A rape most barbaric

A five-year-old of Rampur village was raped and her rectum torn apart. Her intestine was hanging out when she was thrown into a well to eliminate evidence.

The girl is struggling for life at the DMCH where doctors and staff say they have not seen such a gruesome sight before. They find it difficult to control their tears.

She was raped by her cousin uncle who took her away on the pretext of buying sweets. She was raped and thrown into a 30-ft well by the accused, Narinder Singh (22), thinking that she would die.

The doctors have repaired her torn organs and cut off a 4-ft part of the intestine that was hanging out.

“I have never seen such a critical case before. It gives me goose bumps and my staff cries while attending to her. She also has a fracture in her skull which she probably received when she was thrown into the well,” Dr Parveen Sobti, department of paediatrics, said.

She was brought to the hospital yesterday and when the staff gave her water to drink, she vomited it out, along with insects. Even her nose was filled with insects as she remained in the well for around 12 hours, the doctor said.

She would have died in the well had she not cried. Her cries were noticed by passersby who reported the matter to the panchayat.

“We can only see her suffering physically. Nobody knows what she would go through psychologically. We are sedating her continuously as whenever she wakes up, she screams,” Dr Sobti said.

“Children are not safe at home. Her uncle took her along only to treat her so barbarically. I won’t say he behaved like an animal as it would demean animals. We cannot see her suffering. I pray to the courts of this country not to spare the accused,” the doctor added.

Now, it’s dengue
78 cases reported

After the outbreak of diarrhoea in several localities of the city, dengue is assuming epidemic proportions with 78 confirmed and suspected cases being reported during the past week.

Inquiries by Ludhiana Tribune revealed that till now, 66 dengue patients, including 20 from the city, have been admitted to the DMCH alone. Out of these, 48 have been discharged and 18 are under treatment. Another seven serologically positive dengue cases are undergoing treatment at the CMCH while SPS Apollo Hospitals has two confirmed and three suspected cases.

Dr Sandeep Puri, MS of the DMCH, said during the past week, an average seven to eight dengue patients had been reporting to the hospital every day.

Contesting the claim of local hospitals on dengue cases, the district epidemiologist, Dr Sanjeev Hans, maintained that private hospitals conducted rapid tests for serological confirmation of dengue which was not acceptable under the government guidelines which recommended Elisa test which was more time consuming.

Drug addicts let loose terror

Scripting a terror-filled night in the city, a gang of five drug addicts went on a crime spree in Haibowal, Salem Tabri and Laddowal areas last night. They allegedly killed a youth, stabbed two others and stole an Indica car before abandoning it after an accident near the Satluj bridge. The police has sounded high alert to catch the culprits. One of the victims has given the description of the youths.

The police found the link in all incidents when mobile phones stolen from the first two victims were found in the Indica car.

The police suspects the same group to be involved in the stabbing and looting of a local newspaper editor, U.K. Sharda, in Haibowal on Monday night. The youths were speaking Punjabi.

The police said the chain of events started near midnight on the Chuharpur road, Haibowal. The first victim was Mukesh Kumar. He seemed to have died due to excessive bleeding as the wound in itself was not lethal. He was thrown in a vacant plot at a little distance from the road.

He was on his way back home when the youths, riding two motorcycles, surrounded him. They stabbed him and took away his mobile, some cash, a watch and a wallet.

The youths then turned towards Chotti Haibowal where they waylaid Manoj Kumar and took away his mobile, cash and valuables. He was beaten and he suffered minor injuries.

The accused then reached Shiv Puri in the Salem Tabri area. They blocked the way of an Indica car, pulled out the driver Sanjiv, stabbed him several times and sped away with the vehicle.

The accused, who were reportedly in an inebriated condition, could not control the vehicle and rammed it near the Satluj bridge.

SHO (Haibowal) Gurpreet Singh and SHO (Laddowal) Devinder Kumar are on the trail of the accused, police sources said.

The condition of Sanjiv is stated to be serious.

Soon after MC demolition, wall comes up

Cocking a snook at the MC demolition drive, a person constructed a wall just a few hours after the demolition squad had razed it.

The violator was allegedly helped by some councillors, who sat “guard” at his house while the construction was on.

The MC squad had removed the structure this morning. Soon after, some Akali councillors visited the site and the construction started.

Residents alleged that the person concerned had encroached upon a part of the road that narrowed in front of his house. They said he not only constructed a wall, but also put a gate today.

