Budda Nullah: DC asked to probe violation of directives

The International Human Rights Organisation (IHRO) today asked the Ludhiana Deputy Commissioner (DC) to investigate the violation of health, human rights and environmental laws in the case of Budda Nullah by the district administration.

IHRO Chairperson D.S Gill, in a letter to the Deputy Commissioner, said, "It amounted to criminal negligence by public servants as they have failed to prevent this violation", adding that the officials concerned seemed to be hand in glove with the offenders who polluted the water body by throwing loads of industrial waste into it.

Despite an interim order by the Punjab and Haryana High Court that no untreated effluents shall be discharged into Budda Nullah, Mr Gill said, the HC order is being flouted by the district administration as it has failed miserably to stop the dumping of industrial waste into the water body.

"The Budda Nullah is carrying this hazardous waste into the Sutlej and this polluted water is being supplied to Ferozepore, Muktsar and Faridkot areas, besides to Rajasthan through canals, not only for using it for irrigation but also for drinking purposes", adds the letter to the Deputy Commissioner, Mr Ashok Kumar Gupta.

According to the letter, copies of which have been emailed and handed over to Chief Justice Virender Jain and District and Sessions Judge Harbans Lal, this polluted water loaded with industrial effluents, has also posed a threat to migratory birds which arrive at the Harike Wetland during winter months, besides destroying the fauna and flora of the water body and its surroundings.

"We, therefore, urge you (DC) to immediately investigate the matter and get criminal cases registered against the offenders so that the order of the Hon'ble HC can be implemented in letter and spirit," said Mr Gill.

The Punjab and Haryana High Court, while taking a serious view of the report of Experts Committee appointed by the Punjab State Human Rights Commission had issued directions to the state authorities to stop the discharge of industrial effluents into Budda Nullah forthwith.

Sullage stinks as sewer gets choked
Residents fear spread of disease

Water has accumulated on a long patch along the Rani Jhansi Road following the blockage of the sewer in the area. The residents of the area said despite repeated representations made to the municipal authorities, no action has been taken so far.

The residents said today the water was continuously getting accumulated there as the sewer had not been opened. They said in case the blockade was not opened immediately, it will flood the entire area.

The movement in the area had become difficult. Besides, the stagnant water was emitting foul smell. They feared that this could even lead to the spread of some disease and appealed to the municipal authorities to ensure early repair of the sewer

Thefts on rise in New Rajguru Nagar area

Residents of the Rajguru Nagar area are a scared lot these days as there has been an increase in theft and burglary incidences in the recent past. Majority of these incidents have happened in the area adjoining Ayali Chowk, which falls under the New Rajguru Nagar Gram Panchayat.

Harpreet Singh, a resident of New Sunder Nagar, who is a faculty member at Lovely Professional University, Phagwara, today said he had found the locks of his house broken here last evening. The attempt was made in the daylight as his wife, a working woman, was also away on duty, said Mr Harpreet.

“The tragedy would have been bigger, had the thieves been inside our house when my wife entered home alone in the evening", he said.

Such incidences have become frequent now, added another resident of the area. Ms Surjeet Kaur, a widow, living alone with her daughter feared that the area was dominated by the migrant labourers, who lived here on rent.

She also said many migrants lived in groups on the vacant plots here. "To safeguard their plots, the owners had allowed them to live freely.

They have not registered these migrant tenants with the police", she said.

The area residents have also submitted a memorandum to Sarpanch Mukhtiar Kaur, Kamalpuri, to ask owners of these plots living in the to get these migrant tenants living on their plots registered with the police but to no avail.

Another resident said a few months back, an abandoned dead body of a woman was also found on a vacant plot.

Though on their own, the residents have hired a night watchman but even the days are not safe as the houses remain locked because most of the residents were from the service class.

The residents have demanded more police patrolling.

Keyhole surgery rids14-year-old of congenital problem

An innovative laparoscopic surgery was performed on Hardeep Singh of Nawanshahr at SPS Apollo Hospital for treatment of a congenital complication affecting the quality of life by Dr Arindam Ghosh, known for his work in the field of minimal invasive surgery.

Hardeep, a 14-year-old boy, was suffering from constipation since birth. His bowel movement was erratic and the boy could not have complete evacuation, even with laxatives. On investigation and biopsy, he was diagnosed to be suffering from Hirschprung's Disease (HD).

According to Dr Ghosh, normally the muscles in the intestine push out the faecal matter with the help of special nerve cells in the intestine, called ganglion cells. In persons suffering from HD, these nerve cells in the last part of the large intestine are missing. As a result muscle movement for evacuation is absent or lacking. This is a common problem among newborns in India, with more than 20 to 25 children reporting in hospitals each year with this disease.

Conventionally one operation (in two or three stages) was required to remove a part of the bowel and to restore continuity, bypassing the diseased rectum. However, Dr Ghosh, Dr Rajan Dhamathia and their team in Surgical Gastroenterology and Advanced Laparoscopic Digestive Surgery unit, undertook a complete key hole approach in a single stage for Hardeep Singh.

"The patient was given only four tiny puncture points in his abdomen. This reduced the pain, hospital stay and ensured no ugly scars, while at the same time reducing the chance of incisional hernia later."

MCPI (U) condemns train blasts

The MCPI (U) has condemned the bomb blasts in Samjhauta Express near Panipat in which 70 persons lost their lives and several got injured, many of them seriously.

Mr Jagjit Singh Lyallpuri, general sectary, and Mr Kuldip Singh, secretary of the state committee of the outfit, described the dastardly act as a result of deep-rooted conspiracy of anti-national and anti-people forces who wanted to obstruct and halt the growing process of normalisation of Indo-Pak relations. Thus, this was a crime against humanity and innocent people which had no justification at all. The leaders, while appealing to the people of Indian and Pakistan, not to get provoked by this incident and maintain communal harmony at all costs.

The expressed condolences with the bereaved families and appealed to the Centre and the people of the country to render the maximum assistance to the aggrieved families.

Blasts: Bitta blames security failure

The devastating fire that caught the two coaches of the Delhi-Attari Samjhauta Express caused by explosives speaks volumes of security failure on part of the Home Ministry, said Mr Maninderjit Singh Bitta, president, All-India Anti-Terrorist Front. He was talking to mediapersons here today.

Mr Bitta sharing his experiences after visiting the site, said he had talked to the relatives of the victims, the weak security measures taken by the government were exposed as there was no check on passengers who were boarding the train. He further said in Pakistan several checks were initiated at several stations during the journey.

Front Chief lauded the efforts and sacrifice of former Chief Minister Beant Singh who adopted stringent measures to control terrorism in the state, such measures should be adopted in Jammu and Kashmir ,Assam and other terrorist-affected states, he suggested.

Bar assn condemns blast

Blast in Samjauta Express which resulted in the  death of more than 72  innocent persons was  condemned  by the members of the  Bar Association, Jagraon, at its emergency meeting called here today.

The members observed  two-minute silent in the memory of those killed. Expressing views the members called it a  ghastly act against  humanity.
