No increment for assistant profs

CHANDIGARH: In a setback to Panjab University assistant professors, the University Grants Commission (UGC) has categorically clarified that no non-compounded increments will be paid to those who were enrolled in PhD before 2009.

In a setback to Panjab University assistant professors, the University Grants Commission (UGC) has categorically clarified that no non-compounded increments will be paid to those who were enrolled in PhD before 2009.

More than 100 assistant professors of the PU will not be getting increments. They have moved the Punjab and Haryana High Court against Panjab University (PU). Those who did PhDs before joining service are seeking five increments and those who did doctorate while in service are seeking three increments.

The UGC has stated that those teachers who have not done PhDs by following the process of admission, registration, course work and external evaluation as prescribed by the UGC Regulations, 2010, effective from July 11, 2009, couldn’t be granted increments.

Now, Panjab University (PU)’s assistant professors have to wait for the High Court’s order.

The UGC clarification came to notice in a meeting of the PU and Special Secretary (finance) Harish Nayar. From the PU’s side, Panjab University Teachers Association (PUTA) president Prof Rajesh Gill and senator Prof Rajat Sandhir were present, along with Finance and Development Officer (FDO) Vikram Nayyar. It was decided to wait for court’s order.

Earlier, the matter came to the Board of Finance (BoF) meeting on November 28, 2017, for the grant of increments. It was pointed out that there was an audit objection over the grant of increments, but similarly-placed Chandigarh college teachers are getting increments. So, PU assistant professors should also get the increments. A committee was then formed which met the Finance Department of the Chandigarh Administration today. Resident Audit Officer had put an objection on April 28, 2014, and the matter has been pending since then.

Prof Rajat Sandhir said, “It is unfortunate. The PU is the only university where increments are not being granted.”

PUTA criticises authorities

Prof Rajesh Gill said, “More than a hundred young teachers have been adversely affected and my heart goes out to them.”

She said: “I feel that the whole issue was taken very casually by the university authorities. After a committee was formed in the BoF on November 28, 2017, the issue was never pursued as it should have been. Only the internal committee met on December 7, 2017, after which some communication was reportedly made by the VC to the UT Administration. I wrote letters to the VC to pursue the matter and give us a copy of his communication so that the PUTA could pursue it further, but there was no response. Nobody followed up with the authorities for two and a half months, though teachers concerned kept on trying. Their casualness is evident from the fact that I was informed about the meeting with Special Secretary Finance just half an hour before it was to take place ”
