Suspension of BJP MLAs revoked
Shimla, August 28 The BJP MLAs who were suspended from the House for three days made an entry into the House post-lunch today after receiving a written communication from the Speaker’s secretariat, revoking their suspension. Prior to this the BJP legislators sat outside the entry gate to the Vidhan Sabha and raised slogans against the Chief Minister and the government. Though it had been conveyed to them orally that their suspension had been revoked by the Speaker the BJP MLAs insisted that they would return to the House only after they receive a written communication in this regard which was given to them just before 1 p.m. “We feel that the government has realised its mistake and revoked our suspension but nothing can stop us from raising various issues like the audio CD, Bali’s birthday party and other corruption matters in and outside the House,” said I.D. Dhiman, Leader of the Opposition in the House. He said the BJP members had been forced to protest in the House as they were denied permission to hold discussions on very important issues. “What we did was very much within the rules and we only exercised out constitutional rights,” said Dhiman. He said it was surprising that despite only 24 days’ session having been held this year the government kept it brief for only three days when there could have been 11 more sittings. “This clearly reflects the government’s mentality of trying to avoid discussion on issues,” he said. State BJP chief Jai Ram Thakur said the release of an audio CD against the Chief Minister and his wife and the Bali episode were very serious issues which the BJP wanted to raise in the House. “The Congress cannot stop us from raising these issues outside the House and they will be raised during the Assembly elections as well,” he said. The BJP leaders said that they had been elected by the public to raise various issues and they would do this in and outside the House. They also lashed out at the government for its failure to provide relief to those who had suffered losses due to rain and floods. “The relief given to people on account of loss to life and property should also be given to those affected in the lower areas,” said Dhiman. Not a single penny had so far been given to the families of three persons who had lost their lives in the recent rains.

Assembly passes HP Police Bill
Shimla, August 28 A resolution to revoke the suspension was passed after Speaker Gangu Ram Musafir informed the House that Chief Minister Virbhadra Singh had written a letter urging him to revoke the suspension. Virbhadra Singh said he had taken this initiative in keeping with the best traditions of democracy and to generate goodwill and harmony in the House for smooth functioning. The BJP members, however, returned to the House only after lunch and they wanted to know the fate of the adjournment motions. The Speaker gave his ruling that since the issues raised by them were sub judice they could not be discussed in the House. This enraged the members who stood up in protest and started raising slogans. Pandemonium prevailed for some time as the treasury benches raise counter-slogans. The repeated attempts of the chair to restore order failed to make any impact. The BJP members finally staged a walkout raising slogans but returned within minutes and participated in the proceedings till the end of the sitting. Earlier, the House passed the Himachal Pradesh Police Bill, 2007, which will replace the ordinance issued earlier and the State Lifts Bill. However, the Shimla Road Users and Pedestrians(Public Safety and Convenience )Bill was deferred after the members proposed some amendments. Replying to the call-attention motion of Chandresh Kumari regarding the poor quality of tarring work on the Dharamsala- Chetru road, Chief Minister Virbhadra Singh assured that action would be taken against the officers responsible for the lapse. He said the chief engineers concerned had already ordered an inquiry to be conducted by the superintending engineer ,Nahan, and appropriate action would be taken on his report. He said as the contractor had not been paid for the substandard work he had been asked to carry out the work afresh at his own cost. |

Parallel rally: BJP cautions Cong
Shimla, August 28 State BJP general secretary Khushi Ram Balnatah said a rally was held by the ruling party outside the Assembly if the Leader of the House lost majority and was being supported by the party outside. “It is the right and the duty of the opposition to raise issues concerning the public outside the House so that the government acts on it,” he said. The BJP leader criticised the Congress for its decision to hold a rally outside the Assembly on the same day when the BJP had already announced its plan to hold a demonstration against the audio CD, Bali episode and other corruption issues. “The holding of a parallel rally by the Congress is only aimed at misleading the public which is a sign of frustration of the ruling Congress,” he said. |

Vivekananda medical trust generates heat in House
Shimla, August 28 The issue raised by former minister G.S.Bali turned into a general debate on corruption with members form both sides making references to various other issues and levelling charges against each other. While the Congress members spoke about the corruption charges levelled by BJP ministers against the Dhumal government, irregularities in recruitment by the State Subordinate Services Selection Board and the Kangra Central Cooperative Bank and other alleged scams pertaining to the BJP regime, the BJP members mainly targeted Bali by focusing on the his controversial birthday party, the irregularities in the construction of a bus stand at Mcleodganj and the Mumbai musical blast. They stressed that a leader like Bali who had sullied the image of the state and the Congress by his acts had no moral right to raise an accusing finger at a respected leader like Shanta Kumar whose credentials were well established. They said it was shocking that those patronising the “bar girl” culture in the hill state were questioning the motives of a trust engaged in public service. While maintaining that the accounts of the trust were audited every year and reports sent to the government, the Income Tax Department and other institutions as required under the law, the BJP members urged the government to order an inquiry into the functioning of the trust if it was not satisfied. Initiating the debate Bali urged the government the government to look into the functioning of the trust to ascertain if there was any violation of the terms and conditions on which land was given on lease. He said he was not against the Kayakalp therapy being offered at the hospital but wanted the trust to construct a super-speciality hospital for which it was given land. He also wanted to know the details of money collected through donations for the project along with the identity of donors. Ramesh Dhwala said Rs 23 crore had so far been collected and utilised for setting up a Kayakalp unit and constructing a building for the proposed super-speciality hospital. He launched a counter-attack on Bali by alleging that funds were raised during the Mumbai musical blast by selling un-numbered tickets and there was no proper account of the money collected. However, Bali intervened immediately to clarify that Rs 31 lakh was collected fort the Chief Minister’s Relief Fund. Besides Dhwala, K.D Dharmani, Mohinder Singh, Rajiv Bindal and Atma Ram were the other BJP members who participated in the debate. |

