One Year in Office
Sobti’s mantra: values+academics

The standards he seeks to accomplish are based on a strong value system coupled with academic excellence. As Prof R.C. Sobti gets ready to complete one year in office as vice-chancellor of Panjab University on July 23, he is aware of the miles he has to cover.

“There is an urgent need to transform problems into opportunities. Administering higher education in an increasingly global world needs a professional approach, accountability and transparency,” explains Sobti. His dream, when viewed in isolation, is simple. He wants to see the university as an attractive option for students. “The challenge, however, lies in appealing to foreign students as well as those around the country,” he avers.

To achieve this, he has drawn up a warplan, which is based on cooperation. “I perceive the role of the vice-chancellor to be one amongst them all and not above anyone. I am here to assure that all problems will be met with,” emphasises Sobti.

His vision is to create a strong academic base, stay relevant by introducing new courses (16 new courses in the emerging areas introduced this year), giving the campus a face-lift and encouraging a congenial atmosphere on the campus. “We may be a ‘five-star’ institution according to NAAC, but we have to strive to keep that real.”

It has been a challenging one year. “People were sceptical initially, but I have followed an action-oriented approach without wielding the stick,” he smiles. For starters, the declaration of results has happened within the stipulated time-frame. New courses have been introduced, special facilities for students like single window, the appointment of student and employees grievances redress officer and the special change to clear pending exams from April 1980 onwards in the university’s diamond jubilee year are some of the changes brought in. “If the difficulties of the students are taken care of, everything will fall in place,” he hopes.

Even the teaching and administrative staff have had some of their pending queries dealt with and the campus revamp has begun.

For the coming year, Sobti is upbeat. On the anvil is the computerisation of the administration block, for which Rs 60 lakh has already been sanctioned. The examination system is also going to be automated. The exams in September will be conducted on this new system to bring in the much-needed transparency.

But there are problems too. For one, limited resources, as 78 per cent of what the university gets is used for salaries. “There is nothing left for development work. The buildings, for instance, are 50 years old. These are my roots I need to revamp, as also electricity, sewage and drainage system,” he explains. However, he hopes to cross these hurdles.

Now, smart cards for students

Schoolchildren will now be equipped with smart cards to mark their attendance, issue books and deposit fees. XTECH+, which brought this technology to several colleges, has now introduced this system in schools as well.

The city’s first school to introduce this scheme is GMSSS-32. After making this school online and paperless, XTECH+ plans to do the same with other government schools also.

XTECH+ excels through its in-house developed products - WIMS, PHMS and CMS. The company, running its business from SCF 20, Phase-10, Mohali, is involved in several international projects.

Addressing mediapersons at a press conference here, Rahul Dixit, the executive director of the company, said the Web-based Institute Management Software was a pioneer in facilitating paperless administration in academic institutions.

XTech WIMS boasts of its clientele, which includes Rayat and Bahra Group of Colleges, Doaba Group of Colleges and Government College of Arts- Sector 10.

The application provides access of the data to parents, students, teachers and school management through the internet, making the word ‘online’ meaningful.

The date sheets, mark sheets, assignments, leave requisition and several other activities can be done through this software. Education department officials, while sitting in their offices, can have access to any schoolteacher’s attendance, leave applications, etc. WIMS is also integrated with SMS gateway, so that regular SMS can be sent to parents, informing them about the progress of their children.

Notice issued to Setia’s PA

The Chandigarh education department today issued a show-cause notice to Meena, personal assistant of director public instructions (schools) S.K. Setia, for neglecting her duties.

According to sources, Meena left the office early this evening without intimating the DPI (S). Taking serious note of it, Setia ordered that a notice be issued to her. “Such indiscipline will not be tolerated, whosoever it be,” he said.

Dr Ray finally appointed principal

The Chandigarh education department has finally given Dr Vibha Ray the nod to take over as principal of DAV Senior Secondary School, Sector 8.

The education department had objected to the principal being appointment without its approval and without following the rules applicable to grant-in-aid schools.

Confirming this, DPI (S) S.K Setia said, “The appointment of Dr Vibha Ray as principal of DAV SSS-8 has been regularised with immediate effect as a special case, subject to certain conditions.”

CAT vacates stay on appointment

Chandigarh, July 19
The Central Administrative Tribunal (CAT) today vacated the interim stay granted on a order, whereby Rajesh Minhas had been appointed deputy director, school education-cum-project coordinator, sarv shiksha abhiyan.

Minhas had challenged her appointment as deputy director, besides the appointment of Khushinder Sharma as DEO, claiming that she was senior to her.

The director, public instructions, S.K. Setia, following the CAT’s order, relieved Minhas of her duties as principal of Government Model Senior Secondary School, Sector 18, Chandigarh, with effect from today.

Minhas will hand over the charge to Anujit Kaur, a lecturer at GGMSSS-18.

ETT entrance test on July 22

The entrance examination for admissions to the two-year elementary teacher training (ETT) course will be held on July 22. The test will be held for 100 seats at State Institute of Education, Sector 32, and 50 seats at Brahmarishi Yoga Training College, Sector 19. The first counselling will be held on July 30 and 31, the second one on August 4 and the third on September 5.

Traffic police’s awareness drive on

As a part of its ongoing awareness campaign for schoolchildren, the Chandigarh Traffic Police met with children and their parents, here today.

In an attempt to dispel the notion that children between 16-18 years of age were authorised to drive any gearless vehicle, the traffic police officials asserted that it was the engine’s cubic capacity (cc) that determined if the person was allowed to drive it or not. Persons falling in this age group are only allowed to drive vehicles that are below 50 cc, the officials said.

A senior traffic police official that licences for below-50 cc vehicles were not valid for vehicles like the Kinetic Honda or any other vehicle that falls in the above-50 cc category.

Trendz — 2007

The Inter-National Institute of Fashion Design (INIFD) will organise a fashion show, ‘Trendz 2007’, at the Mohali Club in Phase XI here on July 21.

Angel Singh, centre head, told mediapersons here today that the show would have 10 rounds and the effort was to revive the bygone era.

All collections were theme-based and emphasis was on wearability. Fabrics had been collected from Delhi, Ludhiana and Chandigarh.

HONOURED: Brig P.K. Mangal honoured toppers Rama Puri (Class XII) and Diksha Boora (Class X) of Kendriya Vidyalaya, Zirakpur, at a function held at the school, here on Tuesday. Rama was given books worth Rs 10,000 and Diksha’s fees of the previous year were remunerated.

NEW SESSION: Guru Gobind Singh College for Women, Sector 26, ushered its 35th academic session on Monday with an inaugural function wherein students and faculty members of the college performed shabad kirtan. Dr Harinderjit Kaur, principal of the college, welcomed the new students and congratulated the old ones for their successful academic results. She also highlighted the achievements of the college.
