Raids on liquor vends: 19 cases of violation detected

A team formed by the District Election Officer (EO) detected 19 cases of violations under the Punjab Liquor Licence Rules after conducting raids on liquor vends in the city late last night. As many as 12 teams formed by the EO, one for each constituency, will conduct frequent raids to enforce closing time of liquor vends in the city.

Led by Ms Anupam Kaler, Executive Magistrate, Mr Darshan Singh and Mr Gurcharan Singh, Excise Inspectors, the team, along with a police Inspector and other staff, conducted the raid after 11 pm and detected violations at an L-2, near Aman Chicken Corner on Pakhowal Road, L-14, near Aman Chicken Corner, Pakhowal Road, L-2, Model Town Extension, Dugri Road, and L-14, Model Town Extension, Dugri Road, said Mr Ashok Kumar Gupta, District Election Officer.

He said another team, including Mr Rajiv Gupta, Assistant Commissioner (G), Mr Ranjit Singh and Mr Lakhvir Singh, Excise Inspectors, found violations at licencing unit Sarabha Nagar of Davinder Singh and licencing unit opposite Bus Stand of Singla and Co.

Violations were also detected at licencing unit Railway Station of Gaurav Malhotra , licencing unit GT Road Railway Station of Man Singh, licencing unit GT Road Railway Station of Amir Chand, licencing unit GT Road Railway Station of Rajiv Singla, L-2 opposite Rikhi Cinema of Manjit Singh and licencing unit GT Road Giaspura of Sukhpinder Singh by a team comprising ETO Bhupinder Gupta and Mr Inderjit Singh, Excise Inspector.

Mr Jaswinder Singh, ETO and Mr Ajay Sharma, Excise Inspector, found violations at L-2 Bus Stand of Mohan Lal Sharma, L-14 A Sabzi Mandi of Avtar Singh Bhatia, L-2 Ghanta Ghar of Rajiv Singla and L-14 A Aarti Chowk of Harish Kumar.

A team of Excise Inspectors Krishan Chand and Dewan Chand detected violations at licencing unit opposite Gate No. 2, PAU, of Babu Ram, L-2 opposite Milk Plant of Jasvir Singh, and L-2 Ferozepore Road of Gaurav Malhotra.

Mr Jarnail Singh, Deputy Excise and Taxation Commissioner, said with a view to check the smuggling of liquor, sale of liquor in bulk by the licensees, the department also made special checking due to elections and detected four cases under Section 61 (A). In these cases 168 bottles of IMFL and 36 of country liquor were recovered. A penalty of Rs 40,000 had been imposed on violators.

In addition, one case under Section 61/1/14 had been registered with Khanna Sadar police station wherein 22 cases of country liquor were recovered.

He said as per Excise Policy for the year 2006-07, private possession of two quarts of whisky (including rum and gin), one quart of brandy, beer not exceeding 7.8 BL in bottles or cans, two bottles of foreign liquor imported from abroad irrespective of size and two bottles of ready-to-drink beverages not exceeding 1.5 litre were permitted.

Liquor vends are required to adhere to their timings of opening between 7 am and 11 pm only. Sales persons at vends should not sell liquor to any person below the age of 25 years as per the Punjab Excise Rule 17(8).Besides, from 5 pm on February 11 to 5 pm of February 13 would be dry days. February 27 would also be a dry day, said the EO.

Two held for luring voters with liquor

The local police has arrested two persons for luring voters with liquor in favour of a particular candidate. Two case of whisky bottles have been recovered.

The persons booked by police were Sandeep Kumar of Habib Gunj and Rajesh Kumar of Islam Ganj, Ludhiana. A case under section 61/1/14 of IPC was registered at Division No 3 Police Station.

High drama took place in the court complex, when the police party led by ASI-Rajinder Sharma produced the accused persons before the court of Mr Ranjan Khullar, Judicial Magistrate.

A lawyer of Mr Surinder Dawar, a nominee of the Congress from the Ludhiana East assembly segment, appeared before the court and opposed the grant of bail to the accused persons till the elections were over.

The lawyer alleged that the accused persons belonged to their rival candidate - Mr Satpal Gosain, a nominee of BJP-SAD. They were making efforts to woo the voters, which was harmful for the election process.

When the Judge asked that how you relate the two matters - the recovery of liquor with a candidate - Dawer's lawyers stated that a close confidant of Mr Gosain was standing with the accused persons in the court, which made the matter clear.

The Judge ordered to send the accused persons in judicial custody up to February 23. The bail application moved by the accused persons would come up for hearing tomorrow.

Poll: Security beefed up

To boost confidence of people in view of electioneering, the circle police made elaborate security arrangements in the local town and surrounding areas of Malerkotla Assembly constituency.

About 500 security personnel from the SSB, IRB and Commando Force were pressed into service to augment safety measures undertaken by the local police.

According to Mr Rachhpal Singh Hara, DSP, Malerkotla, two companies each of the SSB and IRB and half a company of commandos had been deputed to supplement security arrangements made by the local police in view of the election process.

