Cracker of a move?

The Punjab and Haryana High Court has fixed a three-hour slot for bursting of firecrackers on Diwali in Chandigarh, Punjab and Haryana. It has also banned the bursting of crackers before and after Diwali till October 26, which is the next date of hearing in the case. The High Court has restricted the sale of firecrackers as well. Will it dampen the spirit and festivities of Diwali, or is it a step that was long due? While self-restraint is a plausible outcome, do you think the public at large will adhere to the restriction? And do the authorities have the wherewithal to implement the order?
