Court rejects petition against former Haryana IG

A local court has dismissed a petition demanding criminal proceedings against former Haryana Inspector General of Prisons BS Sandhu. The complainant in the case, Chaman Lal Goyal, former AIG (Prisons), demanded that forgery proceedings be initiated against Sandhu.

It was alleged that the accused, along with other officers, made adverse comments in his ACR with malicious intent.

As per the complaint, Goyal was selected as the Deputy Superintendent (Grade II) in the Punjab Prison Service and joined on January 1, 1969. He was promoted in the cadre of the Punjab Prison Services (Class-I) in 1986 and was appointed as the Superintendent, Central Jail/ Principal Jail Training School/ AIG Prisons. He remained on the post till his retirement on September 29,1995. Goyal had claimed that his ACRs for the service prior to 1992-93 clearly showed that he had a clean record and his ACRs till the 1992-93 were recorded as “outstanding”, “very good” or “good”.

However, in ACRs of 1992-93, 1993-94 and 1994-95, adverse remarks were made with respect to the working and the integrity of complainant. Goyal stated that such adverse remarks in the ACRs were false and malicious and Sandhu had forged and fabricated the adverse remarks and in the process created a false evidence with the sole intention to cause unlawful loss and injury to the complainant.

In the ACR for 1993-94, it is stated that Goyal is a defiant officer, who is in the habit of maligning his seniors. Further, it was alleged that the complainant shirks responsibility, dictates his own terms and is unfit to hold a responsible job.

Further, it was remarked that certain trainees had filed affidavits that Goyal misappropriated the funds of the diet money payable to them. However, the court found no merit in the complaint and dismissed it.
