Removal of Encroachments
Kalka, December 12 Confrontation between the administration and locals seems to be imminent as the administration is adamant on removing the alleged encroachments. On the other hand, the shopkeepers have decided to protest the move aggressively with their families. In order to widen national highway 22, the Panchkula administration has issued notices to a total of 255 shopkeepers at Kalka and about the same number at Pinjore, ordering them to remove the encroachments. These shopowners have their shops on both sides of the Zirakpur-Parwanoo road. The notices mention that they have encroached upon government land and the encroachments be removed by Friday. Though people at Pinjore have started removing the encroachments on their own, the residents of Kalka, however, have decided to oppose the move tooth and nail claiming that they were being victimised because of the unjustified records of the administration. The shopkeepers, already on strike for last three days, have decided to sit on a dharna with their families on road protesting the decision. “We are ready to cooperate with the administration on the issue provided the authorities justify that we have encroached on government land,” said the shopkeepers. “The administration cannot punish us because of the faults of those who have prepared the plan and maps according to which the notices were issued,” said Sushil Kumar Garg, former president of municipal committee, Kalka. In fact, the shopowners possess maps, registration deeds and no objection certificates (NOCs) to cement their claim that the action of the administration was unjustified. “The owner of Ram Niwas, one of the oldest buildings of the town built in 1902 at Gandhi Chowk, has also been asked to demolish the construction upto 2 metres. The owner of Talwar Watch company has also received a notice for removing the encroachment upto six-and-a-half feet even as the total depth of the shop was merely 4 feet,” said Anil Aggarwal, president of Beopar Madal, Kalka. This only highlighted the negligence of the authorities concerned while issuing the notices, he said. Deputy commissioner Rajender Kataria, when contacted, denying any lapse in preparation of the maps, said these were prepared after involving all concerned agencies including the revenue department, municipal committee and national highway authority. Moreover, the administration was in touch with the government over providing alternative sites to the affected people, he added. |

No coordination between rural, district docs
Kharar, December 12 As many as 1,193 rural medical officers falling under the jurisdiction of zila parishads are finding it increasingly difficult to coordinate with the district-level health authorities in their respective areas. Recruited under the National Rural Health Mission (NRHM), these doctors are answerable to zila parishads instead of the state health department. Juggling with different departments and different ministries, it is becoming difficult for them to implement national plans like family planning, TB and HIV programme in a full-fledged manner. These doctors are not even empowered to coordinate with paramedics like ANM nurses and midwives operating in the same areas. "In same regions, a paramedic and an RMO have got targets for family planning programme within the same limited population. This leads to utter commotion and unnecessary problems," points out president of the RMOs Association Dr Aslam Parvez. Since the recruitment of these doctors, the OPD in rural dispensaries has increased by seven to eight per cent. Also, these RMOs are responsible for 90 to 95 per cent of school health programmes. Interestingly, both RMOs and other health workers fall under different state ministers. While RMOs are answerable to the rural development and panchayat minister, the rest are governed by the state health minister. With no coordination even at ministry-level, even health workers find it difficult to adjust. "Very often, the area paramedics come to us with problems that can be solved at the RMO level. The government should send a proposal for bringing RMOs and health department under the same wing to ensure easy execution of health programmes," added a senior doctor at the Kharar civil hospital. |
