New Panchkula Deputy Commissioner Mandip Singh Brar’s top priority will be to provide transparent and effective administration. “My emphasis will be on providing transparent, honest and effective administration,” said the 2005-batch Haryana cadre IAS officer on Wednesday.

Brar, who has come from Ambala, where he was the Deputy Commissioner and Executive Officer for the Management of Government Land in Excised Area of Ambala Cantonment, took over as the Panchkula DC on Tuesday. He replaced his batchmate Vivek Atray, who goes as the Director, Industries and Commerce.

Speaking to Chandigarh Tribune, Brar, who is a native of Chandigarh and had got his cadre transferred from Chhatisgarh to Haryana in November, 2006, said he would first try to know and identify the public problems and then form strategies to solve them. “I will make the public delivery system faster with the help of IT-based tools,” he asserted, while adding that he will ensure that the Chief Minister’s programmes and policies are taken to the grassroots level for the benefit of the general public.

Brar was among the 16 IAS officers, who were reshuffled in Haryana on Monday. He will also be the Chief Administrator, Shri Mata Mansa Devi Shrine Board, Panchkula, besides looking after the additional charge of the Managing Director, Haryana Warehousing Corporation, relieving Suprabha Dahiya.

After his first posting as the Sub-Divisional Magistrate (SDM) at Hansi in August, 2005, Brar had served as the Deputy Commissioner in Kurukshetra and Ambala besides holding the posts of Secretary, Education, and State Project Director, Sarv Shiksha Abhiyan during his 10-year service so far.

His wife Ashima Brar, a 2004-batch Haryana cadre IAS officer, had also earlier served as the Deputy Commissioner of Panchkula from April, 2010 to August, 2013. She is at present posted as the Director-cum-Special Secretary, Women and Child Development and Managing Director, Women Development Corporation and Secretary, Haryana State Commission for Protection of Child Rights.

Atray content, says was able to make impact

Vivek Atray is content and says he got enough time to make an impact. The 2005-batch Haryana cadre IAS officer, who moved on as the Director, Industries and Commerce, served as the Panchkula Deputy Commissioner for almost 13 months. “I will rather say that I got enough time to make an impact on the challenging task,” replied Atray when asked to comment on his short stint as the DC.

Terming the transfer as a prerogative of the government, Atray, who had joined as the Panchkula DC on November 26, 2014, said he was excited to get the new assignment. “It is an exciting assignment, especially when Haryana is going to host its first-ever Investors’ Summit next year,” he told Chandigarh Tribune.

“I am looking forward to innovative and creative work to promote investment and generate employment in the state. I am also looking forward to writing a lot more and speaking to youngsters more...motivating them with some stirring talks. ”

On his Panchkula stint

On his Panchkula stint, Atray writes, “Quite happy with my Panchkula tenure and except for a couple of incorrigible imponderables that could not be rectified, I was able to inject some professionalism into the administration and improve the public service delivery through the use of technology. Also, the Aadar Sammaan project, the village mentoring project and Pancham gave a lot of joy.”
