Exams call for collective responsibility The dismal middle examination results of the Punjab School Education Board, with just 54 per cent candidates being successful, have shaken the base of the education system in the state. The class XII pass percentage has also plunged this year, with only 62 per cent candidates securing pass marks. This is even less than last year’s figure of 65 per cent. The CBSE pass percentage has gone up. Though the examinations are of different classes, there is a huge difference in pass percentages. Only one student has passed out of 50 in a school in Pakhowal. There is a similar situation in other parts of Ludhiana district. In other districts like Gurdaspur, there are many schools where the pass percentage is less than five. Accusations and counter-accusations by teachers, the government, parents and students have appeared in news reports and have been aired at forums. What is missing from the debate is the introspection required. It is time to own collective responsibility. There are some major issues that all must agree on to admit the collective failure. Poor infrastructure, diversion of teachers’ energies, staff shortage, lopsided examination policies and absenteeism in rural areas are being talked about as the main reasons for the debacle. The PHD/M-Phil School Teachers Association believes that putting teachers on duties like preparing electoral rolls and identity cards, census, elections, economic surveys and the atta-dal survey leaves only a few teachers for educational work. Some schools remain closed during such exercises and teaching time is lost. The Government School Teachers Union echoes similar sentiments. It stresses that staff shortage is the main issue. It argues that students suffer due to the non-availability of teachers on the one hand and on the other, the burden has to be shared by others. The government should provide solutions and teachers should be willing to sacrifice comfort to devote more time to the future generation. There are also issues concerning the examination system. A teachers’ organisation points out that students prepare for and appear in eight subjects, but marks are calculated for only six. Darshan Singh Dhillon, convener of the NGO Save Education Committee, says the board had made passing mathematics compulsory, which affects results. Voices to scrap the middle examination are gaining momentum, taking the argument that children are not mentally and physically ready for the toil. Dhillon states that the NCERT has scrapped the class VIII examination and is proposing to do away with the matriculation examination. He recommends improvement in the school inspection system. |

Educating the teachers With the joint entrance exam to Bachelor of Education colleges in Punjab around the corner, it is time to ponder on the relevance of this degree. Why is this degree one of the most sought after degrees these days? What job avenues are provided on the completion of this course? The study becomes more relevant with the mushrooming of such training colleges in the region. The Malwa Central College of Education for Women, Ludhiana, is one of the oldest colleges imparting training in this field. Says Dr Ravinder Kaur, Principal of the college, “There are two aspects to teaching — to know the essentials of teaching and to be successful in imparting education to students. This degree prepares you for both. While psychology and sociology are compulsory components of the course, we have included computer education. During the one-year regular training, we also teach school management.” This course aims to teach methods by which learning becomes practical and fun. The to-be teachers go through rigorous training in the regular course and a two-year training through correspondence. These future teachers make projects, lesson plans and models and go to various schools for teaching practice. They practise teaching skills under the supervision of their lecturer. This practice is a rehearsal, where they gain confidence to face students in the long run. The course is more popular with girls as teaching gives them ample time for their families once they get married. Even if a girl does not work, her study in this area will help her educate her children. She will be able to apply whatever she had learnt to make learning more fun for her children. It is useful for the family as well as society. The B.Ed degree is a professional degree that makes one eligible for a teaching career throughout India. It is also recognised in some other countries. For example, the Ontario College of Teachers issues teaching licence after verifying the degree from the college or university concerned in India. After obtaining this degree, one can apply in the best private schools, besides government schools. There is less fear of exploitation as there are aided posts in schools, grants for which are sanctioned by various boards. Only a candidate with a B.Ed degree can be recruited to such posts, assuring a fair pay package. The entrance examination to the regular one-year course for all three universities is being conducted by Punjabi University, Patiala, this year. At least 55,000 students will compete for around 15,000 seats. The last date for submission of forms is June 25 and the entrance exam is scheduled for July 15. Guru