“Besides installing special nakas as a part of night domination, we have constituted special patrolling parties, each guided by officials of the local police,” Mr Hara said while talking to Ludhiana Tribune after supervising arrangements at police station here.

Mr Hara said four flag marches were organised to boost the confidence of residents of the local town and surrounding villages. Mr Yogi Raj Sharma , SHO, city police station, and Mr Bimal Sharma, SHO, sadar police station, led the troupes.

The circle office called upon the office-bearers of various social and political organisations to help police maintain law and order during election days.

Ex-YC chief expelled

Mr Komal Khanna, a former Ludhiana urban district youth Congress president, was today suspended from the party for his alleged anti-party activities. The suspension orders were issued by the Pradesh Youth Congress president, Mr Vijay Inder Singla, from Patiala today.

Mr Khanna has reportedly been suspended from the party at the behest of Mr Surinder Dawer, the party candidate from Ludhiana East. Mr Khanna was reportedly working against Mr Dawer.

Mr Khanna's enmity with Mr Dawer dates back to the appointment of Mr Dimple Rana as the president of the District Youth Congress after Mr Khanna was removed. Mr Khanna blamed Mr Dawer for his removal and the appointment of Mr Rana as the DYC president.

Mr Khanna could not be contacted for his reaction. However, his supporters alleged that the decision was taken without giving him any chance to present his case. They claimed the allegations of Mr Khanna working against the official candidate were false and baseless.

Personal obligations and canvassing went together for the SAD nominee for Ludhiana, West, Mr Harish Rai Dhanda, today when he met people, addressed several meetings and squeezed out time to attend two weddings and a cremation.

An early riser, Mr Dhanda wakes up at 5 am and spends two hours all by himself before coming out among people at 7 a.m. After having his breakfast, he and his supporters leave for Fauji Mohalla.

Residents in this area accord him a warm welcome and he promises he will provide all basic amenities and clean environment if they vote for him. He goes from door to door greeting the elderly and requesting men and women to give him a chance.

‘‘I will serve you not rule over you. It is time for a change. Dare and do it, ’’ he asks with a firm conviction and leaves. Some street children follow his group till he boards his car to reach Akash Nagar.

After an hour, it is time to meet residents of Azad Nagar and Vikas Nagar. It takes him around two hours and at 11:30 a.m., it is the media-savvy Dhanda at his best, giving interviews to reporters of TV channels at his house. But before that he has gargle his sour throat many a times, " It is a politician's throat ailment" he remarks.

Just after half an hour, it is time for a meeting at Mall Road. Workers are waiting for a motivating speech that has been keeping them going for the past many days. He addresses them and says only a few days are left when they would reap fruits of their hard work.

‘‘People have been wronged by their leaders. They hope against all hopes that their representatives will not fail them. But they are disappointed at the end. We have to ensure that they do not get the same feeling,’’ he says.

After spending half an hour, it’s time for him to attend a cremation of a friend's relative. From the cremation grounds, he rushes for a marriage reception. ‘‘I cannot ignore my friends even if I am busy. They can understand if I do not go but then it wont go well with me, ’’ he says.

After 1:30 p.m., it is time for lunch, readied by his cook at home. He and his supporters dig in bowlfuls of dal and sabzi along with chapatis.

The evening is even busier and he addresses 14 meetings one after the other at differenr places. He has to speak at all meetings and then “mullaithi” comes to his aid, to keep the throat going. It is 9:30 p.m. Its time for a marriage function at Kothari resort.

After waking up at 5 a.m. he bows in front of the pictures of his beloved parents and his wife. ‘‘Whatever I am, it is because of them and their blessings. ’’ he says.

Starting his day with a cup of tea and low-calorie rusk, Mr Johar starts meeting people at 6 a.m. everyday. The meetings end at around 8:30 a.m. and he is ready to meet the residents of his constituency.

He hits the road at 10 a.m. A number of people are waiting for him in the house of his supporter in Abdullapur Basti. As he enters, they touch his feet. Addressing them with their first names he asks about their family's well being. Workers give him the feedback of the area.

At 12 he visits another supporter's house who has organised a langar in Manohar Nagar. By 1 p.m. he is seen addressing a meeting at a house on Club Road. ‘‘We have done a lot for the area. Residents also acknowledge it. In fact, most of the development is visible in this constituency only. ’’ he says.

He can pass off as an old war horse but supporters of Mr Johar say he is like a camel, who can work without bothering to eat much. At Lunch time he is himself in the kitchen feeding on whatever is available. ‘‘I am not very particular about food. I can manage without it very well even on a very hectic day, ’’ he says.

At 69, he is going strong despite having undergone a knee replacement a year ago. He works for hours together to counter the work done by his younger counterpart. ‘‘How can anybody challenge me in my constituency? I remember the names of my people. We are knit so closely, ’’ he remarks to counter the propaganda of his rivals.

