Police to seek legal opinion after probe

CHANDIGARH: A day after a 40-year-old head constable of the Punjab Police reportedly committed suicide and named three policemen, including a DSP, in his suicide note, the Chandigarh Police said a case against the policemen named in the suicide note would only be registered after a thorough investigation and taking a legal opinion.

A day after a 40-year-old head constable of the Punjab Police reportedly committed suicide and named three policemen, including a DSP, in his suicide note, the Chandigarh Police said a case against the policemen named in the suicide note would only be registered after a thorough investigation and taking a legal opinion.

Raj Kumar, who was posted at the Punjab Police Headquarters in Sector 9, had taken poison while sitting in his car near the grain market in Sector 39. He was rushed to the hospital, where he died later.

RP Upadhyay, Inspector General (IG), UT, said the statements of the DSP, and two head constables would be recorded before taking any further action. “At present, the matter is being investigated,” the IG said. In his suicide note, a copy of which is with Chandigarh Tribune, the victim claimed that he had taken a loan of Rs 1.60 lakh from a head constable posted in Jalandhar at an interest rate of 5 per cent per month.

The victim alleged that after one month, the head constable told him that an interest rate of 10 per cent would be charged. The victim claimed that he returned Rs 95,500 with an interest rate of 5 per cent.

However, the head constabel asked him to pay the money at an interest rate of 10 per cent.

The head constable submitted a complaint against the victim, following which he was facing a departmental inquiry. The suicide note mentions that the DSP, to whom the inquiry was marked, along with the head constable, allegedly started humiliating him in the garb of the inquiry. The victim alleged that the DSP tortured him mentally and threatened to suspend him.

The victim alleged that the reader of the IG (Provisioning), along with the two other policemen, also harassed him.

‘Victim called up wife after taking poison’ 

For about three hours, the police kept recording the statements of the deceased head constable’s wife, Meenu, at the PGI police post. Meenu, in her statement, stated that Raj Kumar, after taking poison, gave her a call and told her about his location. She rushed to the spot where she found the victim sitting in a car. He handed a one-page suicide note to her.    

Past cases of abetment to suicide

May 13, 2015: The UT police registered a case of abetment to suicide against Kuljeet Singh Shan, a resident of Sector 16, who allegedly forced a retired Air Force officer, Durlabh Singh Lamba, to commit suicide. The case was registered after the family of the deceased submitted a complaint to the Adviser in the matter following which a legal opinion was sought by the police from its legal arm

June 25, 2014: The Chandigarh Police arrested three persons, including a woman, for abetment to suicide after a 20-year-old youth ended his life by taking poison

October 15, 2012: Monica Goyal, a 35-year-old computer teacher, was found dead under mysterious circumstances. A few days later, a case of abetment to suicide was registered against her husband, Vikas Goyal. In 2013, a local court had sentenced Vikas Goyal to seven-year imprisonment and imposed a fine of Rs 70,000
