French delegation visits PAU
Ludhiana, February 23 Dr Aulakh told the delegation members that Punjab contributes 50 per cent of total food grains to the Central pool at the national level and is known as the grainery of India for which PAU had made a major contribution. The delegation was on a one-day visit to PAU to gain an insight into the state's agricultural scenario, in general, and logistics of wheat production, in particular. The members consisted of three farmers, one journalist and a representative from sugar beet company. Revealing the demographics of Punjab, Dr. Aulakh said the state holds only 1.3 per cent of the geographical area of the country but plays a major role in providing food security to the nation. In irrigation facilities, 95 per cent of Punjab's land has assured irrigation out of which 70 per cent is achieved through tubewells. The average yield of wheat varies from 4.2 to 4.7 tonnes per hectare per year which is highest in the world. Comparing these figures with the production in France, Dr. Aulakh said though France has 7 tonnes per hectare yield of wheat every year, but it is only one crop production around the year where as in India the crop is for 150 days and most of the farmers grow two crops every year. The quality of Punjab wheat is very good and the protein content is about 11 per cent, he added. Highlighting the problems of agriculture, Dr. Aulakh cited depleting water table, lack of processing facilities for high value crops, absence of assured marketing and small land holdings as some of the major hurdles. He explained the role of PAU in educating the farmer to counter these problems. PAU has served the country through continuous efforts in transfer of technology and by producing 550 varieties of different crops. Following the interaction, the French delegation was taken for a field visit. It included Christophe De Quidt, Phillippe Merius, Phillippe Pouthe, Vincent Ricour and Phillippe Triquenot were the five members of the delegation. |

Complainant penalised for concealing facts
Ludhiana, February 23 The complainant, K. N. Dua of Faridbad, Haryana, had submitted before the forum that he had deposited Rs 500 for the allotment of a plot in 1986. After a lapse of more than 26 years the Improvement Trust failed to allot him a plot. He had further pleaded that the trust authorities were treating the amount deposited by him against his acquired plot under local displaced category(LDP), which was incorrect. On the other hand, the counsel for the Ludhiana Improvement Trust submitted that the complaint was hopelessly time-barred. It was pleaded that the complainant was informed vide letter dated December 30, 1982 that he did not come under the definition of local displaced person. So, he was not entitled for any plot. Thereafter, the complainant had moved the Punjab Government, which sent the representation to the trust. The complainant was again informed in 1992 and in 1998 that he was not entitled for any plot. Moreover, the trust authorities denied any payment by the complainant. After hearing both the parties, the consumer forum observed that this complaint was filed in January 2003, which was dismissed by the forum in December 2003. However, the complainant also had filed another complaint on same facts in May 2003, which was also dismissed in October 2005. But he concealed the fact of filing two cases on the same issue. Moreover, the forum observed that in one complaint ,the complainant had alleged that he had deposited Rs 500 for getting plot under the LDP category, as the trust had acquired his residential house, against which he was also paid some compensation. But that complaint was dismissed. The complainant in another complaint alleged that he had not deposited the amount against LDP category but for fresh allotment. The forum observed that the complainant had taken contradictory stand. — OC |
