Professor Beating Case
Production warrants issued against main accused
Shivani Bhakoo
Tribune News Service

Ludhiana, May 2
Judicial Magistrate Manoj Kumar Singla today issued production warrants against main accused Gurvinder Singh 'Vicky' in the Prof Kamal Kishor assault case for May 3.

The warrants have been issued following an application moved by police officials with the plea that the accused was wanted in 323/353/186 (bailable) and 333 (non-bailable) of IPC.

With the arrest of the main culprit Vicky, a resident of Jamalpur village, the teaching community has heaved a sigh of relief. Three other students involved in the assault case of Prof Kishor at Arya College on April 28, are still absconding.

Before his arrest, the evaluation process at GGN Khalsa College here was halted today for about 15 minutes as teachers held a protest against the police inaction to bring the culprits to book even after 48 hours of the incident. Over 50 teachers from both government and private colleges gathered at GGN College to suspend the evaluation duties.

Prof Jaipal Singh, president of the Punjab Government College Teachers Association, said it was due to the pressure put up by the teaching community that the main accused had surrendered in the court. He said with his arrest, the teachers had decided to postpone the agitation for the time being as several hundred students would suffer if they boycotted the examination and evaluation duties.

Prof Ashwani Bhalla, general secretary, Punjab Commerce and Management Association (PCMA), on behalf of teachers has requested the local Senators of Panjab University, Chandigarh, to take up the matter of providing proper security to the teachers on examination and evaluation duties.

Expressing concern over such unruly incidents, the teachers also said that the university insurance cover needed to be amended at the earliest. As per the cover, the teachers of non-government colleges were given Rs 1.5 lakh as insurance claim while government teachers were given Rs 1 lakh by the university and Rs 50,000 by the state government.

"But this was in case of death and not injury. The university must also bear the expenses of a teacher who is injured while performing his duty. By asking a certain college to bear the medical expenses, the university is trying to wash its hands off. We have no rivalry against the students, faculty or management of a particular college, at the same time it is the duty of the college to see that no such incident takes place with an outsider examiner. This has happened for the third consecutive year at Arya College. The problem of student misconduct is serious, which needs to be taken care of by the authorities concerned", said Prof Jaipal.

On April 28, Prof Kamal Kishor, a senior lecturer of SCD Government College, while performing duty as Centre Superintendent, Arya College ,was beaten up by four students on the college premises when he was about to go home. He paid this heavy price as he stopped the students from copying in the evening session of the examination.
