Following the Centre’s approval, the Rajasthan Government today signed an agreement with Hindustan Petroleum Corporation Limited (HPCL) to set up a joint venture company for establishing a Rs 43,129-crore Refinery-cum-Petrochemical Complex at Barmer.
As per the agreement, HPCL will have 74% stake and the state government 26% partnership in the new firm called HPCL Rajasthan Refinery Limited (HRRL). Total cost of this project is Rs 43,129 crore.
Chief Minister Vasundhara Raje expressed satisfaction on the progress of the refinery. She directed the officials to expedite the projects as soon as they get environmental clearance for the project.
She said after receiving all necessary clearances as per the schedule and time frame, the ground-breaking ceremony would be held in Barmer sometime in September for which Prime Minister Narendra Modi is likely to visit and lay the foundation stone.
She said the state would receive 12% Return On Investment instead of earlier 2% accepted in the previous MoU for the refinery.
This would be the first petro refinery in the country to produce BS-VI emission standard fuel.
As per the proposed plan, the refinery would be set up in an area of 4,813 acres. 270 MW of power would be generated from the waste petcoke generated from the refinery. A green zone would also be established in the refinery campus and a new industrial area would be developed.
