structures inside the premises, made for its employees. Also, the construction of the first floor of the building above the nursery block and activity room is under way. No plan has been approved by HUDA for this new construction. Sources in HUDA said the last plan of the building including the hostel, was approved sometime in 2001. The SDO in charge in HUDA confirmed that the school authorities were constructing the building in violation of HUDA bylaws. “We have given them a notice so that they can rectify their folly and apply to us for approval,” he said. The Principal, Mr Vijay Sharma, said he was not aware of the fact that he had to apply for plan approval afresh. “I presumed that the plans had been approved once and for all. I did not know that I needed to apply again. We have now applied for building plan approval,” he stated. |

Roll number row: student given assurance
Panchkula, September 13 Sanjeev claimed that he and another of his classmates, Manu Mehta, had a fight in class on September 5 after which they were asked not to come back to class by the school head. “We did not go to the school after the fight but came to the school to get our roll numbers. The Principal, however, asked us to give Rs 5000 if we wanted our roll number. I don’t know how Manu managed to get his roll number but I was not able to manage the amount. When I came again with an amount of Rs 2500 the school authorities refused to concede and turned me away,” the boy alleged. His mother, who had brought Rs 5000 today, alleged that they were being forced to give the money because they did not want their son’s year to be wasted. While all this was on, the Deputy District Education Officer, Ms Nisha, came for a routine round at the school. When she was apprised of the matter, she sought an inspection of all records and asked the Principal why she was demanding Rs 5000 for the release of the roll number. The Principal reportedly told her that the boys had to be rusticated from school after the fight. The Deputy DEO also inquired while the rustication had not been brought to the notice of the Education Officer in the district and the Principal was asked to explain why she was charging money. She assured the boy and his mother that they would not be made to suffer for the school’s fault and that Sanjeev would appear for the examination scheduled for tomorrow. |

Chandigarh, September 13 Music days at Strawberry Fields Kindergarten have always had a traditional old world charm about them. When everyone else seems to be besotted with film music and tunes, they have stuck to the conventional rhymes set in forms which retain purity, best exemplified through the piano. The music days are a mere extension of the daily lessons. Sans make up and costumes, wearing just smiles these little Lower KG students, stand tall as they recite their poems to an audience which comprises their parents. |

Chandigarh, September 13 The event was organised with a view to selecting talented students from the college, who will participate in the forthcoming Youth Festival, scheduled to be held in the college in October. More than 100 students took part in the competition in various activities, including declamation, poetry recitation, folk songs and quiz etc. |

Later, the management of the college also felicitated Prof Sobti on his appointment to the prestigious position of Vice-Chancellor of the university. Bhushan Industries power:
HC dismisses pleas
Chandigarh, September 13 In his petition, Mr Brij Bhushan Singhal, Chairman of Bhushan Industries, had prayed for setting aside of the orders of framing of charges against him in the case. The CBI court is hearing a case pertaining to the role of seven officers of Bhakra Beas Management Board (BBMB) and the UT Electricity Department in facilitating theft of power by Bhushan Industries. Some time back, the High Court had restrained the CBI court from continuing with the placing on record of the evidence. Charges had been framed against the seven officials of the BBMB and the UT Electricity Department for allegedly facilitating theft of power. The CBI filed the chargesheet in February 2001 and the case was transferred to the CBI Special Court in November 2005. On December 14, 1993, the CBI had booked the officers, V.K. Mahendru, XEN, UT Electricity Department, Mangat Pal Gaur, Junior Engineer, BBMB, Tarsem Lal Aggarwal, Junior Engineer, UT Electricity Department , Brij Bhushan Singhal, MD of Bhushan Industries, Harjinder Singh Brar, Assistant Executive Engineer, UT Electricity Department, Deepak Chopra, Commercial Engineer, UT Electricity Department and Jagir Singh, Sub-Station Engineer, BBMB, under the Prevention of Corruption Act and various sections of the Indian Electricity Act for causing loss to the government by allowing the Bhushan Industries to be consumer of power through a feeder with the meter installed at the BBMB sub-station, Industrial Area. While framing charges, the CBI Special Judge had observed that the accused had connived to do an illegal act by wilfully and fraudulently preventing the meter from registering the correct reading and allowing theft of electricity from D3 feeder, BBMB sub-station, Sector 28, thereby causing loss to the tune of over Rs 3 crore to the UT Electricity Department. |

Release amount due to Prof Puri, PU told
Chandigarh, September 13 The amount is in lieu of payment that was due to Professor Puri as encashment of earned leave, interest on a portion of provident fund retained by the PU etc. After his retirement, the PU had refused to release the amount due to Professor Puri under various heads on the grounds that he owed lakhs to the PU for personal telephone calls made by him on his official phone and excess payment withdrawn by him for an official foreign trip. However, the PU Senate later wrote off the amount due from Professor Puri in lieu of alleged misuse of official telephone. The PU had also charged the ex-VC of having failed to submit a statement of expense incurred by him against an advance of Rs 2 lakh taken by him before going to the US. In 2004, the PU released over Rs 3 lakh of the total amount due to Professor Puri. But, in his petition, Professor Puri claimed that the PU should be asked to pay the remainder to him along with interest earned on the money. Today, the Division Bench of Mr Justice S.S. Nijjar and Mr Justice S.S. Saron directed the PU to release over Rs 2.11 lakh within two weeks of receiving a certified copy of the order. However, the PU was allowed to deduct the money in lieu of excess unauthorised amount withdrawn by Professor Puri in connection with the
foreign trip. |