“They have strengthened him now. With political patronage, he put a gate today. Now nobody would be able to do anything about it,” Ashok Sharma, a resident of Malerkotla House, said.

It was said that the owner of a corner house had extended his house by 3 sq ft on the road. Despite the fact that the violation could be seen clearly, no action had been taken earlier.

Sharma claimed that the MC authorities had not sanctioned the house plan of the violator earlier, but of late the owner was claiming that he had got the plan sanctioned and the encroachment could not be removed.

Fire breaks out in market

A massive fire broke out in the godown of a toy manufacturing unit in the congested Kareempura Bazar here late last evening. The third floor of Muskaan Enterprises caught fire after 10 pm and six fire engines were pressed into service. Three fire officers were put on duty.

Nobody was trapped inside the premises where the fire had broken out. The family of the unit owner lives on the ground floor of the market.

Kareempura is a thickly populated and congested area, because of which it becomes difficult for fire engines to reach the place. Fortunately, the fire broke out at a time when there was not much traffic.

Disabled must get proper healthcare: Judge

Additional sessions judge A.S. Garewal today stressed the need for providing adequate medical care and educational facilities to mentally challenged and handicapped children.

He said this at a seminar organised by the District Legal Services Authority on the World Mental Health Day at the ESI Hospital today.

He said it was the duty of society to ensure care of such persons. He appealed to NGOs to come forward for the cause.

He apprised the audience of the legal rights of mentally challenged persons.

Secretary of authority-cum-civil judge, senior division K.S. Cheema said mentally challenged persons were entitled to free legal services.

In case their legal rights were infringed upon or there was the necessity of filing any case to protect their rights, the guardian of such person could submit an application to the District Legal Services Authority or directly to him.

They would be provided with a lawyer free of cost and incidental expenses incurred during the case would be borne by the authority, added Cheema.

Social workers Ruby Fernandez, and Parveen Narang, Government College for Women former principal Manjit Sodhia, Dr Rajinder Gulati, Dr Manorma Markan, assistant district attorney Arvind Markan, Legal Services Authority member Davinder Saini, ESI’s acting medical superintendent Dr I.P.S. Chhabra also shared their views.

Excise chief warns service taxpayers
Reason: People resorting to under-billing

Service tax payers could be next in line to face action from the Central Excise Department which is taking a serious note of under billing by them.

Central Excise Commissioner A.K. Mehra in an interaction with owners of iron and steel furnace units said today that the department had also noticed that in proportion to electricity consumption and other expenses, the duty being paid by a few units was much less. The ministry of finance has already identified iron and steel as “evasion-prone commodity” the commissioner told industrialists.

Asserting that the business units should pay tax honestly, Mehra said in case of service tax too, the department had noticed that people were not only projecting their income much below the actual, they were also resorting to under billing.

For the current financial year, the department has set a revenue target of Rs 450 crore and so far it has collected Rs 190 crore. The target is higher in comparison to last year’s revenue collection of Rs 397 crore, said Mehra.

Regarding service tax, he said against the last year’s collection of Rs 137 crore the target for this financial has been raised to Rs 200 crore.

Among others present on the occasion were deputy commissioner (Central Excise) Amarjit Singh, assistant commissioner P.S. Bisht and additional commissioner Gursharan Singh.

Letters
MC unnerved

Repeated letters, demonstrations and editorials in newspapers do not seem to move the MC in Ludhiana to clean up the city. No one pays any attention whether it is garbage in the streets, traffic jams from encraochment, supply of clean water, health related issues of dengue, malaria, hepatitis etc. However, just within the city, these problems do not arise around the area where the army is stationed. I suggest that the MC should be suspended and the local military should be given the management of the city for six months to impose rules and regulations to clean up of the city.

Two booked for raping minor

Two persons have been booked for allegedly raping a minor girl (13), who is a student of class VIII.

The two — Jhuman Singh and Daljit Singh, alias Billa, of Malak — have been booked under Sections 376, 363, 366 and 34, IPC.

The girl was sick and alone in the house when the two allegedly entered the house and raped her.

The girl’s mother had gone to Agwar Lopon in Jagraon to visit her parents, while her father was away for work in a mill. The parents came to know about the incident on return and got her admitted to the local civil hospital, where she is undergoing treatment.

