Chandigarh, August 15
During the first half of this year, the Chandigarh Police recorded a conviction rate of more than 63 per cent in various cases registered in the city, announced by Gen(Retd) S.F.Rodrigues, Governor of Punjab and UT Administrator, while addressing the Independence Day function at the Sector 17 Parade Ground here today.

As against 697 convictions, there had been 300 acquittals.The Governor highlighted the achievements by different wings of the administration and future plans.

He said the government of India had approved upgradation of the school of nursing. Immunisation certificates had been made a pre-requisite for admission to UT schools. Deliveries of mothers in urban slums, colonies and villages were now free of cost.

The administration had launched ‘Chandigarh Cares for its children’, which envisaged assistance to dependents of children of widows and destitute women.The administration had decided to establish a vocational training centre for the disabled in Sector 46.

The Governor said the city had witnessed a 15 per cent increase in tourism. The Chandigarh Transport Undertaking(CTU) had started the process of replacing buses with air-conditioned coaches. Piped water supply had been provided to all UT villages.The cricket stadium in Sector 16 had been upgraded and renovated, with seating capacity increased from 18,000 to 27,000.

He made a special mention of the role of information technology education, health and career opportunities. Patients could now make online appointments with doctors at government hospitals in Sectors 16 and 32.

The celebrations were marked with a spectacular cultural programme by schoolchildren.Contingents of the Chandigarh Police, Punjab Armed Police, Haryana Armed Police, Chandigarh Home Guard, Civil Defence, Chandigarh Fire Service, NCC boys and NCC girls, St John’s Ambulance Brigade, Road Safety Plantoon, Scouts and Girls Guide and Chandigarh Police band took part in the impressive march past.

The administration honoured 20 achievers in different fields.

A road disowned

The National Highway 22 is crying for repairs, but has not attracted the attention of the authorities concerned. Dotted with pot-holes and craters between the Pinjore and Kalka stretch, the NH-22, running from Panchkula-Zirakhpur on Punjab’s boundary to Kalka-Parwanoo border in Himachal Pradesh, seems to be nobody’s baby.

The Haryana PWD and the National Highways Authority of India (NHAI) have disowned the stretch for their own reasons and the neglect of the highway is taking its toll on the vehicles, besides causing inconvenience to the public.

While the public’s roller-coaster ride on the stretch has failed to move officials in the department who maintain that the highway and its maintenance are the responsibility of the NHAI, they swung into action and filled all big craters and pot-holes on the road with bricks in view of Haryana Chief Minister Bhupinder Singh Hooda’s visit to Kalka.

And, all this happened overnight since the NHAI refused to take over the job of maintaining the stretch despite the notification. Sources in the department said that this stretch of road falling in Haryana was transferred from the PWD to the NHAI in the first week of July following a notification of the Government of India.

Since then, the department has been asking the NHAI to take over and carry out the much-needed repairs on the highway. “We don’t have any funds available with us to maintain the highway anymore. Whatever stop-gap arrangements we make is at our own risk since funds may never come. However, the NHAI seems in no mood to shoulder its responsibility. Let them just say so. We will forward a case to the Central government and get the maintenance grant and repair it like previous years. We have no problem in continuing to look after the highway, but the NHAI must come out with some kind of an answer,” an official said.

Meanwhile, at the NHAI office in Sector 8, Col KP Sharma (retd), project director, said he had no objection to taking over this particular strech when they were doing so in other parts of the region as well. “However, the PWD can’t hand it over to us in such condition when the highway is in urgent need of repair. I have asked them to reply to certain queries before I can take it under my charge. They must give details of where the maintenance funds went in the last six years, an estimate of funds required for repairs and other information. Till that is done, I can’t take over the highway,” he said.

So, while the two departments lock horns on the issue, the public continues to be at the receiving end. Even as the craters on the road get bigger, the battle rages on.

Jobless youth ends his life

Frustrated at being unemployed, 21-year-old Parmod Kumar of Ram Darbar hanged himself to death at his residence here late last night. Though no suicide note was recovered, quoting family of the deceased, the police ruled out the possibility of any foul play behind his death.

Parmod is survived by his parents, five brothers and sisters. He was pulling a rickshaw rehri for living, but was frustrated, as he could not earn enough to sustain his family. He took the extreme step at around 10 last night when his family members were sitting outside their house.The death came to light when one of the family members found a room locked form inside and Parmod did not respond to his knocks at the door.

Heart Attack
Stress doesn’t kill; stress mess does

It seems everyday hassles faced by those who suffer heart attack are not any different from those faced by normal people. This is the conclusion of a study conducted by PGI doctors to assess the quality of life and hassles faced by heart patients.

The only difference was that the normal group was able to withstand/handle the effects of stress with greater success than those afflicted by heart attack.

Prof Adarsh Kohli, clinical psychiatrist, and Prof Anil Grover observed that while stress levels in the lives of people were almost the same, what did differ vastly was the perception of and reaction to the source/cause of stress.

