UT Administration moots inter-departmental transfers

The Chandigarh Administration is all set to make an arrangement for enabling inter-departmental transfers of UT employees working in different offices of the Administration and the Municipal Corporation. Over 1,000 employees will come under the proposed arrangement.

To bring more transparency in public-dealing offices, UT Adviser Vijay Kumar Dev is keen on having an arrangement for inter-departmental transfers to enable shifting of employees between offices of the Chandigarh Administration, the Estate Office and the Municipal Corporation.

It could not be ascertained whether employees of boards and corporations such as the Chandigarh Housing Board and CITCO will be part of the merger.

Many employees, especially those in the Estate Office and the MC, have remained posted on particular posts for a long period in violation of Central Vigilance Commission guidelines.

A meeting to work out the modalities of the policy was held between senior UT officials.

At present, employees of the Estate Office cannot be transferred to the Chandigarh Housing Board or other departments. In the past, the seniority of employees of the UT Secretariat was coming in the way of this arrangement as UT employees apprehended that it would disturb their promotion avenues.

Merger of cadre

Six years ago, the UT had mooted a proposal for the merger of its cadre. The Administration had proposed to merge the cadre of its employees with those of the Delhi administration to avoid stagnation, which meant that employees of the UT Administration could be transferred to Delhi and vice versa. Since the UT Administration is not competent to adopt the policy on its own, it wanted to seek approval from the Ministry of Home Affairs. However, the move never saw the light of day.
