Haryana passes 5 Bills in 13 mins; ‘unruly’ Oppn MLAs shown door

CHANDIGARH:In the absence of the Opposition, the Haryana Vidhan Sabha today passed five Bills in just 13 minutes even as unruly scenes prevailed in the House resulting in 27 Opposition members being named and asked to leave for their behaviour.

In the absence of the Opposition, the Haryana Vidhan Sabha today passed five Bills in just 13 minutes even as unruly scenes prevailed in the House resulting in 27 Opposition members being named and asked to leave for their behaviour.

After two adjournments, 12 Congress MLAs were named for stalling the House proceedings on the second and concluding day of the winter session as they insisted on an inquiry into the “paddy scam” in Haryana. Later, 15 INLD members were named for disrupting the House on the recent power tariff hike.

The Congress MLAs alleged that farmers had been cheated twice — first when their produce was bought at rates lower than the MSP of Rs 1,450 and then again when that produce was sold at double the price.

Speaker Kanwar Pal Gujjar adjourned the House and met the Opposition MLAs. The meeting, however, was inconclusive as the Congress MLAs stormed into the well as the House met again. After warning them, Deputy Speaker Santosh Yadav named all Congress MLAs barring former CM Bhupinder Singh Hooda and Karan Dalal, who stayed in their seats. Later, they, too, staged a walkout.

After the Congress members left, Leader of the Opposition Abhay Chautala asked the Speaker why only one of his motions on stray cattle menace was allowed while important ones, including the ones on power tariff hike, land acquisition issue of Hisar villagers, law and order and the ban on agitations by government employees had been disallowed. INLD members raised slogans against the government  and trooped into the well demanding a rollback in the power tariff hike. 

As they refused to resume seats despite being asked repeatedly, the Speaker named 15 INLD MLAs, excluding Chautala, who later walked out of the House.

Opposition’s absence left the field open for the ruling BJP which passed five Bills, including the Haryana State University of Horticultural Sciences, Karnal Bill, 2015, and the Haryana Gau Seva Aayog (Amendment) Bill, 2015, which entailed major financial implications on the state exchequer. These Bills were passed by a voice vote without any discussion or without moving amendment.