Different coping styles helped the normal control group to avoid health complications while heart patients were prone to anger, aggression and anxiety, informed Dr Grover.

The study observed that the quality of life was affected after heart attack and patients had to compromise in several areas. Those having suffered heart attack generally did not return to work willingly, said Dr Grover.

In the USA, a majority of people recuperating from heart attack did not return to work and availed of benefits of pension.

Two groups of 30 each, one consisting of patients in the department of cardiology, PGI, and the other, including relatives and attendants of patients in the same age group, were studied for the purpose.

“It was found that most hassles faced by the patients were the same as faced by relatives and family members,” said Dr Kohli.

“Hassles are irritants that range from minor annoyance to fairly major pressures, problems or difficulties like standing in que for bills or disputes at workplace,” added Dr Kohli.

City salutes the nation

The process of establishing a public-private partnership to strengthen the institute has begun by initiating dialogue with biomedical and pharmaceutical industries. PGIMER director Prof K K Talwar stated this while addressing a gathering on the occasion of Independence Day after unfurling the national flag at PGIMER today.

In his I-Day address, Professor Talwar said Sardar Partap Singh Kairon and Pandit Jawahar Lal Nehru had conceived PGI and their dream of imparting scientific knowledge to the community had come true as the institute was moving ahead in various advanced areas of medical care.

Talking about the institute’s recent achievements, Dr Talwar said in order to promote international understanding and collaborative research, PGI had developed international links with various universities around the world including University of Innsbruck, Austria, Commonwealth University of Virginia, USA and AAU University, Sudan.

Through modern research, the institute was progressing in areas of stem cell, genomics and nanotechnology and extra-mural research projects worth Rs 12 crore had been sanctioned in 2006-07, he added. Elaborating about the entry into telemedicine, the director said PGI, through Telemedicine, had provided more than 1,200 expert medical consultations in remote areas. Medical colleges in various states were being transmitted educational programmes through this initiative, said Dr Talwar.

Government Medical College and Hospital, Sector 32, also celebrated Independence Day today. Director principal Prof H.M. Swami talked about the achievements and facilities provided by the hospital. Post-graduate courses in the departments of ENT, Medicine and Surgery would be started soon, Dr Swami said.

Lions Club Chandigarh Supreme celebrated Independence Day with the slum children at Government Senior Secondary School, Sector-24 (the evening school run by Theatre Age Group). The club distributed books and stationary to the children and assured full cooperation in future also. Children performed culture activity regarding Independence Day.

The Indian Red Cross Society, Punjab State branch, also celebrated the day at Red Cross Bhawan. On the occasion, 30 girl students of Mullanpur Garibdass School were given wristwatches and 35 students of Rasulpur village school, Mohali, were presented with uniforms.

Welfare Association MIG-I Houses: The members of the Welfare Association MIG-I Houses, Sector 40-C, celebrated Independence Day with fervour in their locality, here today. Association president Jagmohan Sharda hoisted the national flag on the occasion.

Market Welfare Association, Sector 47: To mark Independence Day, Market Welfare Association, Sector 47, organised a function that was largely attended by the residents of the area. Market president Sukhdev Singh hoisted the national flag. Various events, including poetry recitals, patriotic songs and speeches were also held on the occasion.

Kairon unfurls tricolour

The 60th year of India’s independence was celebrated with gaiety at the Government College Grounds here today. Adesh Pratap Singh Kairon, minister for food and civil supplies, consumer affairs and information technology, unfurled the national flag and took the salute on the occasion.

Addressing the public, the chief guest paid homage to the great freedom fighters whose selfless sacrifices had brought an end to foreign rule in the country. He also paid homage to Bhagat Singh. and highlighted the contribution of Punjabis in the country’s freedom struggle.

He listed the various achievements of the Akali government and plans for development of the state. An impressive parade comprising of contingents of Punjab traffic police, Punjab police, Home Guards, NCC, school and college children took part in the function. School and college students showcased a cultural programme on the occasion. The minister also distributed 35 kg wheat and 4 kg dal to the beneficiaries of the SAS Nagar village, introducing the atta-dal scheme.

The administration honoured 25 citizens and officials for their outstanding achievements. Prominent among these were a young student from Mohail, Munteshwar Singh who was honoured posthumously. Munteshwar lost his life trying to save his friend in Canada. Among others who were honoured were Gurdeep Singh, Shamsher Purkhalvi, Dr Deepak Bhatia, Dr Raju Dheer, Daler Singh Multani, Dr Asha Katoch, Jaswant Kaur and Balwant Singh. The minister also distributed sewing machines and tricycles to the needy. The chief guest announced August 16 as holiday in all schools and colleges in district SAS Nagar.

At Dera Bassi, SDM Sohan Singh Bhmbak unfurled the tricolour during the Independence Day celebrations. He also honoured seven freedom fighters and 25 Kargil war widows on the occasion.

Students of various schools from the sub-division presented a colourful cultural programme.

Earlier in the day, president of municipal council, Dera Bassi, Amrit Pal Singh, unfurled the national flag at the council’s office. At Zirakpur, president of municipal council N.K. Sharma unfurled the flag at the council’s office.