Held for arson

Salem, alias Laddi, of Punjabi Bagh here was today arrested on charges of trespass and setting household goods on fire. He reportedly entered the house of Meena Rani in Karnail Singh Gate and set goods on fire. The loss is estimated at Rs 4 lakh.

The local police has registered a case under Sections 336 and 427, IPC.

12 booked

Twelve persons have been booked by the Raikot and Jagraon police in two incidents of assault.

Jagraj Singh, Sarabjit Singh, Harpal Singh, Jagpal Singh, Sawran Singh, Gurpreet Singh, Parminder Singh and Manjot Singh of Jatpura allegedly assaulted Ram Sarup. alias Sudhama, of their village with a riffle and sharp-edged weapons.

A case under Sections 452, 323, 506, 148 and 149, IPC, has been registered.

Dispute over panchayat election is stated to be the reason behind the assault.

The injured has been admitted to the civil hospital, Raikot. No arrest has been made.

In another incident, Gurmail Singh, Sarwan Singh, Surjit Kaur and Shinder Kaur of Akhara have been booked under Sections 323, 325 and 34, IPC, for assaulting Mangal Singh of their village with sticks.

A domestic dispute is said to be the reason behind the assault.

Cyclist killed

A cyclist, Jasvir Singh, of Bhikhi was killed when he was hit by a vehicle at Kulahar village late last night.

The Dehlon police has registered a case under Sections 279 and 304-A, IPC, on the complaint of Jagtar Singh of Jagera.

Booked for fraud

The division No. 3 police has booked Om Parkash, a resident of Harnam Nagar and owner of New Jehlum Roadways, for allegedly generating a duplicate sales tax number in the name of Gagandeep, a resident of Vihar colony, Rahon Road.

The complainant alleged that the accused used to sell goods to other companies in Gangandeep’s name by showing a fake firm at Iqbal Ganj, near division No. 3 chowk.

The accused has been booked under Sections 420, 467, 468 and 471, IPC, for cheating, fraud and forgery of documents. No arrest has been made.

Car stolen

The Sarabha Nagar police has registered a case against an unknown person for stealing a Santro car (PB 10 BR 8890).

The complainant, Gyan Chand, a resident of Housing Board Colony, BRS Nagar, alleged that his car was stolen on October 6 night from outside his residence.

The case is being investigated.

Laptop stolen

An IBM laptop has been stolen from a car belonging to Amrinder Singh, a resident of White Quarters, Dhuri Line.

The complainant had parked the car in front of BCM School, Shastri Nagar. An FIR has been lodged with the Model Town town police.

Booked for assault

The division No. 7 police has booked four persons for threatening and causing hurt to Hardeep Singh, a resident of Urban Estate, Dugri.

According to the FIR, the accused — Inderpal Singh, Balwinder Singh, Balkar Singh and Kulwant Singh, all residents of Hira Nagar — barged into the office of the victim located in the colony and attacked him.

Old enmity is suspected to be the reason behind the attack.

The accused have been booked under Sections 323, 452 and 506, IPC, for causing hurt, house trespass and criminal intimidation. No arrest has been made so far.

Hit-&-run case

The Focal Point police has registered a hit-and-run case against the driver of a Mahindra jeep for injuring Lakhwinder Singh, a Sahnewal resident.

The complainant alleged that he was going with his uncle Kuldip on a motor cycle on October 7 evening when the jeep hit them.

Man killed

An unidentified man was run over by a vehicle near the Jalandhar bypass late last night.

The police is trying to trace the identity of the man.

Shrinking business baffles hosiery units

The city’s hosiery industry, which has remained on top, is witnessing a stagnation now. Shrinking hosiery business is giving those in the trade sleepless nights.

Most manufacturers are worried if they will be able to generate enough business this season in the second phase of the orders, which they will start receiving in a fortnight or so.

For many, clearing piled up stocks of the previous year is also a task. “As a result of the reduced demand on account of shortening duration of winter, we are not getting many buyers. Earlier, buyers used to place orders well in advance and also make payments. However, now that they know that the stocks are piled up with most manufacturers and are waiting. As a consequence, capital is blocked, which is doing a long-term harm to the business,” says Vinod K. Thapar of Thapar Hosiery Mills.

As over 90 per cent units in the industry are small scale, it is quite tough for them to meet orders when they are placed at short notice.

“Industry will have to upgrade and not only be cost-effective but also provide quality that is on a par with international standards if it is to progress in the coming days,” another manufacturer says.
