HC dismisses petition on guidelines

The Delhi High court today refused to allow candidates having academic arrears to contest Delhi University students union elections.

Rejecting a petition filed by the Akhil Bhartiya Vidyarthi Parishad which had challenged incorporation of Supreme Court guidelines for the ongoing elections, a Bench comprising Chief Justice M K Sharma and Justice Sanjeev Khanna said, the directions of the Supreme Court are the rule of law and these have to be implemented.

INSO changes presidential candidate

The Delhi University administration has put student organisations in a state of crisis. After the final scrutiny of the nomination papers the DUSU election was conducted yesterday, almost all organisations have reshuffled their candidates. Indian National Students Organisation (INSO) has today decided to field Mohammad Ali Akhtar as their presidential candidate for the upcoming DUSU elections.

ABVP fields new candidates

There is much heat on DU campus, as the countdown for the DUSU elections begin. Pushed into a corner on the Lyngdoh Committee report, the ABVP fielded a fresh set of candidates today, as three of their nominations got cancelled, after the scrutiny results were announced yesterday.

The ABVP announced the names of its candidates contesting the DUSU polls in a press conference held in the Capital today. Abhishek Tandon, Suman Lata, Renu and Manvinder Singh will contest the students' union elections for the post of president, vice-president, secretary and joint secretary respectively.

Rajiv Ranjan from the ABVP informed, "We announced our fresh candidates today however, the protest still continues. Today, we protested at the arts faculty and, tomorrow there will be more protest on the campus. We have fielded fresh candidates to honour the court's decision. However, we believe that the administration's stand is unfair, as also the rejection of our earlier candidates."

Ranjan added that there was a possibility of the ABVP to go on a relay hunger strike, but a decision in that regard had not been taken yet. The situation at the university remained chaotic, with other parties hunting for new candidates to replace the rejected ones, as well as continuing with the campaigning.

Bidhuri meets Maken; discusses sealing, demolition

Nationalist Congress Party Delhi Pradesh president and MLA, Ramvir Singh Bidhuri ,on Thursday met Minister of State for Urban Development, Ajay Maken and urged him that the Union Government should include the unauthorized colonies and the villages of Delhi in the proposed legislation to be introduced in Parliament to stop sealing and demolitions in the Capital.

Bidhuri informed Maken that large scale sealing of establishments was taking place in villages and rural parts of the Capital in addition to the new directive for sealing commercial establishments in the 1500-odd unauthorized colonies. The NCP leader said this was not justified and sealing and demolitions should be stopped without any further delay. He said it was unfortunate MCD squads were targeting activities running in villages for decades. He said in case of rural Delhi and villages, under the law there is no requirement for any sanctioned plan to construct buildings or run an activity.

He said in order to protect the people of villages, it was important that the United Progressive Alliance Government should put a one-year moratorium on sealing and demolitions. In the meantime a proper policy be formulated to allow them to carry out such activities in a respectable manner. He said the people of villages earned their livelihood by running business establishments as their land had been acquired for development of the Capital. They had no other source of income and to displace them and render them without any source of livelihood would result in a law and order situation in the Capital.

On the issue of unauthorized colonies, Bidhuri informed Maken that in view of the recent Supreme Court order to seal all commercial activity within three weeks time in unauthorized colonies, it was important some solution was found to prevent displacement of lakhs of people. He said the government should also include the unauthorized colonies in the proposed legislation so that the moratorium was put on the sealing and demolitions in such colonies which were still to get basic civic amenities. He urged Maken to take immediate steps to introduce this legislation in Parliament.

Cop rapes girl

A 22-year-old girl was allegedly raped by a policeman, when she went to the police post in sector 17 to lodge a complaint of her lost mobile phone in August's second week.

The victim told 'The Tribune' that she wanted the policeman to get the maximum punishment for spoiling her life. She said that the accused Pawan, who is a head constable, first raped her on August 11, after telling her that she had to visit the police post for immediate investigation and, then, on August 13, when he entered her house in Sukhrali, part II.

On August 11 the victim had lost her handset and had gone to the police post in the evening to lodge a complaint. It was there that she met Pawan. A couple of policemen visited to investigate the place, where she had lost her cell phone. After the investigation, Pawan visited her house around 11 pm and asked her to accompany him to the police post for further investigation in the case. But, instead of taking her to the police post, he took her to a bushy area.

The girl, who had shifted to Gurgaon from Kalkaji nearly two months ago, said that on suspecting the wrong intentions of the constable she started screaming, but he gagged her mouth with a handkerchief. Next morning, she went to the police station to lodge a complaint, but Pawan threatened of framing certain false charges against her, if she brought the incident to light. She got afraid and returned. But, on August 13 he again came to her place and raped her, the victim lamented.

