Never before has education been so high on the agenda in Haryana, as is today to set sectoral imbalances right.

In the last two years, decisions have been taken to provide a much-desired fillip to educational activities for capacity building, quality and content enrichment.

Apart from the universalisation of elementary education, there has been a change in the quality of primary and secondary education, particularly for the girl child. This will be more visible with the execution of the Edusat project.

Similar attempts have been made to revamp higher education and more are in the offing. These include incorporation of a women's university and a science and technology university, tracking a derailed university, conceptualisation of an education city and promoting an Indian Institute of Management in the state. These initiatives are expected to train and equip human resources in the state to the growing needs and expectations of the corporate sector.

A re-look at the higher education paraphernalia leaves much to be desired as far as students' ability to live to the challenge is concerned. An inert teacher-taught ambience tends to eclipse the academic shine. This is probably rooted in impatient behaviour and expectations from either side.

Immediate attention is needed to end this inertia for a harmonious and interactive relationship. It requires a re-orientation of curricula to suit the industry's requirements and employability. A recognition and reward mechanism should be evolved for teachers to deliver. Innovative courses and a delivery mechanism are needed to promote earning while learning.

It is time for a culture of academic excellence in universities. For this, multiple initiatives should be integrated for synergic effects to harness and commercialise knowledge for the social good.

A coordinated and concerted effort is required to identify core competencies and areas for survival and growth of centres of higher learning, particularly universities.

Having identified core competencies, the focus invariably is on reflecting the universal character of universities for students' intake, curriculum designing and faculty development.

A larger industry-academia interaction should be facilitated. These institutions should promote pluralism and cross-culturism and avoid inbreeding.

In recent times, the general awareness of students has come down. The student leadership is absent from campuses. There is a need for thematic debates and declamations on current socio-economic issues on campuses.

So far, no university in the state has come forward to offer course curricula thorough e-learning and to harness the Edusat infrastructure.

Universities are expected to customise educational technologies and its delivery mechanism to keep pace with time and stay focused.

In a globalised economy, foreign collaboration with institutes of higher learning for faculty-student exchange and dual degree programmes will provide much-needed exposure and confidence.

It will not only boost the domestic institution financially, but also facilitate access to latest knowledge. This will cut short the gestation gap in teaching and learning.

The scheme to set up Jawahar Navodaya Vidyalayas (JNVs), started with two experimental schools in 1985-86, has grown to 540 schools, covering as many districts in 34 states and union territories.

At least 1.76 lakh students are on the rolls while about 30,000 new students are admitted every year.

Admission to JNVs is made at the class VI level through a test conducted in the district concerned, in which all children who have passed class V from any recognised school are eligible to appear.

The test is designed and conducted by the Central Board of Secondary Education (CBSE).

The Centre has launched a scheme to establish one JNV in each district to provide quality modern education to talented children in rural areas, to ensure a reasonable level of competence in three languages and to serve as focal points for improvement in the quality of education.

The Navodaya Vidyalaya Samiti, which runs JNVs, is an autonomous organisation under the Department of Secondary and Higher Education, Human Resource Development Ministry.

JNVs are fully residential, co-educational institutions, providing education up to the senior secondary level. Education in JNV, including board and lodging, textbooks and uniform, is free.

Reservation of 75 per cent seats is made for rural students. Similarly, the scheme also provides a proportionate representation of SC and ST students, subject to minimum national average.

In addition, 33 per cent seats are reserved for girl students. In total, 1,76,739 students were on the rolls of JNVs as on September 30, 2005.

The percentage of students belonging to SC and ST categories, girl students and those from rural areas are above national norms (15 per cent SC and 7.5 per cent ST) during 2005-06.

As on September 30, 2005, there were 20.04 per cent SC students, 14.03 per cent ST students, 34.83 per cent girls and 77.24 per cent rural students.

Thus, JNVs are serving rural students, especially girls, and SC and ST students above the national average.

Board results of JNVs have been good, with pass percentage averages generally exceeding the national pass percentage of CBSE results. In 2004, the class X pass percentage of JNVs was 91.43, compared to the CBSE national pass percentage of 76.60, and in 2005, it was 90.82, compared to 74.60 nationwide. Similarly, the class XII pass percentage of JNVs was 87.68 in 2004 and 87.08 in 2005, compared to the CBSE national pass percentage of 80.40 and 77.80 for the corresponding years, respectively.

Programmes and activities of the samiti are fully financed by the HRD Ministry. The ministry has provided Rs 812 crore (Rs 173 crore under non-plan and Rs 639 crore under plan) for 2007-08.

Pace-setting activities being carried out by the vidyalayas include interaction of teaching staff and students of JNVs with teachers and students of neighbourhood schools. Also important is the extension of computer literacy and library facilities to neighbourhood schools and participation of neighbourhood schools in sports events, cultural activities and science fairs, adult literacy, tree plantation, population education and environmental education.

Prof Pran Nath Mehra Memorial Trust, Patiala, has conferred the Young Scientist Award for 2006 upon Reader, Department of Botanical and Environmental Sciences, Guru Nanak Dev University, Satwinderjeet Kaur.

The award has been conferred in recognition of her significant contributions to the fields of anticarcinogenesis and chemoprevention through the use of Ayurvedic medicinal plants. This is a rare honour bestowed on the teachers for outstanding research in plant sciences. Satwinderjeet Kaur had also been awarded BOYSCAST (Better Opportunities for Young Scientists in Chosen Areas of Science and Technology) Fellowship.

5 campus placements

For the first time in the university, five students of M.Sc (Physics) got placements in different companies through campus placements. Akash Institute has selected two second-year students-Satinderpal Singh and Sanjeev Kumar-at a salary package of Rs 3 lakh per annum. While three first-year students-Priya Miglani, Nitika Mahajan and Gurpreet Kaur-have been placed in Infosys, a prestigious multinational IT company, at a salary package of 2.70 lakh per annum.

Vermi-composting and organic farming courses

The university would soon start short courses in organic farming and vermi-composting for the benefit of the students of the region. This was disclosed by Prof Amarjeet Singh Sudan, Head of the Department of Botanical and Environmental Sciences, while observing the World Earth Day here recently.

He said the department was already engaged in promoting biodiversity conservation, vermi-composting, rainwater harvesting, etc.

The scientists and other intellectuals present on the occasion also expressed concern over global warming, air pollution, loss of biodiversity, depleting groundwater table, deforestation, etc., which are creating environmental problems. Our ancient literature teaches us to respect all natural resources as gods and earth as mother, they said while stressing the need for redressing environmental problems in Punjab by promoting eco-friendly technologies.
