Task before new VC
Ludhiana, May 1 To be a vice-chancellor of Punjab agricultural university is a big honour as the university has enjoyed the international reputation for its achievements in the development of agriculture in Punjab and the country as a whole. The PAU has the credit of not only wiping out the food deficit of the Punjab but also the entire country since the state has been making a contribution of 60 per cent wheat to the central pool and a similar contribution for rice to the central pool. The immediate task before the new vice-chancellor is to continue with the steps taken by his predecessor, like maintaining the academic discipline and tempo of research, teaching and extension education activities. Dr Kang, with his experience of working in an American university, should be able to introduce new things to make improvements in the existing system of the university. Dr Kang may be aware that the PAU was set up on the pattern of Land Grant College of Ohio State University of the USA and he will not face any difficulty in bringing the desired changes in the system. The economy of the state is going from bad to worse. The immediate need is to put the agricultural economy back on the rails. This is an uphill task for the new vice-chancellor, who has worked in laboratories of US universities. No doubt, the PAU is faced with severe financial crunch and Chief Minister Parkash Singh Badal might have assured Dr Kang that the state government would extend all financial help to the university in meeting its financial needs. But the vice-chancellor will face bureaucratic hurdles in getting the finances from the state government. The PAU is a state-funded university and needs funds badly and immediately. Besides, maintaining the discipline on the campus and ensuring the participation of the faculty in the research, teaching and extension activities of the university, the vice-chancellor will face political interference, which will cause troubles for him. The university is going to witness a big drain of senior faculty as a large number of posts are going to be vacant due to retirement of certain functionaries. The post of dean, postgraduate studies, has already fallen vacant. Director (research) Dr B.S. Dhillon is going to retire on June 30. Registrar Dr V.K. Sharma will also retire on September 30 and the dean, College of Agricultural Engineering, will retire on October 31. All these posts call for recruitment of competent men who can lead university and help in meeting the challenge of reviving the falling agricultural economy of Punjab. The vice-chancellor may face political pressures while filling up these important posts. Dr Kang may like to review the personal promotion policy of the teachers under which promotions are made automatically after a gap of few years. The teachers become complacent and avoid working in the fields as they know they will get promotion after a fixed period. The above all, the new vice-chancellor will have to check the interference of outsiders as has happened in the case of opening of the university gate towards Kitchleu Nagar, which compelled Dr Aulakh to quit. |