She stated that there was no woman constable at the police post on August 11, when she reached there to lodge the complaint. Despite the Haryana police chief, R S Dalal's assurance that police stations in Gurgaon would get women police constables to make them women-friendly, there was no arrangement for the deployment of women constables. DCP (west) Maharaj Singh disclosed that the accused constable had been suspended. "We have initiated action against the head constable. There will be a departmental inquiry and criminal proceedings will be initiated against him. If our man is at fault severe action will be taken against him," he said.

CJM orders case against DSP, cops

Chief Judicial Magistrate, Bulandshahar, Amarpal Singh, has ordered that a case be registered against the police circle officer (DSP), and a number of other cops for having looted cash, armed weapons and jewellery from the house of a retired army major.

Retired Army major, a resident of Awas Vikas Colony-I, Rajinder Singh Tawetya had prayed that on December 18, 2005 the then SOG in-charge and CO Shikarpur, Shashi Shakher Singh had barged into his house without any search warrant. When the major asked the reason for this intrusion the CO told him to keep quite and when inmates tried to resist the cops ,the CO threatened to kill them. SI Promode Pawar and some other cops from SOG and City Kotwali had accompanied CO Shashi Shekhar Singh, it was stated.

It was alleged by Major Rajinder Singh Tawetya that the CO and his team had looted one DBBL rifle, a revolver, Rs. 1.50 lakh in cash and jewellery of his wife and daughter-in-law. The major was falsely implicated and sent to jail, it was also alleged.

CJM Amarpal Singh passed an order on the major Rajinder Singh Tawetya's application that a case be registered immediately against the then CO Shikarpur, Shashi Shekhar Singh, SI Promode Pawar, SOG team and some cops of city Kotiwali.

Media role on women issues

Media has the responsibility to instil and encourage a sense of respect and dignity in women and should make conscious efforts to perform its social obligation.

Lt Governor Tejendra Khanna stated this while inaugurating a seminar on 'Role of media in women empowerment' organised by the Draupadi Trust at the Indian Institute of Mass Communication here today.

Chairperson, National Commission for Women, Dr Girija Vyas, member of the Planning Commission, Syeda Hamid, joint secretary, ministry of information and broadcasting, Stuti Narain Kacker and Neera Mishra, chairperson of the Draupadi Dream project were present.

Speaking on the occasion, Khanna said that India was now being recognised as an intellectual superpower and the greatest resource of the country to achieve this were the Indian women.

He said that women should have a sense of intrinsic strength. Girija Vyas said that media should also highlight the legal reprieve available while doing a story on women exploitation. She said that media needs to be sensitised to check obscenity and vulgarity in news presentation.

While, Hamid in her address said that media should help in changing the general mindset on women issues and should also present the success stories of empowered women.

On this occasion, Khanna awarded Femina magazine for its contribution in the social emancipation of women in India.

Movie piracy

The Motion Picture Association (MPA) today announced the distribution plan for comic strips based on the 23-minute documentary titled 'What's it to me? : Creativity, Copyright and the People who care about them (and don't)'.

The announcement was made during an anti-piracy seminar at the law faculty, Delhi University. The event saw the launch of the English version of the MPA's anti-piracy movie trailer.

The trailer aimed at creating awareness among the audience about laws protecting copyright and at encouraging them to reject pirated movies found online or pirated VCDs or DVDs.

'What's it to me?' is partly shot on DU campus and asks students of DU (and, university students in Mumbai and Bangalore) for their views on intellectual property rights and theft. Rakyesh Mehra, producer/director of the film 'Rang de Basanti', and intellectual property rights expert Delhi University's law professor Dr Raman Mittal, share their perspectives about piracy, in the documentary.

DU students and faculty members listened to the views and perspectives of the dignitaries present. Speaking at the seminar, film star Vani Tripathi said,

"People should realise that piracy is a crime, which not only kills creativity, but also has a direct impact on the lives of people, who make their living through the film industry."

"Such seminars are a good way of creating awareness among the youth," she added.

Guest of Honour U.K. Katna, director general (home guards) was pleased to see lawyers, professors and the film fraternity sharing information on movie piracy.

Dr Alka Chawla of the DU law faculty said, "Youth represents the future of our country, and will be responsible for protecting and nurturing our moral and intellectual standing. We cannot disregard the fact that the world is watching us keenly and, it is imperative to be seen as honest and law-abiding individuals both at the individual and the collective level."

This seminar is one of the latest in the MPA's continued campaign against piracy. Col Anil Nayer, head of operations, MPA said,

"The seminar aims to provide insight to students on film piracy and create ambassadors for anti-piracy campaign."

Girl missing for 17 days

There is no trace of a girl, who had gone missing when she left for her office 17 days ago. Girl's father, Ram Avtar, a resident of Chhijarsi village, had expressed his suspicion on three youth of the village.

The Sector-58 police received the complaint and cops shooed him away.

Ram Avtar's 16-year-old daughter, Soni, had gone missing on August 13.She left her place for a garment export co in D-175, Sector-63,but did not return home in the evening . Ram Avtar went to her office ,but was told that Soni had not come to the office that day.

