Board has to go by VC’s recommendation
Vimal Sumbly
Tribune News Service

Ludhiana, July 26
The Punjab Agricultural University Board of Management’s refusal to approve the appointment of Dr Neelam Grewal as the Dean, College of Home Sciences, has sparked a debate over powers with it and that with the vice-chancellor. In fact the university statute itself clarifies that the board can only monitor the selection process and cannot do anything on its own.

According to the appointments section of university statute, "the board (of management) shall either accept the recommendation or in case the board does not accept the recommendation, the vice-chancellor shall in due course present another recommendation", making it unambiguously clear that another recommendation has to come from the vice-chancellor only.

The statute remains silent whether the vice-chancellor can recommend the same name again or not. But, the last board’s order clearly spells out that it did not approve the appointment without any prejudice towards the merit of any of the applicants.

The statute clearly vests almost sweeping powers with the vice-chancellor. In fact, according to the statute, “The vice-chancellor shall appoint the selection committee to make the recommendation... it shall consist of the vice-chancellor as the chairman and at least three other persons from outside the university nominated by the vice-chancellor who will be the chairman.”

The issue is currently being debated in the campus after the unusual move of the board. It may ultimately have to accept the recommendation of the Vice Chancellor only. It is being said, as in case another selection panel again recommends the name of Dr Grewal the board would have to accept that recommendation.

Even the vice-chancellor is learnt to had asked the board members in the last minute as what shall board do in case her (Dr Grewal’s) names is recommended again by the selection panel. To this some of the board members said, “let us not speculate.”
