Indo-Sino boundary issue
3-stage process on

India and China have embarked on a three-stage process to find a political solution to the boundary question.

Minister of External Affairs Pranab Mukherjee told Rajya Sabha in a written reply that the last stage would involve actual delineation and demarcation of the boundary on map and ground by the civil, military and survey officials from the two sides.

The first stage involved signing of the ‘Agreement on Political Parameters and Guiding Principles for the Settlement of the India-China Boundary Question’ on April 11, 2005 during the visit of the Chinese Premier to India, the minister said.

In the second stage, which is underway, the Special Representatives were exploring the framework for a final settlement, covering all sectors of the India-China boundary.

In another reply, Mukherjee said the Chinese government, in a case against Huseyin Celil, an ethnic Uighur, had stated that Cecil was involved in recruiting several people for the East Turkistan Liberation Organisation and sending them to terrorist training camps in the Pamir plateau in Pakistan.

The minister said the Indian government has been reminding Pakistan of its commitment to not allow any territory under its control to be used to support terrorism.