Palampur, August 28 He said until recently, Congress leaders, including MLA Brij Behari Lal Butail, were appreciating the functioning of the VMRT. He said he failed to understand why these leaders had now changed their stand and were terming the VMRT as the centre of irregularities. Whenever elections were near, Congress leaders raise the VMRT issue for political gains. Shanta Kumar, who is also the chairman of the VMRT, was addressing a press conference on the premises of the trust this afternoon. He said he had time and again publicly stated the VMRT was a public trust meant for the welfare of the public; it was not his individual property. He said Butail was misleading the people by saying that he had become a life trustee of the trust. All documents of the trust were with the state government and the Chief Minister was at liberty to verify the facts and apprise his colleagues about the same, he added. He said Congress leaders must visit the trust complex before issuing statements against it. |

18 faculty posts created for medical colleges
Dharamsala, August 28 As per the details available, the faculty posts for IGMC one professor each in the departments of neuro-surgery, urology, gastroentrology, neurology, nephrology, paediatric surgery, nuclear medicine and bio-physics had been created by the government. In addition to this, the other posts created for the IGMC include associate professors in the departments of neurology, nephrology, paediatric surgery, nuclear medicine and chest and tuberculosis and two posts of assistant professors in the departments of neurology and bio-physics. For Dr. Rajendra Prasad Medical College, Tanda (Dharamsala), one post of professor in bio-physics and two posts of associate professors one each in bio-physics and plastic surgery had been created by the state government.

Anganwari Selections
Bilaspur, August 28 Addressing mediapersons at the Circuit House here today, he said he had not yet received any communication from the Congress president on the subject. He said the news reports indicated that action had been taken against him because he had highlighted selection of undeserving candidates in various anganwaris allegedly at the instance of forest minister Ramlal Thakur. He said whatever he had done was because he believed that the Congress had always shunned and exposed corruption and irregularities and would never tolerate that the benefits of a Central Government scheme were reaped by well-to-do families depriving the deserving poverty-stricken families. He reiterated that the government should order a CBI enquiry into all anganwari selections in the district. He said he did not break any party discipline nor had done anything against its interests. Kaushal said that if that was the punishment he had to receive from the party for championing the cause of the hapless, he would willingly bear it. He said he would take up the matter of wrong selections with the party high command and the Central Government and would even go to the high court, if necessary. |

28 A number of such areas like Mamlig, Vakna,
Domehar, Manjhol and Banelgi had been developed to draw big
industrialists. Though a number of investors evinced interest in some of
these sites, including Banelgi, but virtually no one turned up to invest
in any of these areas. Nearly 556.08 bighas were earmarked for
industrial development in Banelgi alone, while another 353.15 bighas at
Manjhol and 80.12 at Domehar were identified for industrial development.
An area of 99.19 bighas and 51.03 bighas at Mamlig and Vakna has also
been kept aside for industrial development. |

Clash, firing at Jadol Taproli village
Nahan, August 28 The Rajgarh police reached the spot this afternoon after getting information about firing in which son of senior Congress leader Mian Durga Singh Thakur was injured. Surat Singh, a resident of the village, reportedly fired shots from his licensed gun on Rajesh, son of Durga Singh Thakur, who received bullet injuries on the hand. The firing reportedly took place after a clash between Rajesh and four members of the family of Surat Singh, including his sons. A meeting of the villagers was in progress to resolve a land dispute between two parties when the incident took place. Some villagers had been making efforts to resolve the issue for the past one week. Rajesh was reportedly going towards the disputed land with sowing instrument when he was fired at. Rajgarh DSP Virender Kalia said Shankru, a resident of the area, was the man behind the whole controversy. He said it was found during the preliminary investigations that Shankru first entered into an agreement to sell his around 2.5 bigha land to Mian Durga Singh in Rs 50,000 and reportedly received some money in advance. After a few days, Shankru allegedly sold the same piece of land to Surat Singh for Rs 70,000. Some civil suits were pending in the courts in this regard. Four persons, including Rajesh, were injured in the clash and the firing incident. He confirmed that Surat Singh fired from his licensed gun and was absconding from the village after the incident. He said five persons had been rounded up and sent for medical examination. These included four members belonging to Surat Singh’s family. He said police parties had been dispatched to arrest Surat Singh. He, however, made it clear that bullet did not cause serious injury to Rajesh, who was being treated at the Rajgarh hospital. |

3 killed in accidents at Baddi
Kumarhatti, August 28 Sukhi, daughter-in-law of Ram Kumar was admitted to the civil hospital, Nalagarh, with multiple injuries. The tractor coming from the Neelam hotel site collided with the rehri. The tractor driver fled after the incident. In another accident, Barinder (22) was killed while another boy injured seriously when their scooter was hit by a vehicle on the Baddi-Sai road last late night. The injured boy has been admitted to hospital. The police has registered a case. |

Youth held on rape charge
Sundernagar, August 28 According to the police, the accused yesterday took the victim to a cowshed and allegedly raped her. The accused is a class X student at Govt Senior Secondary School, Talali, and victim is a class IV student at Govt Primary School, Talali. The police has registered a case under section 376, IPC, against the accused.