Jambheshwar University of Science and Technology, Hisar Scholarships for technical courses: The Haryana State Counselling Society has sanctioned Rs 234 lakh for giving scholarships to students pursuing AICTE-approved diploma, undergraduate and postgraduate technical courses during the 2007-08 session in Haryana. The main beneficiary of the scheme will be students of Guru Jambheshwar University of Science and Technology. The Vice-Chancellor, Dr R. P. Bajpai, says all regular Ph.D scholars will get Rs 18,000 per month as scholarship. A contingency grant of Rs 5,000 per month will also be given through a selection process. Sixty scholarships will be available to full-time and part-time M.Tech students during the next academic session, commencing in July. Each M.Tech student will be reimbursed fees of Rs 40,000 per year, besides being given a contingency grant of Rs 3,000 per year. For undergraduate and postgraduate programmes, stipend of up to Rs 40,000 or actual tuition fee, whichever is less, will be given to toppers of each branch in each institution among general category students. This benefit will also be available to SC candidates, subject to the condition that they are not drawing any stipend from any other government agency. For diploma-level programmes, scholarship up to Rs 20,000 or actual tuition fee, whichever is less, will be given to toppers of each branch in government-aided or private polytechnics. Agreement with US college: Purdue University’s College of Veterinary Sciences and Haryana Agricultural University have reached an agreement for mutual cooperation in teaching, research and extension activities in veterinary sciences. A three-member panel of the university, headed by the Director of International Programmes, Dr A.Y.M. Noor, visited the HAU campus and met the Vice-Chancellor, Dr J.C. Katyal, following which the agreement was signed. The US team also visited various departments of the university’s College of Veterinary Sciences to apprise itself of ongoing teaching and research programmes. A one-stop education portal The Union Ministry of Human Resource Development has developed the education helpline Sakshat, a one-stop education portal, to facilitate lifelong learning of students, teachers and those in employment or in pursuit of knowledge free of cost. A pilot project has been designed and developed with the help of experts from University Grants Commission, Indira Gandhi National Open University, Central Board of Secondary Education, National Council of Educational Research and Training, All India Council for Technical Education, Delhi University and other institutions. Sakshat has been made functional with effect from January 26, 2007. The portal includes written material, animation, simulation, video lectures, related web links, questions and answers, confidence-building measures, other details and a mechanism for maintaining progress profiles. The content being made available is for classes XI and XII of the CBSE curriculum and is primarily in English, but all state governments, according to the annual report of ministry, have been requested to adapt it as per requirements and translate it into local languages. One vital feature is interaction, wherein students will be able to interact with teachers to clarify doubts or gain more knowledge. To begin with, subject experts for classes XI and XII in physics, chemistry, mathematics, biology, English, accountancy, economics and business studies are available between 5 p.m. and 11 p.m. everyday to answer queries online. Another feature is “learn from specific professors”. Under this feature, to being with, the module “learn from Prof C.N.R. Rao” has been made available on the site. For the benefit of the illiterate and dropouts, a digital library module has been prepared, which carries everything about computers. Efforts have been made to prepare this initial module, called O module, in such a manner that it does not place any reliance on reading or writing. The module will be circulated and also made available on the site for users to download and freely use it for spreading digital literacy among the masses. |

Review of lecturers’ selection terms sought Terming the criteria laid down for the selection of college-cadre lecturers by the Haryana Department of Higher Education as “flawed”, researchers and other aspirants for the aforesaid posts have demanded that these be reviewed. In a recent letter to principals of all government-aided privately managed colleges of the state, the Haryana Financial Commissioner-cum-Principal Secretary (Education) has directed them to follow certain criteria in the selection of lecturers. However, the researchers have taken strong exception to the fact that while the marks obtained by the candidates at the postgraduate level have been given more than due weightage, no consideration has been given to their research work, paper presentation and other publications. Similarly, the aspirants for the posts of lecturer maintain that the higher qualifications like MPhil and PhD have not been given due weightage. Dr Sunil Phougat, the founder president of the Maharshi Dayanand University (MDU) Researchers Association, has demanded that the criteria be reviewed at the earliest in the larger interest of researchers and other lecturership aspirants.