Jan Shikshan Sansthan here celebrated the day with 350 students of the sansthan and its field offices. The national flag was hoisted on the occasion. Dildar Khan, director of the sansthan greeted the students and staff on the occasion.

Mohali, August 15
Ranbaxy Laboratories Limited, Toansa, celebrated the 60th Independence Day in the factory premises here today. The management and employees of the firm, besides prominent citizens, elders and children of nearby villages, participated in the celebrations.

Continuing the tradition of honouring senior citizens, the national flag was unfurled by Manso Devi (98), the eldest woman from Toansa village. Children of various schools of Toansa and Rail Majra villages presented a cultural programme on the occasion.

IAF commanders’ conclave begins today

The IAF is organising a commanders’ conclave, where the Air Force top brass will deliberate on wide ranging strategic and security issues concerning the country, especially in view of emerging geo-political scenario.

The Chief of Air Staff, Air Chief Marshal F. H. Major, along with air officers, Commanding-in-Chief of all seven commands and Principal Staff Officers will attend the conclave, scheduled to be held at the Southern Air Command from August 16 to 19, a statement issued here said.

Interaction with the Indian Navy officials at Headquarters Southern Naval Command, Kochi, is also in the agenda.

Resort to bicycling

The number of vehicles on city’s roads is growing at a significant pace and so is the emission level of pollutants contaminating the atmosphere. Four injured in different mishaps

Four persons, including a child, were injured in three different accidents in the city.

The police personnel said a pedestrian, Deepak, a resident of Dadu Majra Colony, was hurt after being hit by a scooter (CH-01-A-8784) driven by Suresh Kumar of Sector 24-C on the Sectors 25-38 dividing road on Tuesday. They suffered injuries in the mishap and were admitted to the Government Multi-speciality Hospital, Sector 16 (GH-16). A case was registered at the Sector 39 Police Station.

In another accident, a scooterist, Ankita Gulati, a resident of Sector 4, Panchkula, suffered injuries after being hit by a truck (HR-63-0722) near Grain Market on Tuesday. The victim was admitted to GH-16.

The truck driver, Des Raj of Kangra, has been arrested for causing injuries due to rash and negligent driving.

Similarly, Baij Nath of Manimajra reported to the police that an unidentified motorcycle hit a child near the Sita Mata Mandir level crossing in Manimajra on Monday.

The child suffered injuries and was admitted to Government Hospital-16.

A case was registered against an unidentified driver at the Manimajra Police Station.

Burail resident held for raping minor

Chandigarh, August 15
A Burail resident, who allegedly kidnapped a minor girl living in his neighbourhood, was today arrested by the police from Delhi. The victim has also been recovered from him.

The victim, aged 11, told the police that the accused lured her and took her to Delhi, where he repeatedly raped her. They lived in a rented accommodation in Delhi. Acting on information, a police team nabbed the accused in Delhi and brought him to city along with the girl. They were sent for a medical examination. The accused, Surinder (19), is a labourer.

The SHO of the Sector 34 police station inspector Prem Chauhan told The Tribune that a case of kidnapping under Sections 363 and 366 of the IPC was registered against Surinder Kumar on a complaint lodged by the victim’s father on August 5.

He earlier reported to the police that his daughter had gone missing on August 3.

Later he came to know about Surinder’s hand behind his daughter’s disappearance and a case was registered.

The police said the victim narrated what had happened to her to her parents, following which the Section of rape was added in the case. He was produced before a local court, which remanded him to judicial custody.

Purse snatched

Baljit Mehta, a resident of Sector 18-C, reported to the police that unidentified motorcyclists snatched her purse from Sector 18 on Tuesday morning. The purse contained Rs 800 cash, a gold chain, a bus pass and office keys. A case was registered.

Vehicle theft

Harash Meet Chawla of Uttar Pradesh reported to the police that his Yamaha motorcycle (PB-30-A-3895) was stolen from hostel number 1, Panjab University, on August 10. A case of theft was registered at the Sector 11 Police Station.

Private-public partnership ‘must’ for city’s growth

Chandigarh Mayor Harjinder Kaur called public-private partnership as a pre-condition for comprehensive growth of the city.

She was addressing select industry delegates at the interactive session organised by CII Chandigarh State Council at CII Northern region Headquarters yesterday. “We don’t lack resources; what we really lack is the vision and will, which, in my view, are critical enablers to bridge the gaps and augment competitiveness of Chandigarh.”

The Mayor urged CII to contribute to building the social capital by supporting in critical areas like development of industry in the city, skill development and creation of employment opportunities, awareness on gender issues, encroachment issue and subjects pertaining to migration.

Earlier, chairman, CII Chandigarh State Council, Partap Aggarwal said, “Over the past few years, we have seen the city emerge as the next best destination for investment and there has been a gradual increase in population. The urban infrastructure of Chandigarh has been able to withstand the influx and the Municipal Corporation, true to its spirit, has been playing an active role to meet the growing requirements.”
