Unitech loses licence for colony in Gurgaon

CHANDIGARH: The Haryana Government has ‘cancelled’ the licence of a group housing project being developed by realty major Unitech in Sector 80 of the Gurgaon-Manesar urban complex(GMUC) on account of several deficiencies in the project, including default on payment of external and internal development charges.

The Haryana Government has ‘cancelled’ the licence of a group housing project being developed by realty major Unitech in Sector 80 of the Gurgaon-Manesar urban complex(GMUC) on account of several deficiencies in the project, including default on payment of external and internal development charges.

“Since you failed to rectify the deficiencies, personal hearing under the Haryana Development and Regulation of Urban Areas Rules, 1976, was fixed for May 2, 2014. Accordingly, hearing was conducted and SK Mahajan, who appeared on your behalf sought two months’ time for payment of outstanding amount but you have not deposited even a single instalment of EDC/IDC till date and thus failed to keep the said commitment,” stated an order issued by Arun Kumar Gupta, Director-General, Town and Country Planning, rejecting renewal of the licence.

Unitech was given a licence to develop a group housing colony on 11.510 acres in Naurangpur (Sector 80) on December 2, 2009. Subsequently, the builder submitted a request for renewal of the licence which was considered by the state government that pointed out certain deficiencies in the project through communications on December 12, 2013 and April 15, 2014.

The Director-General pointed out that while Rs 36.37 crore was pending as external development charges (EDC), an amount of Rs 5.74 crore was pending as internal development charges(IDC) as on August 13,2015. Meanwhile, certain documents required under the rules were also not submitted by the builder to the department concerned.

The order said the service plan estimates were not submitted for approval. Similarly, the approval/NOC from the competent authority was also not submitted. The power load requirement of the project was not submitted to the power utility. Saying that the details of development work at the site were not submitted to the department concerned , the D-G’s order said the status regarding the construction of EWS flats and the community site on the applied land was also not known.
