UT Adviser Vijay Kumar Dev has marked a Vigilance probe into the allotment of a tender for the operation and maintenance of tubewells to an ineligible firm in 2014 by the Public Health Department of the Chandigarh Municipal Corporation.

The probe was marked by the Adviser on February 2.

In its internal inquiry, the MC had found that Executive Engineer (Public Health) BK Dhawan had allotted the tender pertaining to the operation and maintenance of tubewells to an ineligible firm. The report was submitted to MC Chief Engineer Mukesh Anand.

The work of the operation and maintenance of tubewells, pumping machinery and boosters in various sectors, colonies and villages was allotted to M/s RR Builders for Rs 46.90 lakh after considering the “similar nature” of work.

In a report prepared by the MC engineering wing, it was stated, “It has been concluded that the experience certificate on the basis of which M/s RR Builders was made eligible was not in conformity with the definition of similar work as per the approved detailed notice inviting tender (DNIT). Although the work has been done satisfactorily by the agency, the allegation stands proved against the Executive Engineer, MC, Public Health Division No. 3.”

“It has been proposed to seek an explanation from Executive Engineer, MC, Public Health Division No. 3, for the allotment of work to an ineligible agency,” the report states. The inquiry was conducted on the directions of the UT Adviser after a complaint was lodged with him on February 4, 2015, by Envirocure Projects.
