Lease deed: Finance Secy gets veto power

CHANDIGARH: The UT Finance Secretary will have the power to veto decisions of the managing committee of the Chandigarh Club in relation to all matters regarding the use of its premises and other related issues.

The UT Finance Secretary will have the power to veto decisions of the managing committee of the Chandigarh Club in relation to all matters regarding the use of its premises and other related issues. Sources said the condition had been made a part of the lease deed finalised by the Administration with the club.

The Administration has been given the right to nominate three officials, including the Finance Secretary, to the managing committee of the club. Besides, the Administrator will also have the right to nominate three lifetime members every year as per the provision of the constitution of the club from 2016 onwards.

The Administration has asked the club to review its constitution to bring more transparency and greater participation in its functioning.

The lease deed also makes it clear that proceedings for the cancellation of the lease will start in case its management failed to hold the club elections regularly.

The Administration has cleared that members of the club management can’t hold their office for more than two terms. The UT has also asked the club management to limit its membership. The Administration has directed the management to submit a report regarding decisions taken on the above mentioned issue within 45 days.

“The failure to submit the report will be treated as the breach of the terms and conditions of the licence deed,” the lease deed states.

Mukesh Bassi, former president of the club and a member of the committee formed by the Administration to discuss the lease deed, said the management was yet to receive a copy of the lease deed. He said he could comment only after receiving its copy.

Other provisions

The  Administration has been given the right  to nominate three officials,  including the Finance  Secretary, to the managing committee of the club. 

The  lease deed also  makes  it clear that  proceedings  for the cancellation  of the  lease  will start in case its  management  failed  to  hold the club elections  regularly.
