Jammu, January 19
The government today informed the Assembly that it would soon come up with a comprehensive transfer policy for the Rehbar-e-Taleem teachers as per the J&KHigh Court directions.
Intervening during a question by MLA Rajiv Jasrotia in this regard, Minister for Revenue Basharat Ahmed Bukhari said the matter was under the consideration of the government and it would soon come out with a policy in this regard.
Earlier, Minister of State for Education Priya Sethi said the School Education Department had notified the transfer policy for its employees which, among others, has a Clause (17), making it clear that the transfer policy would not be applicable to RRTs/RETs for whom a policy shall be notified separately. The transfer policy was challenged by the regularised ReTs and the High Court stayed the Clause 17 of the transfer policy.
Recently, the High court, in the case titled “Majid Ilyas and others Vs state”, issued further directions regarding the transfer of RETs, she said.
She said the department was examining the issue in the light of these developments and would come up with a suitable policy soon.
“While making the policy, it will be ensured that neither the original object of the scheme gets defeated nor any schools are left without teachers/inadequate teachers,” she added.
Regarding the attachments in the Education Department, she said the department had issued detailed instructions, cancelling all attachments in the department. “However, the attachment in exceptional cases is necessitated to tide over an acute shortage of staff,” she added.