Then he went to Sector-58 to lodge a missing person report ,but the cops did not pay any heed to his pleas.

On August19, Ram Avtar entered his complaint in the complaint register at SSP's residence.

He had alleged that three Chhiyarsi youth ,Kanwarpal Singh's three relatives, Babloo, Yoginder and Amrish had kidnapped his daughter.

They had kept his daughter as a captive in their village in Harmot, Bhojpur, Aligarh.

Brothers arrested with ganja

New Delhi, August 30
Two brothers Hafiz Khan and Rehman Khan were arrested with 53 kgs of ganja that they were transporting.

Information was received that the two were involved in ganja trafficking and would be heading towards Keshavpur Mandi.

A barricade was constructed in the area and vehicles passing through the area were being checked.

An auto was asked to stop and seven bundles of ganja weighting 53 kgs was recovered. During interrogation it was revealed that the brothers used to get ganja from north-eastern states and, then, they would transport it in different parts of the Capital.

Maid arrested with cash

The police has arrested Badan Laxmi and recovered cash of Rs 2,16,640 from her possession. Gajender Singh from Punjabi Bagh had registered a complaint that his maid was missing with cash and one diamond ring.

Badan Laxmi was nabbed from her uncle's residence in Chirag Delhi. The stolen cash was recovered from the maid.

Gang of robbers busted, 5 held

With the arrest of Rajesh Kumar, Satish Kumar, Vijay Kumar, Mahesh Kumar and Jai Naraian, police has claimed to have busted a gang of robbers involved in around two dozen criminal cases. Considering an increase in cases of snatching and robbery, a special team was constituted. On an information received by the team, it was found that Jagga's gang was behind those incidents.

Police set a trap near Najafgarh to nab the alleged criminals. The accused in the car started firing at the police. After a brief encounter, the five alleged criminals were arrested. The police claimed to have put a major hold on such thefts with the arrest of the accused.

SMS maniac arrested

The SMS maniac, who was troubling many reputed names in the City, is finally in the police trap. Since June this year, many NGO workers, reputed lawyers and government officials were getting filthy messages from an unknown number.

A lady from an NGO formally registered a complaint, in this regard. On investigation, it was found that the mobile number, which was used in sending those messages, was procured on a fake identity. Around 20 people had changed their cell numbers to avoid those obnoxious messages. One Manish Kumar was identified of troubling people. Following a tip off, a raid was conducted at Manish's house in Vijay Nagar. The SIM card and mobile phone used for sending those unpleasant messages were recovered.

Congress-supported AAD and INTEC candidate Aditya Narian Mishra has been elected Delhi University Teachers Association (DUTA) president by an impressive margin. The polling was held on Wednesday.

The priority tasks for Mishra include fair deal to university teachers in the new pay revision and reform in the selection process of teachers ,granting weightage to the academic record and teaching experience vis-a-vis appointments to teaching posts.

Other issues include a review of the BA (restructured) and the B.Sc courses, continuance of the old pension scheme, parity to teachers in government professional colleges and librarians with other teachers and timely promotion to teachers.

CA student shot at
Parmindar Singh

Ghaziabad, August 30Four bullets were pumped into a student of Chartered Accountancy in Patel Nagar, D Block under Sihani Gate police station, Ghaziabad at 10-30 p.m. last night. The victim identified as Perminder, 30, was rushed to the Yashoda Hospital, Ghaziabad, in a critical condition.

Some of his friends are being suspected to be behind the attack. The police has taken two persons into custody for interrogation. According to an eyewitness, a youth was being taken away in a car by three persons last night. SP City Vijay Bhushan said Perminder was at a restaurant along with his friends when conversation focused on a girl. Soon tempers flared up so much that one of the friends pulled out his licensed revolver and pumped four bullets into Perminder. The police is on look out of the suspect.

CEO acts against 2 officials, contractor

A junior engineer has been suspended, an assistant engineer charge-sheeted and a contractor blacklisted by Chief Executive officer of Noida, Balvinder Kumar,for using inferior quality material in development works.

CEO Balvinder Kumar had inspected development works in Sectors-35, 33 and 49 and a dumping ground in Sector-34, Noida. When the CEO reached a spot where brick- lining work was in progress on a road, he picked up a brick and when he threw it on the ground it broke into many pieces. A number of other bricks were similarly tested.The CEO declared the bricks to be of poor quality.

Junior Engineer Arun Kumar was suspended on the spot, Assistant Engineer S.K. Jain charge-sheeted and contractor M/s. K.P. Singh was blacklisted. Balvinder Kumar ordered that all payments be stopped to the contractor.

The central government has constituted a high -powered committee for the river Yamuna development under the chairmanship of Lieutenant Governor of Delhi. The other office bearers of this committee are - Chief Minister of Delhi, Sheila Dikshit -Vice- Chairperson; Secretaries to the Union Ministries of Urban Development, Environment and Forests, Water Resources and Chief Secretary, Delhi, are members.
