Education is holistic development: Sobti
Tribune News Service

Chandigarh, July 30
It was some unconventional acumen that Professor R.C. Sobti, vice-chancellor, Panjab University, sought to address today at a lecture organised by the Servants of the People Society at Lajpat Rai Bhawan in Sector 15 today.

The meeting was organised to mark the fifth death anniversary of Krishan Kant, former Vice President of India and former president of the society. Sobti spoke of contemporary issues in higher education stressing on the role of academicians, administrators, students and parents in achieving excellence in education in today’s global scenario.

“The whole education system is part of a bigger picture and must be treated as a multi-dimensional entity. Unfortunately higher education in India is gasping for breath at a time when the country is emerging as an important player in knowledge based economies,” he stated.

Reiterating that he did not wish to reinvent the wheel, he instead focussed on the “human factor of educational endeavour” including the teaching community.

“Apart from base knowledge in the subject, an academician needs to acquire certain skills that are indispensable today. These involve communication skills as well as creative thinking along with an administrative role. There is a constant need to upgrade,” averred Sobti.

However, it was on the subject of utility and relevance of what is being taught that the vice-chancellor really dug deep.

Calling education a holistic development he said unless all round development was not stressed upon, there would be a breakdown of the civil system. He said it was important for the curriculum to be a judicious mix of enhancement of knowledge and skills with values that made the student a useful member of society as well.

The lecture was followed by distribution of scholarships to students from schools in the periphery of Chandigarh.

Tahar Singh case: UT told to file reply
Lawyers should not behave like trade union: HC
Tribune News Service

Chandigarh, July 30
The Special Division Bench, comprising Justice M.M. Kumar and Justice Surya Kant, today asked the Chandigarh Administration to file an affidavit by August 4 regarding the investigation into an FIR registered against lawyer Tahar Singh.

Importantly, the Bench observed, in the context of ongoing agitation by lawyers, that “we don’t want lawyers to behave like a trade union and appreciate that you have behaved in a dignified way”.

The UT counsel informed the court that Tahar Singh’s wife Sujata Sharma, who lodged a complaint against her husband following which the said FIR under Sections 498-A and 506 of the IPC was registered, had told the investigating officer that she was keen on an amicable settlement of the issue and did not want her husband to be arrested.

Tahar Singh too filed an affidavit, which was taken on record, stating that he would not visit the residence of his wife in Sector 7, Chandigarh, where his children also resided.

The affidavit stated that Tahar Singh “would not go near or around the said place of residence”. It was also affirmed in the affidavit that Tahar would not interfere or interact with his wife or cause any annoyance or harassment in any manner directly or indirectly. The court expressed satisfaction with the affidavit and no other fetters were imposed on Tahar.

Also, an amended petition, in which Sujata was named as respondent along with the CBI and Chandigarh Administration, was filed by the Punjab and Haryana High Court Bar Association, through its secretary. The petitioner sought setting aside of orders dated July 22 and July 23.

The petition stated that issues arising in the case touched the vital question of independence of the judiciary, the dignity and security of the members of the bar and the institution of free debate in a democratic country.

Justifying its locus standi to interfere in the matter, the association said the impugned order of Justice Uma Nath Singh sought to gain strength from the information given by the bar and on the material collected from the Bar, the association had the right to maintain the present petition.

The petition further stressed that there was absolutely nothing to suggest that Tahar was not a perfectly normal citizen. It would be impermissible to suggest that he suffered from any mental disability or disorder of any kind.

Importantly, the petition referred to Tahar Singh as a dissenter only for his unhindered expression of views and it was stressed that the stigmatisation of a dissenter as an abnormal or insane person had the dangerous potential of derailing a democratic polity and subverting the rule of the law.

The copy of the amended petition was taken on record and a copy of the same was directed to be sent to Sujata Sharma. The next hearing of the case is on August 6.

High Court lawyers sport black badges
Tribune News Service

Chandigarh, July 30
Protesting against the behaviour of a high court judge towards the Bar, lawyers across Punjab and Haryana today sported black badges to express their resentment.

The protest came in the wake of a resolution passed by the Bar Council of Punjab and Haryana that had fixed July 30 as the day to showcase solidarity and called for wearing of black badges.

Lekh Raj Sharma, secretary of the council, said the protest was not over a particular lawyer or a particular order but against the overall behaviour of a judge towards the members of the Bar.

Omkar Singh Batalvi, secretary, Punjab and Haryana High Court Bar Association, said the protest pertained to the larger issue of the dignity of the Bar. The boycott would continue until something concrete and favourable emerged.

“The Bar association is thankful to the Chief Justice for his positive approach. Nevertheless, we will continue to protest in a dignified way,” he added.

Gurinder Singh Attariwala, vice-president of the association, also expressed resentment over the “assault” on the prestige of the Bar and said the boycott would continue in a sober way.

Kapil Kakkar, executive member of the association, said such measures helped forge solidarity in the legal fraternity.