Besides addressing two three meetings, he attends a rally addressed by Ms Sheila Dixit, senior Congress leader at Ghumar Mandi. The evening time is booked for residents of Power Colony, Sant Fateh Singh Nagar, Model Town Extension and Bharat Nagar. It is 11:30 p.m. and it is all for the day.

“I can work even later than this. But then my family wants me to rest at night. Even when I am not campaigning, I keep meeting the people till this time whenever I am in Ludhiana,’’ he says. But the day does not end here. Many people are waiting for him at his house. Amidst serving of hot milk and tea, he chit chats with them and plans for the next day.

Fierce triangular contest in Payal

In this largely rural constituency, a fierce triangular contest is in the offing, the major players being sitting Congress legislator Tej Prakash Singh, SAD's Mahesh Inder Singh Grewal and rebel Akali candidate Jagjiwan Pal Singh Gill.

It would have been a straight fight between the Congress and the Akalis but for the rebel factor in the latter. After being denied the ticket this time, Jagjiwan decided to contest as an Independent and is giving sleepless nights to the official nominee.

Former minister Tej Prakash Singh shifted here in 2002 after winning from Jalandhar cantonment in 1997. A son of the late CM Beant Singh, he has the benefit of the goodwill enjoyed by his father and the development works carried out by him in the past five years.

Actively canvassing in the villages, he says that if elected he will look after the downtrodden of the constituency besides opening more avenues of employment for the unemployed youth of the area. More educational institutes are the need of the hour, especially those for higher and technical education, he pointed out.

Grewal, a confident of former SGPC chief Gurcharan Singh Tohra, has been fielded from here this time after he unsuccessfully contested as the Panthic Morcha candidate from Qila Raipur.

He got off to a good start initially but is facing some problems from rebel Jagjiwan who has been denied the ticket this time. Nevertheless, Grewal is confident of the win and says that he has been able to carry the party rank and file with him and has received support from the masses.

If he is elected he will focus on clean drinking water and improving the infrastructure in the constituency. Other priorities are more employment avenues for the youth who are fast becoming disillusioned and are taking to drug abuse, he added.

Jagjiwan Pal Singh, who was the party incharge of the constituency, has been denied the ticket for the second time. He is contesting as a rebel and efforts by the party high command to placate him have been unsuccessful.

The sympathy factor is biggest strength and his supporters are fanning across the constituency seeking votes for the workers whose lot is more often than not ignored in SAD. They say that hard work is seldom acknowledged and the money bags manage to get seats of their choice at the cost of the grassroot leaders.

Jagjiwan is upbeat and says that he is very much in the fight and will emerge victorious. He too is of the view that more educational institutions needed to be opened in the area which has stagnated in the past due to the political apathy of the Congress.

He is banking on the support of the dalits and the poor sections of the society and is also banking on the votes of Jat Sikhs.

Lawyers back Dhanda

The SAD supremo, Mr Parkash Singh Badal, has agreed in principle that after the practice of 10 years, every lawyer should be given the chance to perform as Notary.

These views were expressed by Mr Harish Rai Dhanda, a candidate of SAD-BJP from Ludhiana West assembly, while addressing the lawyers at court complex here yesterday. Lawyers presented him a bag containing cash Rs 3 lakhs for his election campaign.

He was given a warm welcome by Mr Shingara Singh Mangat, vice-president of District Bar Association, finance secretary Karan Singh, joint secretary Rajan Chand, former bar presidents K R Sikri, Naval Kishore Chhibber, senior lawyers Piyush Kant Jain, Pawan Ghai and G S Bal.

The office-bearers of DBA assured Mr Dhanda of all possible support in the elections. It was claimed that Mr Dhanda had worked a lot for the welfare of the legal fraternity and he deserves to be elected as MLA.

Oppn rallies a failure: Dhindsa

Terming rallies convened by their opponent party as complete failure, Mr Sukhdev Singh Dhindsa, Secretary General, SAD, claimed that the residents of the state, after coming to know about the alleged anti-people policies of the government, had started dissenting from the Congress.

Urging residents of local town and the surrounding villages to support party nominee Mr Abdul Gaffar, Mr Dhindsa accused the Congress leaders of pocketing monetary benefits at the cost of interests of common people.

“That is why the rallies chaired by Dr Manmohan Singh (Prime Minister) and Ms Sonia Gandhi were poorly attended. The Congress leaders should understand that people will not fall prey to their fake slogans now,” said Mr Dhindsa.

Mr Abdul Gaffar, SAD nominee and former Congress minister, who had been accused of opposing formation of subdivision at local town during regime of Beant Singh, assured the voters that he, if voted to power, would strive hard get the town status of section.

However, the local SAD and BJP leaders, including Mr Ashootosh Vinayak, Mr Amar Singh, Mr Hira Lal Goyal, Mr Jagwant Singh Jaggie, Mr Kuldip Singh Karwal and Mr Ramesh Chand Ghaie, focused on the death of Sham Sunder, a former councillor whose body was found from a canal about 20 months ago.

Terming the death of the councillor as a cold-blooded murder, the leaders accused the Congress nominee of shielding the suspects.
